SUMMARY OF STATE AUDIT
In accordance with Chapter 44, Section 40 of the General Laws of Massachusetts the summary of the State Audit of the General Accounts of the Town of Merrimac from Nov. 19, 1942 and of the Tax Collector's Accounts from January 6, 1943 to Sept. 22, 1944, is herewith submitted :---

I submit herewith my report of an audit of the general accounts of the Town of Merrimac from November 19, 1942, and of the tax collector's accounts from January 6, 1943 to September 22, 1944, made in accordance with the provisions of Chapter 44, General Laws. Mr. Theodore N. Waddell, Director of Accounts, Department of Corporations and Taxation, State House, Boston. Sir:
As directed by you, I have made an audit of the general accounts of the Town of Merrimac from November 19, 1942, and of the ac- counts of the tax collector from January 6, 1943, the dates of the previous examinations, to September 22, 1944, and report thereon as follows:
The recorded financial transactions of the several departments receiving or disbursing money for the town, or committing bills for collection were examined, checked, and compared with the records of the town accountant and the town treasurer.
The books and accounts in the town accountant's office - were examined and checked in detail. The recorded receipts were checked with the treasurer's cash book and with the records of departmental payments to the treasurer, while the recorded disbursements were checked with the treasury warrants and with the record of pay- ments by the treasurer.
The appropriations and transfers as listed from the town clerk's record of town meeting votes were checked to the appropriation accounts in the accountant's ledger.
An analysis was made of the ledger accounts, the necessary cor- recting entries resulting from the audit were made, a trial balance was drawn off proving the accounts to be in balance, and a balance sheet, which is appended to this report, was prepared showing the financial condition of the town on September 22, 1944.
The books and accounts of the town treasurer were examined and checked. The receipts, as recorded, were analyzed and com- pared with the records of payments to the treasurer by the several departments, and with the other sources from which the town re- ceived money, while the recorded payments were compared with the selectmen's warrants and with the accountant's books.
The cashbook was footed throughout for the period of the audit and the cash balance on September 22, 1944 was verified by re- conciliation of the bank balance with a statement furnished by the bank in which town funds are deposited.
The final payments on account of debt, as represented by emer- gency finance loans, were checked to the warrants authorizing the payments of funds for this purpose.

The savings bank books and securities representing the invest- ment of the trust and investment funds were examined and listed, the income and transfers being found to be as recorded.
The tax titles held by the town were listed from the records of the treasurer and all transaction pertaining thereto were verified, including a comparison with the records at the Registry of Deeds.
The books and accounts of the tax collector were examined and checked in detail. The taxes and assessments recommitted accord- ing to the previous examination and all subsequent commitments were audited and proved to the warrants issued for their collection. The recorded receipts were checked with the payments to the treasurer and with the accountant's books, the abatements as re- corded were compared with the assessors' record of abatements granted, and the outstanding accounts were listed.
Subsequent to the previous examination, proofs of payment of taxes to the former tax collector were presented by taxpayers, these payments representing 35 items and totaling $1,576.71, there- by increasing the net cash shortage of the former collector to Sep- tember 22, 1944, to $5,076.62. Payments by the bonding company have been made to the town as follows:

leaving $120.00 still due as of September 22, 1944.
Considerable difficulty was again experienced in checking the records of abatements granted by the assessors. Errors were found in reporting abatements and in recording them in the assessors' record of abatements granted.
