Report of Finance Committee


Please refer to the Town Accountant's report where you will find listed the transfers from the Reserve Fund that we made to cover deficiencies in various depart- ments during the year 1956.


We refer you to the pages of this Town Report where- in is listed the Budget Requests and our Recommenda- tions for 1957.


The Finance Committee reminds the townspeople that our schools have been expanded and improved and with the rising costs of supplies and salaries is now taking approximately 60% of our total budget. This does not include the payments on principal or interest on the school bonds.


We agree that good schools are the most important facility a town provides for its citizens and we all want to provide the best possible education for our children.


Therefore, the finance committee has tried to apportion the remaining 40% of the budget so all the other de- partments can function to provide essential services.


With the above in mind, we have gone over with each department, every item listed in their budgets, and while we might feel that all the requests were proper and desirable they represented an increase over last year's budgets of about $20,000. We are forced to conclude that at present it is not a question of what is desirable for the Town but a question of what the taxpayers can afford to pay for. We have accordingly recommended a budget which reduces this increase to about $5,000 over

last year, by reducing individual items or by using other available funds in the case of Old Age Assistance and Aid to Dependent Children.


Your Finance Committee has spent long hours study- ing these budgets and town finances, but can only recom- mend to the voters. What is appropriated depends en- tirely upon those voters present at Town Meeting.


It shows a deplorable lack of interest on the part of the people of a town when about 90% of the voters stay away from Town Meeting and let the other 10% make all the appropriations that make up the tax rate.


The Finance Committee wishes to thank the officials of the Town for their cooperation. These public spirited men and women are serving you with little or no pay and are deserving of all our support.

Town Clerk's Report


DOGS


There were 268 dog licenses issued in 1956 as follows : 175 males, 20 females, and 73 spayed females. Six ken- nel licenses were issued and one transfer license. The sum of $616.20 was paid to the Town Treasurer.


FISH AND GAME


There were 532 sporting licenses issued in 1956 for which the sum of $1,688.50 was returned to the Division of Fisheries and Game.

In compliance with the provisions of Section 61, Chap- ter 41, of the General Laws, I submit herewith my re- port as Town Accountant for the year ending Decem- ber 31, 1956.


The records of receipts and expenditures showing sources and purposes respectively, together with the statement of Town Debt, Trust Funds, Trial Balances and Balance Sheet will be found in the following pages.


Departmental examinations have been made during the year and I respectfully request that all departments receiving monies for the Town turn them over to the Town Treasurer promptly and at least once a month.
