SCHOOLS AND SCHOOL-HOUSES.


There is not much we can say regarding this department, as it is under the charge of the School Committee; but we would recommend that the Committee be requested to meet at the Town House once every month with the Selectmen for the purpose of approving bills ; and that they keep an account of all bills so approved, the same as the other departments.


SERVICES OF TOWN OFFICERS.


During the current year a census is to be taken, in ac- cordance with a vote of the State, which will probably cause some outlay to the Town. This, in addition to the usual ex- penditures, will necessitate an appropriation of $2300 for t current year.

STATE AID.


This department is now a self-sustaining one; the State reimbursing the Town the amount paid out ; but as this sum is not received till December of each year, an appropriation is necessary, as the aid is furnished monthly through the year. We recommend an appropriation of $1600.


HAY SCALES.


These have become self-supporting, and no appropriation will be necessary. Some repairs will be necessary to make them more accurate.


TOWN HOUSE.


The receipts from rents, etc. have considerably increased the past two years, until they exceed the amount usually needed for repair, and no appropriation will be required. Some outlay has been caused by the removal of the privy building. The fixtures and appurtenances of the Town House are in good condition.


FIRE DEPARTMENT.


The working condition of the department, as will be seen by the Report of the engineers, is in good order. But we think the time is not far distant when there will have to be considerable money expended to place it on the same footing as other towns. The present house for the steamer is small and cramped, being built for the hand-engine. We would recommend the Town to consider the expediency of building a new brick engine-house on the land behind the town-house, large enough to accommodate the Steamer, with a new horse hose-carriage and hook-and-ladder truck, and a stable con- nected, for horses which might be worked on the highways.

MISCELLANEOUS.


No law-suits are pending against the Town, and no un- usual expenses in this department are probable ; and the sum of $750 is thought to be sufficient for the current year.


DECORATION DAY.


The observance of this day is rapidly increasing in interest in the community, till it bids fair to rival Independence Day in the hearts of a large portion of the people. We would recommend that the sum of $150 be appropriated for this purpose.


HIGHWAYS.


The past year the Town entered upon the system of Road or Street Commissioners, and, in accordance with the law, all matters pertaining to the roads have been turned over to them, including bridges ; some hundreds of dollars having been expended for this purpose.


Upon the whole, we think this system an improvement upon the old one, and that the money has been expended with better satisfaction than under the district arrangement.


The amount recommended by the Road Commissioners for the current year is $6300.


NOTES.


Although considerable money laid in the Treasurer's hands at the close of the financial year, in the absence of any appro- priation for the purpose, none of the outstanding notes could be taken up. We recommend that all the individual notes be taken up, as they carry interest at six and seven per cent, and that an appropriation of $5400 be made for that purpose.


INTEREST.


Considerable back interest was paid the past year on notes which were taken up, which, besides the current interest, caused the interest appropriation to be insufficient ; some

$360 remaining unpaid. If the Town should vote to appro- priate a sum to take up some of the notes as recommended, the interest appropriation may be reduced after the present year. The sum of $2800 will be required for that purpose the current year.


DISCOUNT ON TAXES.


Should the Town continue the present system of collecting' taxes, the sum of $2300 will be needed for the current year.


PRINTING AND STATIONERY.


The amount raised for these purposes last year was $450 ; this sum will probably be sufficient for the current year.


ABATEMENT AND REMITTANCE OF TAXES.


It is impossible to foresee the amount required for these purposes, and this with the accounts following, cannot be controlled or limited by any appropriation of the Town. The sum of $500 was raised for the above purposes the past year.


COUNTY AND STATE TAX.


As has just been observed, these accounts are beyond the reach of the Town, and no appropriation would seem neces- sary ; but as some sum must be named in the amount to be raised for each department, we recommend the sum of $3200 for the County and $5000 for the State Tax.


LIABILITIES.


The liabilities of the Town remain the same as at last report, except the balance due the Memorial Hall Library.


ASSETS.


These are considerably increased this year by a large addi- tion to the amount of cash on hand, leaving the whole indebt- edness of the Town $20,381.49 showing a reduction of

$8,277.31 in the debt the past year. If from the whole debt of the Town be taken the sum due the Memorial Hall, $20,000, upon which, by vote of the Town, only the interest can be paid, it will be seen that the actual indebtedness of the Town which can be paid is $381.49.

The past year, as the Report shows, has witnessed a con- siderable increase in the expenses of the pauper department of the Town. It may not be out of place to give some of the reasons therefor.


The insurance upon the farm-buildings expired with the year, and nearly two hundred dollars was paid for re-insuring. The expenditures for furniture, bedding, repairs, etc., have been unusually large, various reasons besides the usual wear and tear combining to cause them.


The cost of grain for feeding and fattening purposes has been large; though the receipts for produce, cattle, etc., sold and stored, exceed those of last year, offsetting a portion of this cost.


Several children from the house have been sent to the Wanderers' Home in Boston, necessitating some cost for outfit, etc. The managers become responsible for the care of the children, and agree to place them in good, reliable families.


The calls for help outside the almshouse show a marked increase over former years. But by far the greatest reason is found in feeding and lodging the army of tramps which has forced itself upon us ; coming in dozens and scores, and often demanding food or lodging in arrogant tones; as a general thing, lousy and filthy, with empty pockets, and still more empty stomachs, The numbers were highest during

the building of the Andover and Lowell Railroad ; but, aside from this, the tramp business has rapidly increased the past two years, till the evil has become a crying one, demanding legislation looking to its abatement, or reimbursing the towns for the extra expense thus forced upon them.


The Overseers would recommend the same amount raised as last year ; viz.

Report of Cemetery Committee.


The Cemetery Committee, in compliance with the By-Laws of the Town in relation thereto, herewith submit their Annual Report, together with the Receipts and Expenditures for the year ending Feb. 5th, 1875.


During the past year about two hundred and fifty-four feet of excellent face-wall has been laid, the brook running through the low land deepened, widened and walled on each side for a distance of over five hundred feet, a portion of the work being quite laborious. The front bank-wall has been graded and sodded, the low land on the east side of the entrance cleared of bushes and alders, a large amount of underbrush removed from the upland, and the avenues and paths greatly improved. The wood standing on about five acres of the land has recently been sold at auction for $156.75, which will soon be collected and paid into the Town Treasury. While the Committee have aimed to make per- manent improvements, their endeavors have been seconded by the owners of lots who have exhibited a commendable interest in erecting monuments, and other memorials of the dead, and otherwise ornamenting and beautifying their grounds. It is hoped that in the future the interest thus manifested may be augmented commensurate with the in- crease of sales of lots, and the interments made. It will be necessary for the Town to make an annual appropriation of $500 for several years to come, to give efficiency to the plans already inaugurated, and adequately meet the design of this consecrated spot.
