REPORT OF THE TRUSTEES OF PUBLIC LIBRARY
To the Citizens of the Town of Merrimac:
The Trustees of the Merrimac Public Library present their eighty-third annual report for the year ending December 31, 1959.
The total number of volumes borrowed during the year were 9192, of which 2212 were non-fiction and 2560 juvenile.

The fines collected and turned over to the Town Treasurer amounted to $179.89.
There were 260 new books added, of which 21 were juvenile, 16 teen-age, 46 non-fiction and 125 fiction. Two new collegiate dictionaries were purchased. Our many friends of the library have donated 47 books. Your Trustees wish to thank them for their thoughtfulness.
Eighty-seven new names have been added to the register.

ANNUAL REPORT
The Bookmobile has again been a great help to the library, bringing us 797 books of the highest quality which had a circulation of 1,772. The Elementary School had 1,758 for their use. It would be difficult to maintain our present high standards without the help of this book- mobile, and it is sincerely hoped that this method of bring- ing books to our library will continue for many years to come.
The State Library has loaned us 47 books.
During the past year, Mr. Carl M. Ordway retired as custodian of the library and Mr. John Sloban was appointed to fill the position.
Your trustees recommend the sum of $2,000.00 be appropriated for the ensuing year 1960.

REPORT OF THE BOARD OF PUBLIC WELFARE
To the Citizens of the Town of Merrimac:
The Board of Public Welfare organized with the following officers:

to administer all four categories of public assistance, Old Age Assistance, Aid to Dependent Children, Disability Assistance, and General Relief.
The first three categories are entirely under State and Federal supervision, with reimbursements made to the town or department according to their regulations.
We are asking this year that our appropriation be made in one sum, $75,000.00 to be allotted to the four categories as seems proper at the beginning of the year. Should this allotment prove not correct and there is need of a transfer the latter part of this year, this can be authorized by the selectmen without the need of a special town meeting.
All reimbursements from Federal Grants are reusable by this department. All reimbursements from the State are deposited in Surplus Revenue and eventually are used to decrease the real estate tax.
In order to give a better idea of the expense of this department we are submitting a more complete report than usual, hoping thereby to answer the many questions we are asked through the year.

REPORT OF CIVIL DEFENSE AGENCY
To the Honorable Board of Selectmen and Citizens of the Town of Merrimac :
The following report of your Civil Defense Agency is submitted for the year 1959.
In April, Russell Harrington resigned as Civil Defense Director and on April 6, 1959 I was appointed to succeed him.
I have attended State meetings on civil defense prob- lems and have passed the information on to the public through local newspapers. During the year I have gone to surplus depots and have purchased equipment for the diff- erent departments of the town at a valuation of Seventeen Thousand Two Hundred Thirty Four Dollars and Twenty Six cents ($17,234.26) at a cost of only Nine Hundred Eighty Four dollars and ninety nine cents ($984.99.)
During the year the American Legion requested me to move the Medical room as they wanted that room for a lounge, in view of this I requested and received from the selectmen the old High School to be used for civil defense activities. The Medical equipment has been installed there and in addition I have added four beds three of which are hospital beds. These beds are available to the citizens of Merrimac, upon request and may be loaned out for a period of ninety days, they could be reissued for another ninety days if they are not needed for some other person. If an emergency should arise then these beds must be returned immediately upon request of the Director of Civil Defense.

The old High School which is now known as the Civil Defense Training Center is in need of some repairs such as leaky pipes, heating system, repairs to floors which have swelled due to dampness and etc. An industrial oil burner has been donated to civil defense and it is planned to install it in the Training Center soon. It is also planned to cut a door into the cellar in order to store our generators and other heavy equipment.
It is now required to set up a communication system with emergency power as follows:
There must be a permanently installed generator complete with automatic starting and changeover facilities for each base and repeater station. It must be capable of supplying primary power for all transmitting and receiv- ing equipment and emergency lighting for a minimum of fourteen days (14) without refueling. This requirement may be set up on matching funds.
Public Law 606. now requires a full time paid em- ployee for Civil Defense, this requirement will be mand- atory as soon as funds are appropriated. This will be under the matching funds program where the Federal Government pays half and the town pays the other half.
In this Atomic age in which we find ourselves, blast, heat and radiation could kill millions of people who are close to ground zero of nuclear burst. Many more millions, in fact, everybody else, could be threatened by radioactive fallout. But more of these could be saved if they follow and carry out a few simple instructions.

Your Federal Government has a shelter policy based on the knowledge that most of those beyond the range of blast and heat will survive if they have adequate protect- ion from fallout. The Federal Government has put out a booklet MP-15 Titled "The Family Fallout Shelter". This booklet shows how to escape death from fallout, it has plans for building five basic fallout shelters, it also gives a list of equipment required to survive inside of the shelter.
These booklets are available to you and may be obtained at your Civil Defense Headquarters in the Legion building Merrimac Square.
In view of the seriousness of Radiation I feel that it is the responsibility of the Selectmen of the town to provide such shelter in the basement of the Town Hall for the pro- tection of town employees. It is also the responsibility of Banks, Industries, Stores, and etc. in town, to provide such shelter to protect themselves and their help as well as it is my responsibility to provide shelter for all civil defense workers who may not be able to get home before an emergency occured.

REPORT OF THE TOWN ACCOUNTANT
To the Honorable Board of Selectmen:
I hereby present the Annual Report of the Town Accountant in accordance with Chapter 41, Section 60, of the General Laws. I have also presented all financial transactions of the past year, and a balance sheet.
