Report of Cemetery Committee.


The Cemetery Committee, in compliance with the By-laws passed by the Town in relation thereto, herewith submit their Annual Report, together with the Receipts and Ex- penditures for the Year ending Feb. 10, 1873.


During the past year we have erected massive stone posts, and put in an iron gate at the entrance, and built a sub- stantial faced wall on either side of it. A building of suitable dimensions for the storage of tools, and for occu- pancy when occasion requires, has been constructed. Eight hundred feet of drain-pipe have been laid, old walls removed, grading and levelling done, and such other improvements made as the appropriation of the Town would justify. A small outlay will be required annually for several years in order to perfect the plans which have been commenced. Clearing out the under-brush and setting out shrubbery demand immediate attention. The Committee recognize with appreciative gratitude the noble gift of the valuable and appropriate stone posts at the Cemetery entrance, made to the Town by William G. Means, Esq. Twelve lots have been sold the past year ; and to the present time thirteen persons have been buried in the grounds.

Besides what has been received and expended by the Committee according to the foregoing statement, it should be added that it has from the first been a principle with the Committee in no case to expend money till they already had it in hand, or knew where it would come from; and that what they have temporarily borrowed, and whatever is now needed to complete the fencing of the grounds, and a few smaller items, is guaranteed by friends of the enterprise, so that the Town will not be called upon for any grants for this object.

Town Warrant.


ESSEX, SS. To GEORGE F. BAKER, one of the Constables of the Town of Andover, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in elections and town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Third day of March, 1872, at 12} o'clock, P. M., to act on the following Articles, namely :


Article 1st. - To choose a Moderator to preside in said mecting.


Article 2d. - To choose a Town Clerk for the year ensuing.


Article 3d. - To hear and act on the Report of the Auditors.


Article 4th. - To choose Selectmen, Assessors, Overseers of the Poor, Town Treasurer, School Committee, Constables, Fence Viewers, and all other neces- sary and usual Town Officers.


Article 5th. - To choose a Trustce of the Memorial Hall in place of Joseph W. Smith, whose term of office has expired.


Article 6th. - To choose a Committee of seven members on Spring Grove Cemetery.


Article 7th. - To see if the Town will accept the provisions of the Act to provide for the election of Road Commissioners, Chap. 158, Act of 1871.


Article 8th. - To see if Town will choose a board of Road Commissioners, or what method they will take to repair Highways.


Article 9th. - To see what sum of money the Town will raise for the repairs of Highways.


Article 10th. - To see what sum of money the Town will raise for the maintenance of the Public Schools for the ensuing year.


Article 11th. - To see what method the Town will adopt to apportion the School money among the Public Schools.


Article 12th. - To see what sum of money the Town will raise for the repairs of the Schoolhouses, and for Incidental Expenses of the same.


Article 13th. - To see what sum of money the Town will raise to defray the necessary Expenses of the Town the year ensuing.


Article 14th. - To see what sum of money the Town will raise towards pay- ing the Town Debt.


Article 15th. - To see what sum of money the Town will authorize the Town Treasurer to hire for the use of the Town when necessary, under the direction of the Selectmen.


Article 16th. - To see what method the Town will adopt for the collection of the Public Taxes the ensuing year.

Artiele 17th. - To see what compensation the Town will pay the Firemen for their services the ensuing year.


Article 18th. - To see if the Town will appropriate the sum of One Hundred and Fifty Dollars to defray the expense of decorating Soldiers' Graves.


Article 19th. - To see what action the Town will take with reference to Fire Alarms.


Article 20th. - To see if the Town will procure additional Street Lanterns, and appropriate a sum of money therefor, and for the lighting of such as have already been placed in the streets by private enterprise.


Article 21st. - To see if the Town will pay to the Treasurer of the Memorial Hall the money received from the County Treasurer, as Dog licenses.


Article 22d. - To hear the Report of the Committee in relation to the land under the South Centre Schoolhouse, and see if the Town will vote to pur- chase said land in accordance with said Report, and appropriate a sum of money therefor.


Article 23d. - To see what sum of money the Town will raise for the use of Spring Grove Cemetery.


Article 24th. - To see if the Town will authorize the Overseers of the Poor to purchase Horses, Harness, and Wagons, for the use of the Town Farm, in place of an Ox-team, and appropriate a sum of money therefor.


Article 25th. - To see if the Town will direct the Selectmen to widen the extension of School Street, and complete the same for public travel.


Article 26th. - To see if the Town will accept and revise the List of Jurors, as prepared and posted by the Seleetmen.


Article 27th. - To see if the Town will appoint a Committee to revise the By-Laws of the Town, and report at any 'uture meeting


Artiele 28th. - To hear a Report of 11.( Selectmen on the matter of a Lockup, and act thereon.


Article 29th. - To aet on any other business that may legally come before this meeting.


Hereof fail not, and make due return of this Warrant, with your doing's thereon, to the Town Clerk, at the time and place of meeting.
