DOGS


There were 282 dog licenses issued in 1953, as fol- lows: 169 males, 23 females, 85 spayed and 5 kennels. The sum of $616.60 has been paid to the Town Treasurer.


FISH AND GAME


There were 547 sporting licenses issued in 1953 for which the sum of $1,714.00 was returned to the Division of Fisheries and Game.


BIRTHS


There were 39 births recorded in the Town of Wil- liamsburg in 1953 which included two in 1952 on which records were not received until 1953. The listing also includes nine births in 1953 on which records were re- ceived in 1954.

Assessors' Report


The Board of Assessors, when establishing the tax rate for 1953, have endeavored to reverse the trend of building up large cash surpluses by using all the estimated receipts which the laws allow. This has resulted in low- ering the tax rate $2.00 per thousand after an increase of $12,471.25 in appropriation at the annual town meet- ing.


It is the hope of the board that by following this policy the taxpayers will not be required to pay taxes to build up a large cash balance.


During the year, a card system was established with one card for each parcel of property. These cards are being filed according to location when known. Many cards for land only remain unfiled as exact location is not known.


We the assessors earnestly request that favorable action be taken on the article to hire Gordon W. Ains- worth, Registered Land Surveyor, to make tax maps of the entire town. This will be a big step forward to es- tablish basic records so that each year's tax list may be checked to insure that all property situated in the town is taxed.


The problem of revaluation has been discussed with various interested groups and further study is necessary before undertaking this work.

Report of Water Commissioners


January 18, 1954


Last year, due to the dry weather conditions, we were forced to use our Additional Water Supply con- siderably. It was almost in constant use during the months of August and September, pumping a total of 10,688,700 gallons during this period. Had it not been for this additional supply, we would have had to pump from the Ashfield Stream for the reservoir would not have taken care of our water consumption. We pumped a total of 19,098,700 gallons from our well during the year, 1953.


Last November, our Land Damage Suit at the Syl- vester Farm was settled in Superior Court. This Suit cost the Town of Williamsburg a total of $4,801.53.


Our routine work was carried on as usual with ten curb boxes being replaced, five broken hydrants were repaired and three new water entrances were installed.


On the Water Shed our springs were cleaned out and the brush was cut as usual. We sold 200,004 feet of lum- ber to Joseph Rossi, Middletown Conn. for the sum of $3,355.00. The lumber which is being selectively cut was marked by the State Department of Conservation.


We completed the laying of 1,650 feet of six inch cast iron pipe from Fort Hill in Haydenville to the bound- ries of the Hampshire County Sanatorium. Two hydrants were placed on this line giving greater fire protection in that area, also two new water entrances were installed on this line.

Water Commissioners


Delinquent water accounts have been a serious prob- lem to this department for many years. Last year water liens were placed on some property and in some extreme cases, water service was discontinued.


We feel the services of the Town Secretary has been most successful. She has been doing all the bookwork for this department and collecting the water rents at the Firehouse for the convience of the townspeople. We hope her services will be provided for the coming year.


We were deeply regretful of the death of Mr. Edward Beattie. He had served this department for many years. Mr. Beattie's unexpired term was filled by Mr. Robert Wells.


Mr. Robert Purnell resigned from the board in September, 1953. His term was left unoccupied for the remaining year.
