SCHOOL COMMITTEE'S REPORT.


In accordance with duty, your Committee would respectfully report the condition of schools for the past year, with expenditure of appropriations.


We are pleased to be able to say that the year has been one of progress, in the main; the few changes made have been advantageous, and the standing of your schools is, we believe, very good - not good enough, however. How can they be improved?


We deem it of first importance that the parents should show greater interest. This would manifest itself by their insistance on prompt obedience to just and reasonable rules, and punctual attendance; also, by not allowing absence for trivial causes, and by their personal visitation.


There is, we think, no profession which requires special preparation more than that of a teacher, and we believe better school work will be done by one specially educated. It is unwise to allow locality or need to govern the selection of teachers.


The large majority of our pupils never reach the High school; hence the more practical the instruction in the lower grades, the nearer is reached the true aim of our schools.


We think the time is coming when a general sys- tem of instruction in music can be adopted with ad- vantage to our schools, and perhaps a special teacher engaged.

The only changes made in text-books have been in the Primary Arithmetic, for a revised edition, and Writing Books, for others having better copy, with quite a saving to the town in expense. A new system of Wall Maps has been adopted and will be placed in the schools the coming term. We believe more supplemental reading could be used to advantage.


For the first time in the history of our High school it has been brought, by your wise appropriation, with- in reach of the whole town, and its advantages have been utilized by a larger attendance. We would most earnestly recommend a renewal of that appro- priation. Those in charge have, by their wise admin- istration and faithfulness, ably succeeded in their aim to maintain interest and emulation without the usual drawback of pernicious rivalry, as is shown in the progress made and the attendance given, which, during the Fall term, reached the remarkable average of ninety-eight per cent.


Two years ago the report of your Committee used these words: "More room is needed at the Depot Village, and the time is at hand when more room must be provided." That time has come. Several of the schools have had fifty to seventy pupils. The school laws seem to place the maximum number at fifty, and we believe that too high.


Any person giving the matter thought will see the great disadvantage a teacher would labor under when assigned more pupils than room and time would warrant, and the injustice is just as great toward the pupil. We feel that the town of Palmer will be un- just if it says, by a majority of its votes, "we are un- willing to do more toward the efficiency of our schools." The room now occupied by the High school is posi- tively needed for the establishment of another grade and the relief of the present overcrowding. Will you not lay aside sectional feeling and give us a

building for our High school which shall be abreast of the times, and a pride to the town? Only by so doing can the school attain the standing we wish it to attain.


Our outlays have been carefully considered, and for the most part kept within the appropriations. A saving of three hundred dollars was made in the re- pairs at Thorndike, by having the work done by the day, under the supervision of one of the committee, rather than by contract. The building is now in better condition than for many years. Other buildings were painted and repaired as needed.
