Owing to the unfortunate accident to C. W. Johnson, to whom the contract for the North Main street sewer was let, the work has not yet been completed, and we would recommend that the balance of the appropriation be reappropriated for the completion of the work. A small portion of the above appropriation was used for carting pipe and appears on the payrolls of the Highway Surveyor instead of those of the Selectmen.
A portion of the appropriation for new sidewalks also appears on the payrolls of the Highway Surveyor instead of those of the Selectmen.

Highway Surveyor's Report.
PALMER, FEB. 15, 1910.
To the Voters of the Town of Palmer : -
The money for the care of the Highways of the Town has been expended as follows : The section east and north of Palmer Center, including what is known as "Hog Hill," $600; in Bondsville and the section north of E. G. Hastings' farm, $480; Thorndike, $230 ; Three Rivers, including "Baptist Hill," $800; in the Palmer section, $1,388.54. This includes $281 expended on King and Randall streets, for which there was, at a later meeting, a special appropriation made. The above amounts, with $402, the pay of the Highway Surveyor, equals $3,900.54, the amount expended on the highways of the town the past year, leaving a balance of $380.46.
Sewer and Culvert appropriation, $1000; expended $868.45, leaving a balance of $131.55. I expended in Thorndike $200 in laying about 400 feet of new sewer with four catch basins on the road leading to Bondsville, and $40 in cleaning the sewer on Main street. In Three Rivers three catch basins have been added to the list ; at Palmer Center about 100 feet of 12-in. drain has been put in to take surface water ; in the Depot Village the sewer on Converse street has been cleaned of sand, also the one on River street, and several catch basins have been added to the list.
Bridge appropriation, $1000; expended $506.38, leaving a balance of $493.62. The Fay bridge has received an entire new floor ; the Dutton and some of the smaller bridges have been planked ; the bridge on South Main street at Tenneyville has been repaired with a reinforced concrete floor.
Railings appropriation, $400; expended $209, leaving a balance of $191.
Holbrook street sewer appropriation, $300. Orders have been

drawn on this account for $326.49. A rebate should be allowed this account of $28.35. The first car load of pipe contained all the 8-inch pipe for North Main and Holbrook streets ; credit the Hol- brook street sewer with the balance of the 8-inch for the North Main street sewer, and we have a balance of $1.86.
Repairs of Sidewalks appropriation, $1000; expended $858.11, leaving a balance of $141.89. All the work of repairs of tar walks has been in Palmer and Thorndike. A large part of the repairs of tar walks this year should be in Thorndike, Three Rivers and Bondsville.
New Sidewalk at Bondsville appropriation, $100; expended $69.75, balance, $30.25.
Highway Surveyors' orders for $23 have been paid out of the North Main street sewer appropriation for teaming of the pipe ; also $69 has been paid out of the appropriation for new sidewalks, for grading. One of the greatest needs of the Highway department in the Depot village is a gravel bank. Land can be bought of Mr. Chalk at Tenneyville beside the electric road, the crushing plant set up, and the gravel delivered in many parts of the town on the road where needed. The use of the highways at the present time are such that some other way of improving them should be adopted than by the use of the road scraper.
Nearly all of the main roads of the town can be very much im- proved by the use of gravel. The road from Four Corners to Thorndike can be very improved with a coat of gravel, also the road from the Point of Rocks toward Palmer. The road from Palmer Center, past the Town Farm to the residence of Mr. J. W. Foley, needs a coat of gravel ; the road at the present time is a very sandy one, and it is one of the main roads of the town. There are also other roads that might be mentioned, but perhaps I have named as many as you will wish to provide the funds for their improvement this year. Be as generous as possible with the Highway depart- ment, so that your Highway Surveyor may be able to say to you at the end of the year, such and such roads are better than one year ago.

Cemetery Commissioners' Report.
FOR THE YEAR ENDING FEBRUARY 15, 1910.
In submitting their annual report the Cemetery Commissioners would call attention to the success of the present method of caring for our cemeteries both from practical and financial standpoint.
Taking advantage of the extension of King street we secured about 200 loads of loam which is stored for future use. We have laid about 325 yards of paved gutter in the cemetery at Palmer and have hardened and repaired the driveways where needed.
The undeveloped land at Four Corners has been graded and seeded and ash roads have been built. The perpetual care fund has been materially increased and there has been a gain in the lots having annual care. The fire loss has been adjusted.
The coming year the lots in Four Corners cemetery should be relocated and marked with permanent markers.
Further grading should be done and the ash roads extended as a preventative against fire. Some necessary work should be done in the cemeteries at Palmer Center and Three Rivers, that these ancient burying grounds be preserved.
There is an increasing interest in our cemeteries which argurs well for the future.
