Selectmen's Report
The Selectmen respectfully submit the following re- port :
ORGANIZATION. The Board organized with William B. Kerigan, Chairman, and Frank G. Rogers, Clerk.
APPOINTMENTS: Thomas W. Kenefick was ap- pointed Town Counsel; Harriette Paine, Bookkeeper; Louis E. Chandler, Burial Agent ; David L. Bodfish, Super- intendent of Graves; James Summers, Chief Engineer; Fred H. Smith and Michael H. Davitt, Inspectors of Ani- mals; Louis Leveillee, Sealer of Weights and Measures; and Timothy J. Crimmins, Chief of Police.
The Selectmen made a contract upon the same terms as last year as to service and price with the Central Mas- sachusetts Electric Company for lighting the public streets during the year. The Board is in receipt of a communication from the Central Massachusetts Electric Company suggesting a raise of 15% in all rates for street lighting, to become effective January 1, 1921. It is appar- ent that a larger appropriation must be made for the en- suing year unless the people are content to accept a re- duced service.
The privilege of collecting junk within the town, which had for several years been sold as an exclusive right to Jacob Gold, was in the year 1920 sold to 12 per- sons at $25.00 each, amounting to $300.00 So far as the Board is able to judge, it would appear that the new ar- rangement for collecting junk is more satisfactory than the old. There has been no complaint that collectors have

persisted in rejecting all but selected parts of the junk or that they have been unwilling to pay fair prices.
The Town has had an unusual number of claims pre- sented in the past year for damage to vehicles, particular- ly to automobiles, upon the public ways. One case, that of Dr. A. F. Warren of Chicopee, which came over from the year 1919, was compromized by the Board for $175.00, for the reason that the liability of the town appeared quite clear and the question came down to one of damage. At the present time there are three cases pending in court against the town for damage to automobiles, caused by alleged defects in ways where a horse-drawn vehicle would probably have passed without danger or harm. Two of these cases, that of Thomas D. Sullivan and of his daughter Mary, are soon to be tried before a jury in the Superior Court in Springfield. The Sullivan cases grew "out of an alleged defective condition of the lower river bridge at Bondsville. The other case now in court is the case of Anna M. Quirk, who has brought action against the town for damage to her automobile on East Street, or the Ware Road, near the old Carmody place, in Bondsville. This case is likely to be tried in February before a jury of the Superior Court in Northampton.
During the year just passed the case against the town for the death of the Laska boy at the stone bridge in Three Rivers was tried. While it seemed to the Board that there was no liability in this case, the court ruled otherwise and the jury rendered a verdict against the town, which with interest to the date of payment amount- ed to $1000.87.
With the large increase in the registered vote of the town it may be desirable, if not necessary, to provide a new method for putting candidates in nomination for town offices. And furthermore with no place available for the holding of special and appropriation meetings ex- cept the Town House at Four Corners it may be necessary to take action in the direction of having limited town

meetings after the Brookline plan, so-called, if a large and increasing number of voters are not to be deprived of the privilege of voting upon appropriations from year to year. The Board would suggest the advisability of appointing a committee to investigate and report upon the general sub- ject of town meetings and the nomination of candidates for town offices under the changed conditions that have come with the granting of suffrage to women.
