Selectmen's Report
The Selectmen respectfully submit the following report:
Organized with Harold W. Brainerd, Chairman and Chas. D. Holden, Clerk.
Regular meetings were held every Thursday evening until the last few weeks in the year when they were held only every second Thursday.
The business necessary to transact required also sever- al special meetings on other days and evenings.
The same system as previous year was followed in granting sewer entrances and forty-four applications were received.
Instead of granting junk license to highest bidder, as formerly, four licenses were granted, resulting in a material increase in the revenue to the town and being, we believe, more satisfactory to the voters.
All other duties entrusted to us were carefully consid- ered and performed to best of our judgement.
The claim of Mrs. Finnerty for injury sustained by fall- ing over a bound stone placed by the County Commissioners was settled by us by the payment of three hundred seventy five ($375.) dollars, which in our judgment was less than the expense would be if allowed to go to trial.
The stone crusher and equipment for same was sold for seven hundred dollars.
The town accounts for year ending Feb. 15th, 1912 have been audited by the State Bureau of Statistics, but no report received from them thus far.
All arc lights have been replaced by incandescent, and

located according to our best judgment, based upon our own observation and the suggestions from residents on various streets. In order to benefit the greater number it may be necessary to relocate some of these lights and the Electric Company is willing to do this when so directed.
Regarding the lighting question as a whole, we do not think the so called "Moonlight Schedule" plan meets the requirements of the town or is satisfactory to a majority of the citizens.
We recommend that the lights be maintained every night up to one o'clock.
The Selectmen considered it important to have a record showing the location of all lights and while preparing to ob- tain this information, found that the Electric Company were preparing plans showing this. These plans are finished and the Electric Company has kindly presented prints of these plans to the town and they are now at the Selectmen's office.
These prints show locations of each light and whether single, three or five light cluster.
Your board gave careful consideration to question of dumping ground and finally arranged to buy from John Lewis for that purpose, a piece of land on Thorndike Street at a cost of five hundred dollars.
From appropriations made, the Three Rivers sewer was completed, as also the ones at Wire Mill and Bondsville.
Numerous complaints were made to the board, of fruit dealers obstructing the sidewalks in depot village, with goods and peanut roasters, and of teams occupying side-walk in front of Palmer Coal & Grain Co.
All but the latter promptly complied with the require- ments of the Selectmen, and we have assurance from the pre- sent owners of the Grain Company that they will soon make arrangements for loading without backing teams across the sidewalk.
The $1,000.00 placed at our disposal from which to pay salary of the Highway Surveyor has been expended for that purpose so far as it would go, but was not sufficient to pay

this account in full, and another appropriation will be necessary.
Statement of expenditures of past year and recommen- dations for next year will be found elsewhere in this report as will also the reports of the other Town officials.

Highway Surveyor's Report
February 15, 1913.
To the Voters of the Town of Palmer:
The repairs of the highways the past year have been by the use of the road machine, turnpiking and gravel filling. The condition of the highways after the heavy rains early last season was so bad that we did not have money enough to do the repairing that should be done. There is demand for ash walks at all times. There should be some method to locate the manholes that are not up to grade in regard to flushing and cleaning sewers. The Blanchardville bridge has been thor- oughly repaired and put in condition to last some years. There were other minor repairs done in the bridge department. There are other bridges that need attention, the dry bridge on Bridge street in Palmer and several other small bridges.
