Cemetery Commissioners' Report
In submitting their annual report the Board of Cemetery Commissioners wish to express their apprecia- tion of the co-operation they have received from the Board of Public Welfare, through whose assistance they have been enabled to improve the old cemeteries at Pal- mer Center and Three Rivers and also to acknowledge the gifts of trees and shrubbery for beautifying the cemeteries.
Additional area has been purchased at Four Cor- ners but more land is badly needed at Oak Knoll and should be acquired at once.

Report of The Board of Public Welfare
The year just completed has been the most difficult in the Welfare history of the Town, owing to the great increase in the number needing aid; unemployment was the chief factor in causing the need of relief.
In 1931 this Board cared for 546 persons with settle- ments in the Town of Palmer; in 1932 it was compelled to care for 1055, an increase of 93.22%. The net cost in 1931 was $25,003.84; in 1932 it was $43,912.61, an in- crease of only 75.62%. The per capita cost in 1931 was $39, this being reduced to $34.93 in 1932.
These results have been attained by a rigid examina- tion of all applicants, at the expenditure of a vast amount of time. About 60 applications for aid were made during the year which, after painstaking investigation, were denied; all these have so far managed without aid; had these been granted, the additional expense to the town would have been close to $30,000.
