To the Honorable Selectmen and the Citizens of Palmer:
The Town has been comparatively free from Dip- theria during the current year, the few cases that cropped out were of children that did not have Toxin-Antitoxin treatment and we would strongly recommend again the expenditure of $100 to further and encourage the giving of Toxin-Antitoxin to all children between six months of age and school age.
There was a small Typhoid outbreak which was con- fined to a whole family of 7 people. The family was removed to City Isolation Hospital at a cost to the Town of about $1,000.
We recommend that the Town make some arrange- ment to use the Wickwire Sewer now laid in North Main Street Roadway so that Town Permits may be issued to Abutters who are clamoring to enter.
Effective June 1st. we adopted a Health Measure in the form of a by-law requiring all Milk to be either Pasteurized or from Tuberculin Tested Herds, which was in keeping with the recommendation in our annual re- port of last year.
A Tuberculin Tested Herd is a wonderful step in the right direction, but we have asked you to go a step further and give heed to our recommendation that all Milk be Pasteurized whether it be Tuberculin Tested or not. Pasteurization of Milk saves lives and prevents sickness.
There is about 1500 quarts of Pasteurized Milk con- sumed daily with an increasing demand.
This is the ideal condition that guarantees a healthy people free from milk borne epidemics.

NOTE
The following two paragraphs should have been inserted in the Road Commissioners' Report under the heading of Bridges on Page 91.
The New Bridge between Palmer and Monson on State Ave. This was financed by a four way plan (so called) namely, The State, County, Town of Monson and Town of Palmer. The approach on the Easterly side from Main Street in the Village of Palmer should be cared for in some manner as may be decided by the voters.
Sanctuary Bridge:
This bridge over the Swift River owned jointly by Palmer and Belchertown went down under about a six ton load on the Belchertown side and has since been closed to travel. The Board feels that this bridge is not essential to the traveling public and should be perman- ently closed, and asked that the Town of Palmer take some definite action in this matter.

Report of Road Commissioners
To the Voters of the Town of Palmer:
The Board of Road Commissioners herewith submit their tenth annual report for the year ending December 31, 1929.
The organization of the Board was as follows :-

Henry Ruckley was appointed Superintendent of Streets.
HIGHWAYS
All work for which the town voted special appro- priations has been completed insofar as it was possible.
Appropriation for the Three Rivers-Ludlow Road (So called) was not sufficient to complete the road there- fore, it will be necessary to make an appropriation this year. The County and State have already expressed their desire to have this furnished for the completion of this road.
We recommend that the River Road leading from Thorndike to the Ware Road be hardened and the appro- priation be made of $10,000.00 the same as was appro- priated last year. This will be re-appropriated.

The Thorndike Road (so called) leading from Palmer to Palmer Center be resurfaced and appropriation be made.
East Main Street in Three Rivers leading from the end of the cement road to the intersection of Charles street be hardened either with Cement or macadam as may be best.
In the Village of Palmer, Fox Street and Dublin Street should be hardened.
Also recommend graveling and oiling Charles Street in the Village of Three Rivers.
In the Village of Three Rivers this Department thinks it advisable to straighten the Palmer Road from the intersection of the Belchertown Road back of the Union Church, connecting with the Palmer Road. This matter has been investigated and we find that we will have to pay land damages. We have not been able to get the amount of the land damage for the reason that two of the abutters will leave it to the juror to decide.
BRIDGES
We recommend widening of the Burly Bridge and the approaches. The Senate Committee already has this matter of Bridges under advisement and we expect a report at an early date that will, we hope, hasten the possibilities of widening bridges of this type.
The Commission finds that the equipment for road work is entirely inadequate and recommend that the Town purchase a one half yard gasoline shovel, one trac- tor; one two and one half ton truck and one scraper.

In view of the large expense for equipment we be- lieve that we can cut $2,000.00 for the maintenance ex- pense fund, making it $18,000.00 rather than $20,000.00. Also due to the fact that last year we did the work on North Main Street in the Village of Palmer where the street railway track was removed. Also surfaced the same on Main Street in the Village of Three Rivers where a track had previously been removed. It was proposed to have a special appropriation for this work, of $7,000.00 but we did it out of the regular maintenance fund at a very much less cost, due to the fact that Mr. Sherman M. Stebbins knew how to do the work without the expendi- ture of special appropriation. Our roads are in very much better condition than they were one year ago, hence this recommendation.

Forest Fire Warden
To the Honorable Board of Selectmen of the Town of Palmer :-
I hereby submit my annual report of the Forest Fire Department.
Number of fire permits 353.
Number of grass and forest fires in Town 61
Setting fire without permit, 1 conviction. Fined $10.
Owing to the excessive, long dry weather, and the large number of fires, the appropriation of $1,000 was insufficient. At a special meeting the sum of $900 was asked for and appropriated to carry out the balance of the year's work. Which leaves a balance unexpended of $137.28.
In conclusion, I would recommend that the sum of $1000 be raised and appropriated to carry on the work of this department for the ensuing year; also that a sum not exceeding $2000 be raised and appropriated for the purchase of a truck which is sorely needed, I would further suggest that the use of this truck be restricted to this department.

Report of Chief of Police
Palmer, Mass.,
January 1, 1930
To the Honorable Board of Selectmen:
During the year, 1929, 798 cases not including cases against juvenile offenders, were prosecuted in the Dis- trict Court of Eastern Hampden against 734 persons, for offences committed within the Town of Palmer. Of the persons brought before the Court in these cases 165 were residents and 569 were non-residents, 715 were males and 19 were females. The 163 drunkenness cases included cases against 44 persons who were driving motor vehicles while under the influence of liquor.

The only change in the personnel of the Department in 1929 was the appointment of James H. Carter as Night Police Officer in Bondsville to fill the vacancy caused by the death of Officer John F. Mansfield who passed away early in July after eighteen years of loyal and faithful service.
In conclusion, I would recommend that a committee be appointed to confer with the State Authorities regard- ing the advisability of installing traffic lights at the dangerous intersections in the Town of Palmer.
