Article 14. To see what action the town will take in respect to lighting the streets and whether it will authorize the selectmen to make contract therefor, and raise and appropriate money for the same.

Article 25. To see if the town will vote to raise and appropriate any sum of money for the granting of adequate assistance to deserving citizens of the town in need of relief and support sixty-five years of age or over under the provisions

of Chapter 118A of the General Laws, and for expenses to be incurred in connection with the granting of such assistance, or take any action relative thereto.


Article 26. To see if the town will vote to raise and appropriate any sum of money for the granting of assistance under the provisions of the Massachusetts Aid to Dependent Children Law, Chapter 118, General Laws, and for expenses to be incurred in connection with the granting of such assistance, or take any action relative thereto.


Article 27. To see if the town will vote to pay a fee for at- tendance at meetings of the Bureau of Old Age Assistance and/or Bureau of Aid to Dependent Children to members of the Board of Public Welfare chosen to serve in the Division of Old Age Assistance and/or Division of Aid to Dependent Children in addition to the salary received by them as members of said Board of Public Welfare, fix the amount thereof, and raise and appropriate any money for the same, or take any action relative thereto.


Article 28. To see if the town will raise and appropriate any sum of money, to be expended under the direction of the Board of Health, for the purpose of giving to the school children attend- ing parochial or private schools in the town substantially the same medical examinations and tests now afforded to the chil- dren attending the public schools.


Article 29. To see if the town will vote to authorize the selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, property taken by the Town under tax title procedure, provided that the selectmen or whomsoever they may authorize to hold such auction may reject any bid which they deem inadequate, or take any action relative thereto.


Article 30. To see if the town will vote to raise and appro- priate any sum of money for the operation and maintenance of Burleigh Park, Legion Field and the Eager Playground in the Depot Village, playgrounds in the several villages of the town and the care and preservation of the Memorial Approach to the High School and memorial plots in the several villages of the town.


Article 32. (a) To see what action the town will take with reference to the planting and preservation of shade trees; (b) To see if the town will vote to determine and fix the salary of the tree warden and raise and appropriate money for the same; (c) To see if the town will vote to raise and appropriate any sum of money for labor and materials and tools for use in connection with the Department of the Tree Warden.


Article 33. To see if the town will raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action relative thereto.


Article 34. To see if the town will vote to raise and appropriate any sum of money to be expended for the burial of soldiers or sailors, their wives and dependent children, or other members of the Armed Forces of the United States under the provisions of Chapter 115 of the General Laws.


Article 35. To see if the town will raise and appropriate any sum of money for the maintenance of the Veterans' Service Center.


Article 36. To see if the town will vote to accept the follow- ing perpetual care funds which have been given to it during the year: Clara S. French $100.00; Florence M. Hackett $100.00; George H. Weir $200.00; Margaret Mitton $200.00; Mae B. Crane $300.00.


Article 37. To see if the town will vote to raise and appropriate any sum of money to be paid to the Treasurer- Custodian of the Hampden County Retirement System to be credited to the town's share of the funds thereof.


Article 38. To see if the town will vote to raise and appropriate any sum of money to be expended in the Town by the Hampden County Trustees for Aid to Agriculture in accord- ance with provisions of General Laws, Chapter 128, Section 42.

Article 39. To see if the town will vote to raise and appropriate any sum of money for the collection and disposal of garbage and/or rubbish in the several villages of the Town of Palmer and that the selectmen be instructed and they are hereby authorized to prepare specifications, execute a contract or contracts and do all things necessary to effect the collection of said garbage and/or rubbish, or to authorize the selectmen to have said garbage and/or rubbish collected by a department of the town, or take any action relative thereto.


Article 40. To see if the town will vote to appropriate or transfer from the parking meter account any sum of money for (a) police enforcement; (b) constructing, reconstructing, resur- facing, operating and maintaining off street parking areas; (c) a miscellaneous fund under the exclusive control of the selectmen to be used for purposes authorized by law; and to authorize the selectmen to acquire off street parking facilities by lease for a term not exceeding five years as authorized by law.


Article 41. To see if the town will vote to make and adopt a by-law relative to civil defense in accordance with the provisions set forth as follows:


Section 1. DEPARTMENT OF CIVIL DEFENSE. There is hereby established a department of civil defense (hereinafter called the "department"). It shall be the function of the depart- ment to have charge of civil defense as defined in Section 1, Chapter 639, Acts of 1950 and to perform civil defense functions as authorized or directed by said chapter or by any and all executive orders or general regulations promulgated thereunder, and to exercise any authority delegated to it by the governor under said Chapter 639.


Section 2. DIRECTOR OF CIVIL DEFENSE. The depart- ment shall be under the direction of a director of civil defense (hereinafter called the "director") who shall be appointed as prescribed by law. The director shall have direct responsibility for the organization, administration and operation of the depart. ment, subject to the direction and control of the appointing authority, and shall receive such salary as may be fixed from time to time by the appointing authority. The director may, within the limits of the amount appropriated therefor, appoint such experts, clerks and other assistants as the work of the department may require and may remove them, and may make such expenditures as may be neccessary to execute effectively the purposes of Chapter 639, Acts of 1950.

The director shall also have authority to appoint district co-ordinators and may accept and receive, on behalf of the town, services, equipment, supplies, materials or funds by way of gift, grant or loan, for purposes of civil defense, offered by the federal government or any agency or officer thereof or any person, firm or corporation, subject to the terms of the offer and the rules and regulations, if any, of the agency making the offer. The director shall cause appropriate records to be kept of all matters relating to such gifts, grants or loans.


Section 3. CIVIL DEFENSE ADVISORY COUNCIL. There is hereby established a civil defense advisory council (hereinafter called the "council"). Said council shall serve without pay and shall consist of the director of civil defense, such other depart- ment heads and such other persons as the authority appointing said director may deem necessary. Such member of said council as said appointing authority shall designate shall serve as chairman of said council. Said councl shall serve subject to the direction and control of the appointing authority and shall advise said appointing authority and the director on matters pertaining to civil defense.


Section 4. POLICE AID TO OTHER CITIES AND TOWNS IN EVENT OF RIOTS OR OTHER VIOLENCE THEREIN. The police department is hereby authorized to go to aid another city or town at the request of said city or town in the suppression of riots or other forms of violence therein.


Section 5. TERMINATION OF BY - LAW. This by - law shall remain in force during the effective period of Chapter 639, Acts of 1950 and any act in amendment or continuation thereof. or substitution therefor.


Section 6. DEFINITION. All references to Chapter 639, Acts of 1950, as now in force, shall be applicable to any act or acts in amendment or continuation of or substitution for said Chapter 639.


Article 42. To see if the town will vote to raise and appropriate any sum of money for civilian defense, or take any action relative thereto.


Article 43. To see if the town will vote to include and cover with ·workmens' compensation insurance all employees of all departments of the town regardless of the nature of duties, but not to include members of the police or fire force.

Article 44. To see if the town will vote to accept the provisions of Chapter 820 of the Acts of 1950 which provide for increases of pensions of certain employees previously retired.


Article 45. To see if the town will vote to raise and appropriate the sum of money necessary to pay overdraft on snow removal.


Article 46. To see if the town will vote to raise and appropriate any sum of money for the purchase of (a) one truck; (b) one pickup truck; (c) one gasoline roller; (d) one sand spreader for the Highway Department, or take any action relative thereto.


Article 47. To see if the town will vote to install and maintain additional street lights as follows: (a) Lights as required on Cross Street, village of Three Rivers; (b) Light near residence of Milton J. Wood at 29 Pine Street, Depot Village; (c) Lights as required on southerly side of Main Street, Depot Village, between Central and Church Streets; (d) Lights as required on Springfield Street, village of Three Rivers, between residence of Joseph Sasur and residence of one Zuchoski; (e) Light on North Main Street, Depot Village, on Pole #21 near residence of Chester Bogacz; (f) Lights as required on Fairview Street, Depot Village; (g) Light on Sykes Street, village of Three Rivers, opposite residence of one Janosz; (h) Lights as required on Chudy Street, village of Three Rivers; (i) Lights as required on Strong Street, Depot Village; (j) Lights as required on Calkins Road, village of Three Rivers, between residence of one Zelazo and Boston Road; (k) One light on Pole #43, Old Warren Road, village of Thorndike, near residence of one Bigda; (1) Light on Park Street, Depot Village, between School Street and Pearl Street; (m) Light on Pleasant Street, Depot Village, between Thorndike Street and Walnut Street; (n) Light on Walnut Street, Depot Village, between Park Street and Pleasant Street; (o) Lights as required on Riverview Parkway, Depot Village, between Strong Street and Salem Street; (p) One light at intersection of Thorn- dike Street and Ware Road, village of Thorndike, near St. Thom- as' Cemetery; (q) Light on Bondsville Road, village of Bonds- ville, near underpass; (r) Three lights on Thorndike Street, village of Bondsville, from present lights to the residence of one Handzel; (s) Two lights on Boston Road, Depot Village, between Allen Street and Brainerd Street; (t) One Light on Coache Street, village of Three Rivers; (u) Two lights on Cemetery Hill, village of Thorndike.


Article 48. To see if the town will vote to raise and appropriate money for the construction of new sewers and necessary catch basins in the following locations: (a) Cross

Street, village of Three Rivers, from Oak Street to Pine Street; (b) Calkins Road, village of Three Rivers, from the present terminus westerly a distance of seventy-five (75) feet; (c) Bel- chertown Street, village of Three Rivers, from the terminus of present sewer to the Town Line a distance of approximately six hundred (600) feet; (d) High Street, village of Bondsville, from the present sewer southerly a distance of approximately three hundred (300) feet.


Article 49. To see if the town will raise and appropriate money for the construction of new sidewalks and curbings as follows: (a) Sidewalk and curbing on the easterly side of Squier Street, Depot Village, from the present sidewalk northerly a distance of approximately fifty-five (55) feet along land of one Sinervo and one Pasco; (b) Sidewalk and curbing on the westerly side of Squier Street, Depot Village, in front of property of one Aldrich a distance of approximately eighty (80) feet; (c) Curb- ing on Pleasant Street, Depot Village, from Central Street to property of one MacDonald; (d) Sidewalk and curbing on Shearer Street, Depot Village, south side from North Main Street to property of one Moran; (e) Sidewalk and curbing on River Street, village of Thorndike, from existing sidewalk near Lake Junction to property of one Bigda a distance of approximately thirty-one hundred (3100) feet; (f) Sidewalk and curbing on Pleasant Street, village of Thorndike, in front of property of one Tyburski a distance of approximately sixty (60) feet; (g) Sidewalk and curbing on the south side of Main Street, village of Three Rivers from Pleasant Street to residence of one Belle; (h) Sidewalk and curbing on north side of Chudy Street, village of Three Rivers, a distance of approximately six hundred seventy- five (675) feet; (i) Sidewalk and curbing on south side of Chudy Street, village of Three Rivers, a distance of approximately six hundred seventy-five (675) feet; (j) Sidewalk and curbing on entire west side of Lariviere Street, village of Three Rivers; (k) Sidewalk and curbing on entire east side of Lariviere Street, village of Three Rivers; (1) Sidewalk and curbing on Springfield Street, village of Three Rivers, north side from Bridge Street westerly to end of present sidewalk; (m) Sidewalk and curbing on Springfield Street, village of Three Rivers, south side from Bridge Street to the end of present sidewalk.

To see if the town will accept and allow a town way in the Depot Village of Palmer as shown on plan entitled "Plan Showing Layout of Extension of Buckland Street and Longview Street, formerly known as Buckland Road and Longview Road respectively, Depot Village, Palmer, Massachusetts," dated December 1950, prepared by T. D. Crimmins, C. E., Town Engineer, as laid out by the Selectmen according to the following description: Beginning at an iron pin in the ground at the point

D. Crimmins, C. E., Town Engineer, as laid out by the Selectmen according to the following description: Beginning at an iron pin in the ground at the point of intersection of the northerly line of Longview Street and the easterly line of the tract herein described; thence N 45° 27' W a distance of fifty-seven and 31/100 (57.31) feet to an iron pin in the ground at the point of intersection of the said northerly line of Longview Street Extension and the westerly line of tract herein described; thence N 15° 18' E a distance of six hundred fifteen and 00/100 (615.00) feet to an iron pin in the ground at the northerly terminus of the tract herein described; thence S 74° 42' E a distance of fifty and 00/100 (50.00) feet to an iron pin in the ground; thence S 15° 18' W in a line parallel with and fifty and 00/100 (50.00) feet distant from the second

To see if the town will accept and allow a town way in the Depot Village of Palmer as shown on plan entitled "Plan Showing Layout of Extension of Cabot Street, Depot Village, Palmer, Massachusetts," dated December 1950, prepared by T. D. Crimmins, C. E., Town Engineer, as laid out by the Selectmen according to the following description: Beginning at a concrete bound in the ground at the point of intersection of the westerly line of Winthrop Street and the southwesterly terminus of Cabot Street; thence N 39º 54' W a distance of three hundred twenty and 37/100 (320.37) feet to a concrete bound in the ground; thence N 50° 66' E a distance of fifty and 00/100 (50.00) feet to a concrete bound in the ground; thence S 39° 54' E a distance of three hundred twenty and 37/100 (320.37) feet to a point at the northwesterly line of Cabot Street; thence S 50° 06' W along the northwesterly line of said Cabot Street fifty and 00/100 (50.00) to the concrete bound at the point of beginning; said street to be fifty (50) feet in width and is to be known as Cabot Street Extension. Said town way is laid out over land supposed to belong to Crimmins Realty Corporation.


Article 53. To see if the town will accept and allow a town way in the Depot Village, as shown as Bowden Street on plan entitled "Plan of Lots owned by C. W. Hastings and Co., Palmer, Mass.", made by Durkee, White & Towne, Engrs., dated April, 1900, as laid out by the Selectmen, according to the following description: Beginning at a point in the westerly line of North Main Street, said point being two hundred and 00/100 (200.00) feet, more or less, northerly from an iron pin at the intersection of the westerly line of North Main Street with the northerly line of Green Street, and running thence westerly, perpendicular to the westerly line of North Main Street, as shown on said plan four hundred sixty and 00/100 (460.00) feet to the easterly line of Mechanic Street; thence turning and running northerly forty and 00/100 (40.00) feet along said easterly line of Mechanic Street to a point; thence turning and running easterly, in a line parallel with the first described course, four hundred sixty and 00/100 (460.00) feet to the above mentioned westerly line of North Main Street; thence turning and running southerly, along said westerly line of North Main Street forty and 00/100 (40.00) feet to the point of beginning. The above described way or street is laid over land set aside to be used as a way or street by C. W. Hastings & Company, as shown on above described plan, recorded with Hampden County Deeds, Book of Plans 1, Page 203. Said street is to be known as Bowden Street. Said town way

To see if the town will vote to improve Palmer Road in the village of Three Rivers, from the end of the present improved surface easterly to Calkins Road a distance of approxi- mately eighteen hundred (1800) feet, and appropriate and raise by taxation or otherwise, or by transfer from available funds, any sum of money therefore, said sum to be used in conjunction with any monies allotted for this purpose by the Commonwealth of Massachusetts and the County of Hampden, or take any action relative thereto.


Article 82. To see if the town will vote to improve Com- mercial Street in the village of Thorndike from the end of the improved surface completed in 1950 southerly a distance of approximately nine hundred fifty (950) feet, and appropriate and raise by taxation or otherwise, or by transfer from available funds, any sum of money therefore, said sum to be used in conjunction with any monies allotted for this purpose by the Commonwealth of Massachusetts and the County of Hampden, or take any action relative thereto.


Article 83. To see if the town will vote to improve Spring- field Street in the village of Three Rivers, from the Central Vermont Railroad Crossing westerly to a point near the residence of one Robert Blair a distance of approximately fifteen hundred (1500) feet, and appropriate and raise by taxation or otherwise, or by transfer from available funds, any sum of money therefore, said sum to be used in conjunction with any monies allotted for this purpose by the Commonwealth of Massachusetts and the County of Hampden, or take any action relative thereto.


Article 84. To see if the town will vote to raise and appropriate any sum of money for the improvement of Winthrop Street, Depot Village, or take any action relative thereto.


Article 85. To see if the town will vote to raise and appropriate any sum of money for the improvement of Brainerd Street, Depot Village, or take any action relative thereto.

Article 86. To see if the town will vote to transfer the sum of seventeen thousand ($17,000) dollars, or any other sum, from the Overlay Reserve Account to the Reserve Fund, or take any action relative thereto.


Article 87. To see if the town will vote to raise and appro- priate any sum of money for the repair, redecorating and install- ing of lighting fixtures in the Memorial Hall in the Depot Village, or take any action relative thereto.


Article 88. To see if the town will vote to rescind the vote taken under Article 6 of the Warrant calling a Special Town Meeting of August 21, 1950 wherein it was voted: "That the town construct a sewer in Taft Street, Depot Village, from North Main Street northeasterly a distance of approximately three hundred fifty (350) feet and that the sum of $950.00 be raised and appro- priated therefor".


Article 89. To see if the town will vote to rescind the vote taken under Article 7 of the Warrant calling a Special Town Meeting of August 21, 1950 wherein it was voted: "That the sum of $1500.00 be raised and appropriated for the construction of a sewer in Fairview Street, Depot Village from Wilson Street northwesterly to Roosevelt Street, a distance of approximately five hundred (500) feet".


And you are hereby directed to serve this warrant by posting up attested copies thereof in some one public place in each of the four villages of the town, known as the Depot Village, Thorndike, Three Rivers, and Bondsville, seven days at least before the holding of said meeting and by publishing an attested copy thereof in at least two issues of the Journal-Register, a newspaper pub- lished in said Palmer, the first publication to be not less than seven days before the holding of said meeting.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at or before the holding of said meeting.
