Report of Board of Selectmen
The Selectmen respectfully submit the following re- port :
The Board organized with the choice of Ludwik Marhelewicz as Chairman and David B. Smith as Secre- tary.
The following appointments were made: Ernest E. Hobson, Town Counsel; Harriette Paine, bookkeeper; Ralph E. Canning, Burial Agent; David L. Bodfish, Su- perintendent of Graves; M. Scott French, Chief Engineer ; Michael H. Davitt, Inspector of Animals ; Henry Ruckley, Superintendent of Streets, and Robert L. McDonald, Clerk of highway matters.
The Board has given careful attention to all matters which have arisen during the year and has attempted to handle the affairs of the town with efficiency and econ- omy.
The various matters of highway construction and repair which the town specifically voted at the last annual and special meetings have been taken care of. The new Park Street has been completed.
The improved road in Thorndike Street and the Thorndike Road, in which the County and State shared, has been practically completed. It is estimated that about $4000 is necessary to complete the work and your Board has been informed that the County and State will not

make any further contribution. Therefore it will be neces- sary for the town to complete the work itself and $4000 is recommended for this purpose.
The Board has arranged with the Department of Public Works and the Commissioners of Hampden County to assist in the construction of a new highway in the Palmer-Bondsville Road from State Street in Bondsville to Shearers Corner. It is estimated that the cost will be $50,000. The County has agreed to contribute $15,000 and the State $20,000, leaving a balance of $15,000 for the town to contribute.
The Board has also arranged with the State and County officials to assist in the construction of a new bridge at or near the site of the present Whipple Crossing Bridge at an estimated cost of $10,000. The State has agreed to contribute $4,000 and the County $3,000, leav- ing a balance of $3,000 for the town to contribute.
We feel that it is for the best interests of the town to appropriate the sums required for these two purposes and thus secure helpful assistance from the State and County in carrying out the projects.
During the year the Board has been active in secur- ing C. W. A. and E. R. A. projects and has had the valu- able assistance and cooperation of the local administrators, David L. Bodfish and Henry W. Holbrook. Among the projects carried on during the year have been the follow- ing:
Grading and graveling Holbrook Street in the Depot Village,
Painting School buildings in the town,
Improvements to Oak Knoll Cemetery, Graveling roads,
Preparation of valuation maps for use of assessors,

Cement sidewalks on Spring Street, Depot Village, and at Four Corners.
Construction of water hole, Palmer Center,
Shingling and painting town house,
Carrying on of playgrounds under proper instruction, Sewing projects,
Preparation and distribution of food,
Compiling high school records,
Construction of sewers in Ruggles Street, South Street and Pleasant Street, Three Rivers, South Main Street in the Depot Village, storm sewer in Thorndike Street in the Depot Village,
Gypsy moth suppression.
Due to the change in the state laws relative to the assessment and collection of taxes, effective January 1st of this year, the assessors will complete their work and make their levy probably late in April or early in May, several months earlier than in former years. It will be impossible for the town to raise and appropriate any money for current expenses after the tax levy is made. Therefore the Board suggests that a larger reserve fund than usual be appropriated to take care of unforseen and emergency matters.
During the year the Selectmen have co-operated with residents of the town who found it difficult to pay their taxes by giving them employment upon the highways with the understanding that the wages earned by them would be applied to the payment of taxes. In all 84 per- sons were given employment under these conditions and over $2100 was earned by them and applied to the pay- ment of their taxes.
Recommendations for appropriations for 1935 are not published herewith in order to save the expense of

publication, but they have been filed with the finance committee.
The Board desires to express its appreciation of all officials of the town and others who have co-operated with them in the work of the year.
The report of the Town Bookkeeper, which follows, is made a part of the Selectmen's Report.
