All inspections ordered by the Division of Livestock Disease Control have been completed. The necessary re- ports have been filed with the above mentioned depart- ment at 100 Nashua St., Boston.


There were eight visits made to examine and quar- antine dogs known to have bitten persons. None of these dogs showed symptoms of rabies.

Report of Tree Warden

During the year 1941 the tree dept. continued its · program of developing the growth of the shade trees that were left from the hurricane of three years ago, and can report progress in this direction. We planted fifty shade trees in various places in the four villages and feel that the program for planting new trees has been completed. This year unless a new street is developed, or by dying off of some existing shade tree, it will not be necessary to plant new trees, but in the event of this we have enough young trees on hand to take care of this without buying any.


The shade trees of the town were sprayed and it was noted and commended by the state dept. regarding the good condition of the trees and the complete foliage throughout the summer months.


Due to the extreme dry weather of last spring and summer ten trees died and were removed. These were older trees which had been dying back for some time.


Dead wood was trimmed out of trees on the main streets and along the highways where heavy traffic of both cars and pedestrians was noted.


In the western part of the state the Dutch elm disease has been discovered. It does not exist in this county as yet. It has done terrific damage in New Jersey, Conn. and New York state. There is no cure for it except to cut

the tree down so it is well to keep in mind that a little care on your part during the summer months such as loosen- ing the dirt around your tree or giving it a little water, keeps it healthy, prolongs its life, and gives you both shade and pleasure from it.

Report of Chief of Police


Palmer, Mass., Jan. 1, 1942


To the Honorable Board of Selectmen :


During the year 1941, 526 cases, not including cases against juvenile offenders, were prosecuted in the District Court of Eastern Hampden against 507 persons for of- fences committed within the Town of Palmer. Of the per- sons brought before the Court in these cases, 71 were res- idents and 436 were non-residents ; 498 were males and 9 were females. The 113 drunkenness cases also include cases against 19 persons who were driving motor vehicles while under the influence of intoxicating liquors. There were six other motorists who were convicted on charges of driving motor vehicles while under the influence of intox- icating liquors, but who were not charged with drunken- ness.


In addition, the local police served 75 summonses on residents for the police of other cities and recovered 8 cars. which were stolen elsewhere.

The Police Department is co-operating with the Fed- eral and State authorities in the National Emergency. 51 special police officers have been appointed for use in an emergency in Palmer and the Villages. They have been instructed in their duties and the instruction will be con- tinued.

There are at the present time approximately 50 men on W. P. A., most of whom are working at Westover Field six days a week. The total amount spent on W. P. A. is approximately $94,872.98, of which the Federal Government spent $70,936.76 and the Town $23,936.77 which is a ratio of 74.7% to 25.3%.


Two projects had to be left unfinished when the Government suspended local projects and took all men to work at Westover Field. These projects are Calkins Road and Pleasant Street Sewer which we expect will be finished when work at Westover is completed.
