Article 8. To raise money and make appropriations to defray the expenses of the Town for the ensuing year.


Article 9. To see if the Town will vote to authorize the selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town, fourteen days at least before the sale, property taken by the Town under tax title pro- ccdure, provided that the selectmen or whomsoever they may authorize to hold such auction may reject any bid which they deem inadequate, or take any action relative thereto.


Article 10. To see if the Town will vote to appropriate or transfer from the parking meter account any sum of money for (a) police enforcement; (b) constructing, reconstructing, resul - facing, operating and maintaining off-street parking areas; (c) a miscellaneous fund under the exclusive control of the selectmen to be used for purposes authorized by law; (d) contribution toward cost of snow rer.loval.


Article 13. To see if the Town will vote to transfer any sum of money from the Overlay Reserve account to the Reserve Fund. or take any action relative thereto.


Article 14. To see if the Town will vote to appropriate any sum of money from Free Cash to reduce the 1962 tax levy, or take any action relative thereto.

Article 15. To see if the Town will vote to raise and appro- priate any sum of money for the purchase and installation of street signs in the several villages of the Town, or take any action relative thereto.


Article 16. To see if the Town will vote to purchase for the Police Department new police cruisers, and raise and appro- priate any sum of money therefor.


Article 17. To see if the Town will vote to raise and appro- priate any sum of money to pay overdraft on snow removal.


Article 18. To see if the Town will vote to purchase a new forest fire truck for use of the Forest Fire Department, and raise and appropriate any sum of money therefor.


Article 19. To see if the Town will vote to authorize the Selectmen to petition the General Court for legislation to authorize the Town to pay an annual pension of $2,000.00 to Katherine Twiss in recognition of her many years of service as a teacher in the Palmer School System.


Article 20. To see if the Town will vote to raise and appro- priate any sum of money for use of the committee in preparing final plans and specifications for the construction of a new Town building which would house the various branches of the Town, County and Judiciary, said committee having been appointed by the Selectmen under the authority of Article 22 of the Warrant calling the Annual Meeting of February 8, 1960 or take any action relative thereto.


Article 21. To see if the Town will vote to authorize the Se- lectmen to appoint a committee of fifteen (15) citizens to investi- gate and study the possibilities of establishing park and recreational facilities within the Town, and vote to raise and appropriate any sum of money to the use of said committee for engineering services, or take any action relative thereto.


Article 22. To see if the Town will vote to accept the pro- visions of Chapter 322 of the Acts of 1961, which authorizes the towing of vehicles from Town ways where such vehicles are parked blocking removal of snow or ice, or parked in violation of parking prohibitions.


Article 23. Article 25. To see if the Town will vote to transfer a parcel of land situate on the Northwesterly side of Rathbone Street, Depot Village, from the authority and control of the Cemetery Commissioners to the authority and control of the Board of Select- men, which parcel of land is shown on "Pian of Land in Palmer, Massachusetts, surveyed for the Board of Selectmen, December 1961, by Kenneth C. Sherman, Town Engineer" and more particu- larly bounded and described as follows:


Beginning at a point in the Northwesterly line of Rathbone Street, which point is located N. 40° 38' W. a distance of fifty (50) feet from a point in the Southeasterly line of said Rathbone Street, which latter point is located N. 49° 22' E. a distance of sixty-three and 58/100 (63.58) feet from a point in said Southeasterly line of Rathbone Street, which latter point is located N. 60° 35' E. twenty- nine and 72/100 (29.72) feet from a stone bound in the Northeast- erly line of Converse Street; thence running from said point of beginning N. 40° 38' W. nine and 41/100 (9.41) feet to a point; thence turning and running N. 37° 48' E. two hundred ninety-one and 25/100 (291.25) feet to a point; thence turning and running N. 49° 22' E. two hundred twenty-four and 52/100 (224.52) feet to a point; thence turning and running S. 40° 38' E. sixty-seven and 79/100 (67.79) feet to a point in the Northwesterly line of said Rathbone Street; thence turning and running S. 49° 22' W. along said Rathbone Street five hundred nine and 86/100 (509.86) feet to the place of beginning;

Article 65. To see if the Town will vote to accept and allow a Town way in the Lake Thompson area as shown on plan entitled "Layout of Christine Street, Town of Palmer, October 18, 1961 Revised December 4, 1961, Prepared by Kenneth C. Sherman, Town Engineer", according to the following description :


Beginning at a Concrete Bound on the Easterly side of Flynt Street, at the Northwesterly corner of land of Albert D. Buehler et ux, land of Charles T. Carter et ux, land of Donald J. Cantin et ux, and again along land of said Carter et ux to a point; thence turning and running Northeasterly, Easterly and Southeasterly in a curve to the right with a Radius of 50 feet a length of 116.97 feet to a point at land now or formerly of John S. Handzel et ux; thence turning and running S 18° 55' W 38.38 feet along land now or formerly of said John S. Handzel et ux to a Concrete Bound; thence turning and running Southwesterly, Westerly and North- westerly in a curve to the Right with a Radius of 50.0 feet a length of 104.72 feet along land of Donald L. Beginning at a point at the Southerly terminus of the 1953 town layout of Beech Street, on the Easterly side of said street and running thence S. 28° 16' W. forty-two and 75/100 (42.75) feet to a point; thence turning and running S. 27° 55' W. three hundred fifty-four and 18/100 (354.18) feet to a point; thence turning and running S. 26° 45' W. five hundred eleven and 97/100 (511.97) feet to a point; thence turning and running Southwester- ly, Westerly and Northwesterly in a curve to the right with a radius of two hundred sixteen and 44/100 (216.44) feet a length of two hundred forty-seven and 56/100 (247.56) feet to a point; thence turning and running N. 87° 43' W. two hundred twenty and 45/100 (220.45) feet to a point on the Northeasterly side of Flynt Street; thence turning and running N. 38° 20' W. sixty-five and 87/100 (65.87) feet along the Northeasterly side of Flynt Street and crossing Beech Street to a point on the Northerly side of said Beech Street.

The street is laid out fifty (50) feet in width over land believed to belong to George A. and Doris M. Scott, Margaret L. Brothers, George and Ruth Gladdu, Irene M. and Edgar A. Charland, Andrew Boghosian, the First Presbyterian Church of Springfield, Ella J. Patrie, Irving E. and Helen F. Mitchell, Emilie Dannenfeldt, Stephen J. and Sophie P. Dranka, Gordon H. Christiansen et ux, and land of Lake Thompson Civic Association, Inc. and Louise Peritz.


Said Street is to be known as Beech Street.

Beginning at a Concrete Bound on the Southeasterly line of said Geraldine Street, at the Northerly corner of Joseph Donatiello et ux, and running thence N 50° 06' E 13.20 feet along the South- easterly line of said Geraldine Street to a point; thence turning and running N 1° 47' E 16.95 feet along the Easterly line of said Geraldine Street to a point; thence turning and running S 88° 13' E 78.83 feet along the Southerly line of June Street to a point; thence turning and running Westerly, Southwesterly, Southerly and Southeasterly in a curve to the left with a Radius of 20.0 feet, a length of 45.97 feet, along land of David Demaio et ux, to a point; thence turning and running S 39° 54' E 226.43 feet along land of said Demaio and land of George Delle et ux, to an Iron Pin at remaining land of Palmer Realty and Development Com- pany, Inc., thence turning and running Generally Southwesterly, crossing said Emelda Street to an Iron Pin at the Easterly corner of land of Frank Caldwell et ux; thence turning and running N 39° 54' W 260.0 feet along said land of Caldwell et ux, and land of the aforementioned Joseph Donatiello et ux, to the POINT OF BEGINNING.


Said street is 50.0 feet wide and is laid out over land of and believed to belong to Palmer Realty and Development Company, Inc.


Said street is to be known as Emelda Street.

To see if the Town will vote to alter and relocate a town way known as Shearer Street, in the Depot Village, as shown on plan entitled "Plan of Alteration and Relocation of Shearer Street, Town of Palmer, December 1961, prepared by Kenneth C. Sherman, Town Engineer", according to the following description :


The layout is located on Shearer Street, so called, and is made in two sections, consisting of widening portions of Shearer Street on the Southeasterly side thereof. The first section of the layout begins about fifteen hundred (1500) feet southwesterly of the junction of Shearer Street and Thorndike Street and extends northeasterly about four hundred fifty (450) feet. The second section of the layout is on the southeasterly side of Shearer Street and the northwesterly side of Thorndike Street at the junction of said streets.


The baselines used for the layout are those of a survey made by Engineers of the Massachusetts Department of Public Works in March, 1960 and are described as follows:

The Shearer Street baseline begins at a point in the existing roadway thereof shown on plan as station 31+91.00 and extends thence North 67° 50' 37" East, one hundred twenty-seven and 58/100 (127.58) feet; thence by a curve to the left of 1600.00 fcet radius, five hundred forty-three and 46/100 (543.46) feet; thence North 48° 22' 57" East six hundred thirty-one and 23/100 (631.23) feet; thence by a curve to the right of sixteen hundred and no/100 (1600.00) feet radius three hundred seventy-two and 68/100 (372.68) feet; thence North 61° 43' 42" East five hundred forty- seven and 23/100 (547.23) feet; thence by a curve to the left of two thousand and no /100 (2000.00) feet radius, three hundred and 63/100 (300.63) feet; thence North 53° 06' 57" East, three hundred forty-four and 72/100 (344.72) feet to the point of end- ing thereof shown on plan as station 60+58.53. The Thorndike Street baseline begins at a point shown on plan as station 54+62.18, said point being identical with station 60+58.53 of the Shearer Street baseline hereinbefore described and extends thence southwesterly by a curve to the left of eight hundred eighty-one and 90/100 (881.90) feet radius, one hundred forty-one and 06/100 (141.06) feet; thence South 22° 23' 57" West one hundred fifty-six and 76/100 (156.76) feet to the point of ending thereof, shown on plan as station 57+60.00.


The location line of the first section of layout begins at a point on the Southeasterly location line of the 1918 County layout on Shearer Street bearing South 41° 37' 03" East and twenty- three and 78/100 (23.78) feet distant from station 45+01.47 of the Shearer Street baseline hereinbefore described and extends thence, leaving said 1918 County location line, South 41° 37' 03" East, one and 22/100 (1.22) feet to a point bearing South 41° 37' 03" East and twenty-five and no/100 (25.00) feet distant from said station 45+01.47; thence Northeasterly by a curve to the right of one thousand five hundred six and 75/100 (1506.75) feet radius, three hundred fifty and 97/100 (350.97) feet to a point bearing South 10° 43' 52" East and twenty-six and 22/100 (26.22) feet distant from station 48+65.95 of said Shearer Street baseline; thence North 61° 43' 42" East seventy-nine and 46/100 (79.46) feet to the point of ending thereof on said 1918 County location line bearing South 28° 16' 18" East and twenty-five and no/100 (25.00) feet distant from station 49+37.51 of said Shearer Street baseline.


The location line of the second section of layout begins at a point on the southeasterly location line of the 1918 County lay- out on Shearer Street bearing South 33° 11' 48" East and twenty- seven and 61/100 feet distant from station 55+85.10 of the Shearer Street baseline hereinbefore described and extends thence leaving said 1918 County location line North 63° 26' 19" East, one hundred sixty-three and 35/100 (163.35) feet to a point bear- ing South 66° 47' 19" East and sixty and 78/100 (60.78) feet dis- tant from station 57+13.81 of said Shearer Street baseline; thence

South 67° 36' 03" East, seventy-nine and 12/100 (79.12) feet to the point of ending thereof on the Northwesterly location line of the 1926 County layout on Thorndike Street bearing North 67º 36' 03" West and twenty-four and 93/100 (24.93) feet distant from station 57+60.00 of the Thorhdike Street baseline. hereinbefore described together with necessary drainage easement as shown on said plan.


And you are hereby directed to serve this warrant by posting up attested copies thereof in some one public place in each of the four villages of the Town, known as the Depot Village, Thorndike, Three Rivers and Bondsville, seven days at least before the hold- ing of said meeting, and by publishing attested copy thereof in at least two issues of the Journal-Register, a newspaper published in said Palmer, the first publication to be not less than seven days before the holding of said meeting.


Hereof, fail not and make due return of this warrant, with your doings thereon, to the Town Clerk at or before the holding of said meeting.
