Report of Cemetery Committee.
The Cemetery Committee, in compliance with the By-laws of the Town in relation thereto, herewith submit their Annual Report, together with the Receipts and Expenditures for the year ending Feb. 4th, 1874.
Much needs to be done in further improving the grounds, erecting suitable fences and otherwise rendering the cemetery of greater interest to the community generally, as well as to those who have already purchased lots and commenced to ornament and beautify them. It is to be regretted that the Town did not make such an appropriation last year as would have enabled the Committee to consummate their previously contemplated plans of improvement. The Town is to be congratulated on having obtained such an excellent location, with ample territory for the sacred purpose to which it is consecrated ; and the tenderest affections of the community should cluster around this hallowed spot. An annual ap- propriation of $500 for a few years seems indispensable for the progress and accomplishment of the needed work.

REPORT
OF THE
Trustees of the Memorial Hall.
Up to the date of the Librarians Report, January 21st, the Memorial Hall Library and Reading-room had been in operation nearly seven months and a half. The number of library days in this time was 160. and the number of deliveries 11,326, making an average of 71 volumes per day. The largest daily issue was 204, and the largest number delivered in any one week 467. As the whole number of registered borrowers was 993, this shows an average of something more than 11 volumes taken out by each one. These figures speak for themselves, so far as the use of the library is concerned. As to the character of the books taken out, we have to report the circulation of 72-4 per cent works of fiction, leaving 27-7- of all other books.
The Reading-room has been at all times well attended. But it is difficult to speak accurately on this point, owing to the fact that those who are in the Reading-room for the purpose of taking out books are often not distinguishable from those who are using the papers and magazines. The rough estimate of the Librarian is an average daily attendance of 35. It is right that the public should know that the daily papers of the Reading- room have been thus far supplied by the liberality of an individual, and not by any fund existing for that purpose. It is hoped that a way of meeting this deficiency will soon be found. The number of volumes taken out solely for Reading-room use was 101.
The system of circulation adopted has proved a most satisfactory one. It has made the care of the books comparatively light; and the small amount of fines collected, $21.28, shows that it has saved the borrowers much annoyance as well as pecuniary loss. The average fine on the whole number of books taken out has been less than two mills per volume, and the average fine on the 457 delinquencies is less than five cents for each one. The sum of $5.54 has been received from the loaning of books to temporary residents. The one drawback to the full enjoyment of the library has been the want of a printed catalogue. It is impossible to

speak definitely as to the time when this want will be met. But it is hoped that within a few months a printed catalogue will cease to be a thing of the future. The delay has arisen from a want of funds for this purpose. In consequence of this a large part of the work of preparing the catalogue for the press has been given gratuitously by members of the Library Committee, whose time is not wholly at their own disposal.
The Library, at the above date, numbered exactly 3596 volumes. Of these, 3097 were purchased by the Library Committee, and 499 were presented. All of these we are happy to report in as good condition as could be expected with the use they have had. Three missing news- papers represent the sum total of our losses from Library and Reading- room. One book was accidentally injured and cheerfully paid for ; but no fines for mutilation have thus far been found necessary. The number of books re-covered and re-labelled was 438. The number of pamphlets received was 324. The building and furniture are, so far as we can dis- cover, in good condition.
The amount of our expenditures from the first organization of the Board to January 26th 1874, was $7669.61. Some of the principal items of this are as follows : For

Town Warrant.
ESSEX, SS. To JOHN CLARK, one of the Constables of the Town of Andover, GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in elections and town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Second day of March, 1874, at 122 o'clock, P. M., to act on the following Articles, namely :
Article Ist. - To choose a Moderator to preside in said meeting.
Article 2d. - To choose a Town Clerk for the year ensuing.
Article 3d. - To hear and act on the Report of the Auditors.
Article 4th. - To choose Selectmen, Assessors, Overseers of the Poor, Town Treasurer, School Committee, Constables, Fence Viewers, and all other neces- sary and usual Town Officers, and a Trustee of the Memorial Hall.
Article 5th. - To see if the Town will accept the provisions of the Act to provide for the election of Road Commissioners, Chap. 158, Act of 1871.
Article 6th. - To see if the Town will choose a Board of Road Commissioners, or what method they will take to repair Highways.
Article 7th. - To see what action the Town will take in regard to unexpended appropriations.
Article 8th. - To see what sums of money the Town will appropriate for the use of the several departments the current year ; to wit : Schools, School-houses, Highways, Town Officers, Snow, Fire, Miscellaneous, Abatement and Remit- tance of Taxes, Printing, Cemetery, Interest on Notes, County Taxes, State Taxes, Discount on Taxes, New Street, School Street, Repairs on Almshouse, Expenses of Almshouse, Relief out of Almshouse, Team at Almshouse, State Aid.
Article 9th. - To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary upon the approval of the Selectmen.
Article 10th. - To see what method the Town will adopt for the collection of the Taxes the current year.
Article 11th. - To see what compensation the Town will pay the Firemen for their services the current year.
Article 12th. - To see if the Town will vote to print the Record of the Town of Andover during the late Rebellion, which has already been prepared, on peti- tion of Francis H. Johnson and others.
Article 13th. - To see what sum of money the Town will appropriate to print the above Records.
Article 14th. - To hear a Report of the Committee on Street Lamps, and act thereon.

Article 15th. - To see what sum of money the Town will appropriate for the use of the Committee on Street Lamps.
Article 16th. - To see if the Town will pay to the Treasurer of the Memorial Hall the money received from the County Treasurer, for Dog licenses, to aid in the support of the Library and Reading-room.
Article 17th. - To see if the Town will appropriate the sum of one hundred and fifty dollars to defray expenses to be incurred by the Soldier's Committee on Decoration Day, on petition of Thomas Smith and others.
Article 18th. - To see if the Town will vote to accept the provisions of Chap. 382, Acts of 1871, relating to Betterments.
Article 19th. - To see if the Town will vote to raise the grade of the Roadbed and Sidewalks on Main Street from a point a little below the School-house to Chestnut Street to the height they were in the Spring of 1873, on petition of William Whiting and others.
Article 20th. - To see what action the Town will take in regard to providing a suitable way of getting the Steam Fire-engine in and out of the Engine-house, on petition of the Board of Engineers.
Article 21st. - To see what sum of money the Town will appropriate to grade Main Street.
Article 22d. - To see what sum of money the Town will appropriate to pro- vide a suitable entrance to the Engine-house.
Article 23d. - To hear and act on a Report of the Selectmen on widening and straightening Phillips Street.
Article 24th. - To see what sum of money the Town will appropriate to widen Phillips Street.
Article 25th. - To see if the Town will instruct the Selectmen to build the Street from Abbott Village Bridge to the house of Peter Smith, Esq., as laid out by the County Commissioners, and what sum of money they will appropriate for the same.
Article 26th. - To see if the Town will accept and revise the list of names for Jurors, as prepared and posted by the Selectmen.
Article 27th. - To see what sum of money the Town will raise by taxation to defray the necessary Expenses the current year.
Article 28th. - To hear and act on the Report of the Committee on Bylaws.
Article 29th. -- To act on any other business that may legally come before this meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
