Highway Surveyor's Report


To the Voters of the Town of Palmer:


The work of the Highway Department for the year has been badly handicapped by the scarcity of labor, and several of the jobs planned for, have not been completed, two of them not started. South Main Street was graveled from the Fay Bridge to near the residence of Mr. Authier, leaving a distance from there to the macadam of about 500 feet, which should be done this year. The work on the Campground road was stopped at the time of the meeting and was not started afterwards for the lack of help. Bridge Street, Three Rivers, was started very late, and was stopped on account of the frost, a large part of the subgrading is down, and nearly all of the curbing is in . position. The Foundry Street sewer was started but stopped on account of the frost.


The conditions in the Highway Department, now, are very different from those in the past. At the present time we have to use a quantity of trap rock and other ma- terials, and the Town does not own any place in any of the villages in which to store them, they have to be stored on private land. The storehouse in Palmer village is not half large enough to care for the tools that are used.


Another thing that is needed is Gravel, and I think it would be a good thing for the Town to purchase some of the places where we have been getting it.


The Town will be obliged to make larger appropria- tions for the work to be done, on account of the high price of labor and material.
