WARRANT FOR THE ANNUAL TOWN MEETING, MARCH 3, 1913.


COMMONWEALTH OF MASSACHUSETTS.


Worcester, ss.


To either constable of the Town of Milford in said county,


Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualitied by law to vote in elections and in town affairs, to meet at the Town Hall in said town, on Monday, the third day of March, A. D, 1913, punctually at 5.45 o'clock in the forenoon to act upon the following articles, namely :-


[The polls may be closed at four o'clock in the afternoon on said day of meeting.]


Article I. To choose a moderator to preside at said meeting.


Article 2. To choose all necessary town officers for the year ensuing, a town clerk, town treasurer, tax collector, au- ditor, three selectmen, (for one year), one assessor, (three years), three overseers of the poor, (one year), one sewer com- missioner, (three years), two members of the school commit- tee, (three years), one member of the board of health, (three years), two trustees of public library, (three years), two trus- tees of Vernon Grove cemetery, (three years), one park com- missioner, (three years), and five constables, (one year), to be voted for on ballots prepared and furnished in accordance with the provisions of Chapter 560, Acts of 1907, and acts in amendment thereof and addition thereto. Also upon said bal- lots the voters will give in their votes, "Yes" or "No" in an- swer to the following question : "Shall licenses be granted for the sale of intoxicating liquors in this town?"


Article 3. To hear and act upon the reports of the select-

men, overseers of the poor, school committee, treasurer, tax collector, auditor, town clerk, sewer com nissioners trastees of public library, trustees of Vernon Grove cemetery, park com missioners, town solicitor, engineers of the fire department, assessors, chief of police, board of health, inspector of ani- mals, sealer of weights and measures, and any other officers or committees of said town.


Article 4, To raise and appropriate such sum or sums of money as may be necessary to defray town expenses for the year ensuing.


Article 5. To see if the town will vote to authorize the treasurer to borrow money in anticipation of the taxes of the current year.


Article 6. To determine when all taxes shall be collected and paid into the treasury the year ensuing, and fix the com- pensation of the collector of taxes for collecting the same.


Article 7. To see it the town will vote to raise and ap- propriate the sum of one hundred and sixty-five dollars ($165.00) towards defraying the expenses of Memorial Day.


Article 8. To see if the town will vote to authorize the selectmen to take charge of all legal proceedings for or against the town.


Article 9. To see what action the town will take in re- gard to lighting its streets, and raise and appropriate money for the same.


Article 10. To see if the town will vote to contract with the Milford Water Company for its water supply, or take any action in relation thereto.


Article 11. To see if the town will vote to raise and ap- propriate the sum of one thousand dollars ($1,000.00) for the purpose of building a fire station at North Purchase, so- called, or take any action in relation thereto.


Article 12. To see if the town will vote to authorize the assessors to publish a list of real and personal estates, and the valuations thereon, raise and appropriate money therefor, or take any action in relation thereto.


Article 13, To see if the town will vote to instruct the

selectmen to appoint an inspector of wires, determine his sala. ry, or take any action in relation thereto.


Article 14. To see if the town will vote to raise and ap- propriate the sum of seventy-five thousand dollars ($75,000.00), or will authorize the town treasurer to issue bonds or notes to an amount not exceeding seventy-five thousand dollars ($75,000.00), at a rate of interest not exceeding four and one half per cent per annum, pryable semi-annually, for the pur- pose of buying land and the erection thereon of a school building, or take any action in relation thereto.


Article 15. To see if the town will vote to raise and ap- propriate the sum of four thousand dollars ($4,000.00) for the purpose of re building West street, from a point at or near Highland street, to Congress street, or take any action in rela- tion thereto.


Article 16. To see if the town will vote to raise and ap- propriate the sum of twenty five hundred dollars ($2,500.00) for maintaining its sewer disposal plant, or take any action in relation thereto.


Article 17. To see if the town will vote to raise and ap- propriate the sum of four thousand dollars ($4,000 00) for the erection of a public comfort station, or take any action in re- lation thereto.


Article 18. To see if the town will vote to raise and ap- propriate the sum of fifty dollars ($50.00) for the care of North Purchase cemetery, or take any action in relation thereto.


Article 19. To see if the town will vote to raise and ap- propriate the sum of three hundred dollars ($300.00) for pub- lic band concerts, or take any action in relation thereto.


Article 20. To see if the town will vote to build a curbed sidewalk on the southerly side of Poplar street, from Claflin street to Myrtle street, raise and appropriate the sum of five hundred dollars ($500 00) for the same, or take any ac- tion in relation thereto.


Article 21. To see if the town will vote to authorize the selectmen, and appoint them its agents, for the purpose of ex- ecuting proper deeds and any other releases necessary, for the

carrying out of a compromise settlement in case of Nason vs. the Town of Milford, or take any action in relation thereto.


Article 22. To see if the town will vote to instruct its selectmen to locate an electric light on Green street, and raise and appropriate money for the same, or take any action in re- lation thereto.


Article 23. To see if the town will vote to build a curbed sidewalk on Meade street, raise and appropriate money there- for, or take any action in relation thereto.


Article 24. To see if the town will vote to buy the Mil- ford Electric Light & Power Company, raise and appropriate money for the purpose, or take any action in relation thereto.


Article 25. To see if the town will vote to purchase the Milford Water Company, or appoint a committee to investi- gate the matter, and report at the next town meeting, raise and appropriate money for the purpose, or take any action in relation thereto.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses, and at the post-office in said town, also cause at- tested copies to be published in the M Iford Daily News, Mil- ford Daily Journal and Milford Gazette, newspapers printed in said town, two Sabbaths at least before the time set for said meeting.


Hereof fail not and make due return of this warrant with your doings thereon to the clerk of said town at the time of meeting aforesaid.

At a legal meeting of the inhabitants of the town of Mil- ford, qualified by law to vote in elections and in town affairs, holden this third day of March, A. D. 1913, at 5.45 o'clock in the forenoon, in Dewey Hall, the said inhabitants proceeded as follows :-


The meeting was called to order by the town clerk, who read the warrant and the officer's return thereon.


Under Article 1, The meeting made choice of John T. McLoughlin as moderator, the voting list being used. Thirty- four ballots were cast. John T. McLoughlin had 22, and L. Blaine Libbey had 12.

Che . moderator was sworn to a faithful peformance of his ditties by the town clerk:


'The polls were opened at 6:06 o'clock A. M.


Voted: To close the polls at .5 o'clock P. M.


Due notice having been given, the polls at 5 o'clock P. M. wize declared closed:


Harold K. Bullard and James M. W. Foley, who were ap- pointed to check voting lists at the polls, were sworn to a faithful performance of their duties by the town clerk.

During the voting the ballot box was opened by the unanimous consent of the moderator and town clerk, five times, for the purpose of taking out and sorting and counting the ballots; first at 10.05 A. M., when the box registered 603, then at 12 o'clock noon, when it registered 950, then at 1.30 o'clock p. M., when it registered 1351, then at 3.15 p. M., when it registered 1708, and at the close of the polls, 5 o'clock P. M., when it registered 1981. Lists at the polls : Miles 1977; fe- males 4. Lists at the tables : Males 1977; females 4.


The ballot box count and the count of the ballot clerks both agreed.


The names of those on the lists of voters which had been checked and audibly counted were found to be 1981.

The ballots cast and the lists of voters used at the elec- tion were then sealed up and endorsed by the moderator, town clerk and tellers and delivered into the custody of the town clerk, as provided by law.


The unused ballots remaining, and all soiled and can- celled ballots certified to the ballot clerks to be such, were sealed and delivered to the town clerk as required by law.


The oath of office was administered to Dennis J. Sullivan, town clerk, in open meeting, by John T. McLoughlin, moder- ator.


The result of the vote having been declared, the meeting was adjourned until Friday, March 7, 1913, at 7.30 o'clock P. y., in Town Hall.

The meeting was called to order by John T. McLoughlin, moderator, at 7.39 o'clock P. M


Under Article 2, the following officers were chosen for the ensuing year :
