Article 19. To see if the Town will vote to raise and appropriate a sum of money to meet the expenses of re- pairing Town Hall Tower, or take any action in relation thereto.

Article 24. To see if the Town will accept the provi- sions of Chapter 41 General Laws (Ter. Ed.) Section 100A, inserted by Acts of 1934, Chapter 291, Section 3, au- thorizing the Town to indemnify an officer or employee for expenses or damages incurred by him in the defense or settlements of claims for damages caused by the opera- tion of motor or other vehicles owned by the Town, or take any action in relation thereto.

To see if the Town will vote to raise and appropriate the sum of Seven hundred dollars ($700.00) for the purpose of preparing and publishing a Valuation Book covering valuations of all the real and personal estates in the town, the same to be expended under the jurisdiction of the Board of Assessors, copies thereof to be issued to the public at a cost of not less than twenty-five cents (25c) for each book, or take any action in relation thereto.

Article 31. To see if the Town will vote to raise and appropriate the sum of One thousand dollars ($1,000.00) for the use of the Local Advisory Committee for Re-

Article 32. To see if the Town will vote to raise and appropriate the sum of Seven hundred fifty dollars ($750.00) for the purpose of constructing a surface drain with the necessary culverts on Charles River Street, near its intersection with Charles Street, or take any action in relation threto.

Article 34. To see if the Town will vote to establish the salary of the Tree Warden at Seventeen hundred fifty dollars ($1750.00) per year, or take any action in relation thereto.
Article 35. To see if the Town will vote to fix the term of the Tree Warden for three years as provided by the Acts of 1939, Chapter 3, or take any action in relation thereto.
Article 36. To see if the Town will appoint a com- mittee on the advisability of establishing a Town Forest, or take any action in relation thereto.
Article 37. To see if the Town will vote to accept Sec. 3A of Chap. 115 (Ter. Ed) of the General Laws, or take any action in relation thereto.

Article 39. To see if the Town will vote to raise and appropriate a sum of money for the purpose of providing special compensation adjustments for the year 1944 for certain officers and employees of the Town, including school teachers, or take any action in relation thereto.

ANNUAL TOWN MEETING, MARCH 15, 1944

At a legal meeting of the inhabitants of the Town of Milford qualified by law to vote in Town Affairs held in Town Hall on the fifteenth day of March A.D. 1944, the said inhabitants proceeded as follows:
The meeting was called to order by John F. Curran, Moderator at 8 P.M.
As the Town Clerk was absent, a motion was made and seconded that Katherine E. Cullinan be elected Temporary Clerk. As the vote was unanimous, one ballot was cast by chairman of Selectmen. The Moderator then proceeded to swear in the Temporary Clerk.
The following Monitors were appointed by the Mod- erator to check the lists of the Town Meeting members and members at large.

Precinct 3-William J. Moore
Precinct 4-Alfred E. Daigle

There were 148 members present, a sufficient number to constitute a quorum.

The Temporary Clerk proceeded to read the warrant and officer's return thereon and it was voted to dispense with the reading of the warrant.
Mr. William J. Moore called upon Rev. Luther Mor- ris who delivered a short eulogy in memory of Judge Clifford A. Cook who died March 12, 1944. The meeting also stood in silence out of respect to Mr. Cook. The Selectmen and Town Clerk were appointed a committee to draw up resolutions on the death of the late Judge Clifford A. Cook, a copy of same to be sent to the family and to be published in the Town Report.
The following committees on Resolutions for the late John C. Wilson and Sumner C. Reynolds were appointed by the Moderator.
Committee for John C. Wilson:
John J. Moloney, A. Raymond Cross, Joseph A. San- tosuosso, Bernard K. Drew, L. Blaine Libbey and Joseph V. Carey.
Committee for Sumner C. Reynolds:

The meeting also stood in silence out of respect to the memory of Mr. John C. Wilson, a Police officer and Town Meeting member. Judge Chester F. Williams, through the Moderator requested that the meeting stand in mem- ory of Mr. Sumner C. Reynolds. It was voted that a com- mittee be appointed to draw up resolutions on the death of Mr. Wilson and Mr. Reynolds and that the Clerk be instructed to send a copy to each family and have it pub- lished in the Town Report.

TO THE VOTERS OF MILFORD
The Finance Commission has made a careful study of both the budget and warrant articles and our recom- mendations are found on the following pages.
The sharp drop in relief expenditures shown in the annual report should be generally reflected in lowered tax rates on real estate, but the trend which has been in progress since 1940 has yet to be reflected.
It is generally true that all municipal expenditures have been smaller with curtailed public services, due to shortages of manpower or the inability to secure materials to carry out necessary upkeep and repairs. But the sav- ings have not been handed along to the taxpayer in any- thing like the prorated amount made possible. The enormous burden of income taxation should be light- ened by an easing up on real estate property taxes.
