In pursuance to the foregoing wariant, the inhabitants of

the town of Milford, qualified by law to vote in elections and in town affairs, met in Town Hall in said town on Wednes- day, the 16th day of November A. D. 1927, punctually at 8 o'clock in the evening and were called to order by the town clerk, who read the wariant and the officer's return thereon.


Under Article 1. The meeting made choice of John T. Mc Loughlin as moderator, the vote being unanimous.


The moderator was sworn to a faithful performance of his duties by the town clerk.


Article 2. Voted : To authorize the treasurer to transfer the sum of Five Thousand Dollars ($5,000.00) from the over- lay reserve fund, and the sum of Five Thousand Dollars ($5,000.00) from the excess and deficiency fund to the appro- priation for highways.


Article 3. Voted : To authorize the treasurer to transfer the sum of Three Thousand Dollars ($3,000.00) from the ex- cess and deficiency fund to the appropriation for school sanita- ry purposes.


Article 4. Voted : To authorize the treasurer to transfer the sum of Thirty five Hundred Dollars ($3,500.00) from the excess and deficiency fund to the appropriation for mothers' aid, poor department, and transfer the sum of Forty five Hun- dred Dollars ($4,500.00) from the excess and deficiency fund to the general appropriation, poor department.


Article 5. Voted: To abolish the office of town auditor.


Voted : To dissolve the warrant.

At a joint meeting of the Trustees of Public Library and the Board of Selectmen held on the above date for the purpose of filling a vacancy on the Board of Trustees caused by the death of Nathan W. Heath, the said trustees and selectmen proceeded as follows : Thomas J. Nugent, Thomas J. Quirk, and Stephen H. Reynolds, trustees, and Philip Cenedella, L. Blaine Libbey, and John E. Higgiston, selectmen, were pre- sent.

Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet at the Town Hall in said town on Monday, the twelfth

day of December, A. D. 1927, punctually at eight o'clock in the evening, to act upon the following articles namely :-


Article 1. To choose a moderator to preside at said meeting.


Article 2. To see if the town will vote to accept and adopt the report of the committee on school accommodations, or take any action in relation thereto.


Article 3. To see if the town will vote to appoint a committee and empower it to draft a bill to be presented to the Legislature for the purpose of diverting a part of the Mil- ford Town Park for the erection of a school house, or take any action in relation thereto.


Article 4. To see if the town will vote to authorize the selectmen to continue the contract for street lighting, now in force, between the Town and Milford Electric Light & Power Co., for a period of two years, or take any action in relation thereto.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the Public Meet- ing Houses and at the Post Office in said town, also cause an attested copy to be published in the Milford Daily News, a newspaper published in said town, two Sabbaths at least be- fore the time set for said meeting.

Report of Chairman G. O. Draper.


As chairman of your committee appointed to bring in a. plan for enlarging accommodations for high school scholars, I report that we have a plan to present, approved by a majority of the committee. We have drawings of the same which will. be explained in detail by the architects.


It should be noted that this committee was awarded no funds. It therefore was restricted in choice of architects to such as were willing to make plans without pay. One of my friends in the business would not consider the matter without being guaranteed $2,000.00 for plans. After three architects- or firms had submitted ideas, the committee voted to bar fur- ther applicants. The three chosen have given freely of their time and each has submitted at least three plans. The com- petition has clarified the ideas of the committee and resulted in an evolution of improvement.


We have aimed at the best possible at least cost. To fa- vor local sentiment we have planned to use Milford granite. Last year the estimated expense for a brick school and con- demnation of property ran to $420,000.00. With granite it might have run to $450,000 00 We have cut $175,000.00 from this figure, possibly $200,000.00. That is a real achievement-


It may be objected, this proposed use of pirk property. It saves condemning property in private hands with cost en- tailed for moving buildings, filling cellar holes, and expensive re-grading. With use of land between the present schools, the present temporary buildings must be erected on land to be found and paid for. The land taken from the park is used for no purpose other than a pathway which can easily be placed further back to still allow a thoroughfare.


The present committee represents the selectmen and the school committee of your town, it has also had a minority of members outside such boards.


As chairman, I have tried to be impartial and give equal rights to all. I have no children to be schooled, I have no equipment or service to sell, I am simply a taxpayer trying to serve the interests of the other taxpayers and the other citi-

zens of the town. Members of the committee have travelled hundreds of miles inspecting schools and given many hours at meetings. They have noted objections of many kinds un- known to the average outsider. It is impossible for any large body of men to unite in decision on any problem with varied angles. It is the object of committees to supply varied views, otherwise they should be replaced by dictators.


With these few words I now submit the plans as pre -- pared by our local architects, Messrs. Cook and Phillips, for such action as may be desired by the voters of the town.


NEW HIGH SCHOOL BUILDING.


This plan for new High School building is T-shaped sep- arate unit, 3 stories, granite exterior, with flat roof, 139 feet frontage, and 144 feet total depth, located 38 feet away and directly in the rear of the present High school building, and extending out onto the park about 112 feet, its front facing Spruce street.


This story is connected by a two-story and basement cor- ridor connection continuing through lengthwise of addition, with 4 outside exits, and connecting with the corridors of present building, basement, first and second floors. By this arrangement only the minimum alterations to the present building are necessary as to connecting up the new and pres- ent portions.


On the first floor in the new unit towards the front are 4 class rooms, and the central entrance, the corridor run- ning lengthwise, and class rooms at the two rear corners, teachers' room, two exits and staircases which go from base- ment to the third floors, and the assembly ball seating with gallery 970, and with stage and ante rooms at the rear.


On the second floor in this new unit 3 class rooms on the front and school library, and the two rear corner class rooms, as on the first floor, and from the corridor, entrances to the assembly hall gallery seating 250.


On the third floor, in this new unit, the chemical and physical laboratories, lecture room, three class rooms, toilets,

for boys and girls, and physical instructors' and teachers' rooms, chemical and apparatus rooms.


The six rear corner class rooms on the three floors are so arranged that any or all can be each divided into two small recitation rooms, if so desired.


In the basement in the new unit, on the front, locker rooms at the corners, one for boys and one for girls, each with shower rooms connected with same, a domestic science class room, and lunch room.


Under the assembly hall on the first floor, the gym iasi- um, with gallery, instrutors' roon, dressing roon ant store room in the rear. The gymnasium in addition to the separ. ate stairs and entrances for boys and girls, has a separate en- france out to the park.


A boiler room provided between the two buildings on the upper side, one plant to take care of the two portions.


On the third floor of the present High School building, the larger portion of the assembly room is to be converted into a large stuly room, and the reminder together with the portion now occupied by the stage and ante rooms, into a drawing room, otherwise only slight alterations to the present building to make available as to the whole project.


In the new unit and the present portions, 26 class rooms or 32 by sub-division of the six corner rooms, accom modating 1028 pupils, exclusive of such other appointments as, manual training, domestic science, laboratories, and lecture room, as- sembly room and gymnasium, and also accommodations for the Superintendent of Schools.


Voted: That it be the sense of the meeting that Mr. Meacham, architect of the School Plan Service Bureau be in- vited to present his plan to the meeting, which he did and an- swered questions.


Voted: To accept and adopt the report of the committee, by a standing and hand vote. Fred T. Cohill, Francis H. Laily, Alton H. Metcalf, and Patrick H. Larkin were appoint-

ed tellers to count the vote. Result of the vote: Yes, 216. No, 124.


Voted : To pass over the remainder of the article.


Article 3. Voted : That a committee of three be ap- pointed to draft a bill to be presented to the General Court for permission to use a certain part of Milford Town Park for the erection of a Public School building and all purposes inciden- tal thereto. The amount of land not to exceed in dimensions 130 feet in rear of present High School into the park and 190 feet in length.

Voted: To pass over the remainder of the article.

VITAL STATISTICS.


Parents and others are requested to carefully ex- amine the following lists and if any errors or omis- sions are discovered report them at once to the town clerk, that the record may be corrected, as it is of im- portance that the record of Vital Statistics should be complete. Herewith are extracts from the General Laws of Massachusetts, Chapter 46.


Section 3. Every physician, or hospital medical officer registered under Section nine of Chapter one hundred and twelve, in this chapter called officer, shall keep a record of the birth of every child in cases of which he was in charge, showing date and place of birth, the name, if any, of the child, its sex and color, the name, age, birthplace, occupation and residence (including the street number, if any, and the ward number, if in a city) of each parent, the maiden name of the mother and the name of the physician or officer, if any, personally attending the birth. If the child is illegitimate, the name of and other facts relating to the father shall not be set forth except upon written request of both the father and mother. Said physician or officer shall, within fifteen days after such birth, mail or deliver to the clerk or registrar of the town where such birth occurred, a report stating the facts herein above required to be shown on said record and also the said written request, if any; provided, that if said report is not so made within forty- eight hours after such birth, said physician or officer shall, within said forty-eight hours, mail or deliver to said clerk or registrar a notice stat- ing the date and place of the birth, the street number, if any, the ward number, if in a city, and the family name. Upon presentation to him of a certificate of ' the town clerk stating that any such birth has been duly reported, the town treasurer shall pay to such

physician or officer a fee of twenty-five cents for each birth so reported. Any physician or any such officer violating any provision of this section shall forfeit not more than twenty-five dollars.


Section 4. A member or servant of a family in which a child is born, having knowledge of the facts required for record relative to such births, shall fur- nish the same upon request of the clerk of the town where such child was born or its parents reside, or of any person authorized by him. Such member or serv- ant refusing to furnish such facts shall be punished by fine not exceeding ten dollars.


Section 6. Parents, within forty days after the birth of a child, and every householder, within forty days after a birth in his house, shall cause notice there- of to be given to the clerk of the town where such child is born. Every householder in whose house a death, occurs and the oldest next of kin of a deceased person in the town where the death occurs shall, within five days thereafter, cause notice thereof to be given to the board of health, or, if the selectmen constitute such board, to the town clerk. The keeper, superintendent or person in charge of a workhouse, house of correc- tion, prison, reformatory, hospital, almshouse or other institution, public or private, which receives inmates from within or without the limits of the town where it is located shall, when a person is received, obtain a record of all the facts which would be required for record in the event of the death of such person, and shall, on or before the fifth day of each month, give notice to the town clerk of every birth and death among the persons under his charge during the pre- ceding month.
