TO THE CITIZENS OF THE TOWN OF PALMER :
Herewith we submit a report of our expenditures in behalf of the town for the past year. It will be noticed the following accounts have been overdrawn, viz: Contingent, Bridges, Memorial Hall, and Foster Avenue Sewer, for reasons given below: Contingent, on account of the Moran case and Mr. Kenefick's bill for 1898-9; Bridges, because of a fallen wall to the approach of the Three Rivers bridge ; Memorial Hall and Foster Avenue Sewer, insufficient appropriations.
