REPORT OF THE BUILDING COMMITTEE, NEW GRAMMAR SCHOOL BUILDING.


At the annual town meeting, Monday, March 28, 1898, a com- mittee. consisting of Messrs. Charles E. Fish, Henry G. Loomis, Charles L. Holden. Charles S. Ruggles and Homer C. Strong. was appointed to " investigate the needs of schoolhouse accommodations for the Depot Village, and to report at the next annual meeting."


No appropriation was made for this committee to secure plans and estimates. However, the committee at its own expense made a thorough investigation of the whole matter and submitted the follow- ing report and recommendations at the annual town meeting, Mon- day, April 3, 1899 :-


" First, we find the present building totally inadequate to accom- modate the number of pupils now enrolled. Present enrollment is 293. Largest attendance 297, or forty more than the building or teaching force can properly handle. To this should be added the increase for the coming year, which averages about eight per cent, making about 320 pupils to be provided for.


" Second, we find that very extensive repairs must be made to put the present building in proper condition to comply with the State sanitary and ventilating requirements. This with the additional rooms required would entail an expense that the condition of the building does not warrant.


" Your committee feels it would be a gross waste of the town's money to attempt to make the changes on the present building, for at most it would be a makeshift of a very few years, therefore, it would recommend that a new ten-room building of brick be erected on the present site of the grammar school, eight of the rooms to be finished for school purposes, two to be left as an assembly hall until such time as needed for schoolroom work. It further recommends that a sum not exceeding $30,000 be raised and appropriated for said building and its equipment."


At this meeting it was voted to continue the same Building Committee, and that it procure plans and specifications for a new school building at the Depot Village, and report at the next annual town meeting. Mr. Fish, on his own request, was excused from serving and Mr. William H. Brainerd was appointed a member. An appropriation of $500 was made for the committee's use in secur- ing plans and estimates.

This Building Committee at the annual town meeting, Monday, April 2, 1900, submitted plans and estimates for remodeling and en- larging the old schoolhouse. Also two plans and estimates for a new building of ten rooms, and two plans and estimates for a new twelve-room building. From the estimates it appeared that it would cost from $18,000 to $20,000 to remodel and enlarge the old school- house. The plans and estimates showed that there was little differ- ence in cost between a ten-room and a twelve-room building, and that the difference in cost of a brick or wooden building was, under existing prices of material, about $5.000. Of the $500 appropri- ated the committee spent for plans and specifications, and all other expenses, only $102.59.


It was then voted to build a new ten or twelve-room brick schoolhouse in the Depot Village at a cost not to exceed $33,000.


It was also voted to leave the disposal of the old schoolhouse with the selectmen, and the proceeds so far as might be necessary to be used for the purchase of new furniture in the new building.


The old building was sold for $201, thus the Building Commit- tee had at its disposal to erect and equip a new schoolhouse $33,201.


It was further voted to constitute Messrs. William H. Brainerd, Charles E. Fish, Charles L. Holden, Henry G. Loomis, Homer C. Strong, Alfred C. Thompson, and the Selectmen, Messrs. George M. Atkins, C. H. Hobbs and John F. Twiss, a Building Committee to carry into effect the vote of the town, respecting the building of a new brick schoolhouse in the Depot Village. The committee organ - ized by electing Mr. W. H. Brainerd, chairman, and Mr. A. C. Thompson, secretary .


Plans were immediately made by the committee to begin the erec- tion of a new twelve-room brick schoolhouse on the site of the old one as soon as the schools were closed for the summer vacation. An architect was selected, and contracts were awarded to the lowest bidder in each case for the erection of the building, heating and ven- tilating, and plumbing. The old schoolhouse, which had been sold by the selectmen, was moved off and the lot was cleared for the builders about the first of July, 1900.


The new building was ready for occupancy, March 1, 1901. The schools were moved into the new schoolhouse, and all began there March 7.

The committee has done everything possible to make the building serviceable in all respects. Two schoolrooms were furnished through- out with new furniture. The old furniture was renovated and placed in the other rooms. The assembly room was furnished with folding chairs and a piano. A principal's office and teachers' room were properly furnished. Clocks were put on the walls of every room. All the steam pipes were covered. A floor was laid in the attic to save fuel in heating. A storm door was built for the front entrance. A folding steel gate was also placed in the front entrance. Iron window guards were put onto every window in the basement. An expensive job of grading has been done and a long granite bank wall built to hold the grading in place. All of the walks about the build- ing have been concreted, and concrete laid for the drip from the eaves. Granite curbstones have been placed on both Park and School streets. Loam has been placed upon the lawn, and grass seed sown, and many other things have been done to add utility and beauty to the new schoolhouse.


The total cost of the building and all of the extras above men- tioned is $33,265.14. All bills that the committee has knowledge of have been paid with the following exception : When the con- tractor pronounced the building completed the committee refused to accept it unconditionally as the electric wiring had not been done in full compliance with the rules and requirements of the New England Insurance Exchange as required by the terms of the contract. The committee ascertained also that the outside walls of the building had not been properly washed down. The attention of the architects and contractor was called to these matters. An understanding was en- tered into between the contractor and committee whereby $200 of the contract price was to be retained by the town until the contractor had seen to it that the wiring was made satisfactory to the committee and the building properly washed down. The contractor has not yet attended to these matters, and the $200 is still retained by the town.


The committee believes that the town of Palmer has as good a school building as any town in the state, constructed at a very reason- able cost.


This report was accepted by the Building Committee, February 5, 1902, and is respectfully submitted to the Town of Palmer.
