Report of Chief of Police


Palmer, Mass. January 1, 1945


To the Honorable Board of Selectmen:


During the year 1944, 304 cases, not including cases against juvenile offenders, were prosecuted in the Dis- trict Court of Eastern Hampden against 277 persons for offenses committed within the Town of Palmer. This number included 91 residents and 186 non-residents; 268 males and 9 females. The 112 drunkenness cases in- cluded 17 who were also driving motor vehicles while under the influence of intoxicating liquors.


In addition, 144 summonses were served by the local police for other police departments. There were 11 fugitives from justice turned over to other departments. Sixteen cars stolen elsewhere were recovered by this department. A list of the cases follows :

Fugitives from justice 11


The special police have been of great assistance dur- ing various emergencies. Reserve officers on the Civil Service list were used for general police work during 1944 and they performed their duties efficiently. The regular police have performed their duties well and in addition have cooperated with Federal and State author- ities in a number of cases.


The Department mourns the loss of Thomas W. Holt, veteran patrolman for many years.


I recommend that a substantial bonus be paid the regular officers and the Village officers for the duration of the War, because of the increased living expense and the prevailing high wages in industry.

Report of Inspector of Animals


Palmer, Mass. December 31, 1944


To the Honorable Board of Selectmen


Town of Palmer


All inspections ordered by the Division of Livestock Disease Control have been completed, and the require- ments of Section 19, Chapter 129 of the General Laws of Massachusetts have been complied with. The neces- sary reports have been filed with the above mentioned department at 100 Nashua Street, Boston.


There were 54 visits made to examine and quarantine dogs known to have bitten persons and were suspected of having rabies. None of these dogs showed symptoms of the disease.


There were 6 herds of cattle identified and released. These cattle had to be identified as to ear tag numbers and properly released before they could be added to any herd.


There were 4 investigations made as to cattle being entered into the town from other states by certificate. These animals were identified and released as ordered by the Division.


The number of cows and young stock remain about the same, although most dairy farmers are planning to increase their herds.
