Report of Overseers of Poor.
The Overseers of the Poor of the Town of Palmer present the following report :-
The past year has been one calling for more than the ordinary expenditures in several lines. The running of the mills on short time-four and three days a week for six months during the summer and fall-resulted in numerous applications for aid from persons previously self-supporting, and assistance from this board has been necessary. Several accidents and unusual cases requiring hospital treatment have added to the expenses of the year. There are several cases still in the hospitals.
Unusual expense has also been compulsory at the Town Farm. It was found that for the proper conduct of the farm work a new pair of horses was an absolute necessity, and they were procured at a cost of $425. The animals are five and six years old, have been worked constantly since their purchase and are thoroughly accli- mated and hardened ; they are now considered [to be worth con- siderably more than was paid for them. A new heating apparatus was also found to be imperative. The old one, which consumed twice the amount of fuel which should have done the work, failed to heat the building, and on account of its construction there was ex- treme danger of fire from the overheating of the chimney-even to the roof-when the apparatus was pushed on cold days. About $300 was spent on the new heater and changes in the piping. Large quanti- ties of kitchen utensils and household furnishings and materials had to be bought to replace old and worn out and worthless articles. The latter are included in figuring the weekly cost per inmate. but not the horses nor the heater, these being classed as permanent improve- ments. So many of the potatoes and other vegetables raised on the farm last year had been sold that it was necessary to buy every-
