During the year past, under the continued and efficient superintendence of Samuel Raymond, Esq., permanent im- provements have been made in the Cemetery by building walls, encircling the pool near the entrance, and improving the grounds generally. In addition to the work done by the Committee, they refer with gratification to the interest mani- fested by the individual owners of lots in beautifying the grounds. While all has not been done that seems desirable, decided annual progress has been made in rendering the Cemetery such as will meet the wants of the community.


A Receiving Tomb is much needed.


The Committee respectfully ask the Town for the usual appropriation of $500 for the ensuing year.

Sixth Annual Report


OF THE


Trustees of the Memorial Hall.


THE Trustees of the Memorial Hall and Free Public Library are happy to be able to report a very much improved and exceedingly satisfactory state of things in both departments of the institution of which they have the charge. Thanks to the generous donations of two of its former patrons, they have been able to carry out much needed improvements, which have contributed not less to the neatness of the centre of the town, than to the general attractiveness of the building itself. And, on the other hand, they begin the year 1878 with a replenished treasury for the purchase of books.


At the September meeting of the Board the following letter was submitted for its action.


" To the President and Board of Trustees of the Memorial Hall and Library :


GENTLEMEN, - Enclosed is my check for One Thousand Dollars to be expended for the benefit of the institution, suggesting for your considera- tion, first, the enclosing of the ground purchased from Mr. E. P. Higgins, and the extension of the fence on the street to the corner of said land, and otherwise improving the appearance of said land, balance of said one thousand dollars to be for the present use of the Library, as you, in your wisdom may direct.

As the donor's first wish was to enclose and improve the grounds, it was decided that this part of the work should be entered upon at once. A portion of the grounds already graded were in a very unsatisfactory con- dition, owing to the poorness and dryness of the soil. On this account the Committee appointed to superintend the work removed from the upper terrace eight inches of sand and gravel, and replaced the same with three inches of pulverized clay and five inches of fine loam. All the old banks and over eighty feet of the new were then grassed with very heavy, thick sods. The hollow on the north side of the building and the land recently acquired from Mr. E. P. Higgins having been properly graded and covered,

together with the other flat surfaces around the building, with clay and loam were laid down to grass. For the enclosing of the land thus im- proved, eighty-two feet of iron fence has been placed on Main Street, uni- form with, and in continuation of, that already existing in front of the building, and a cheap wooden fence running from the front to the back of our northern boundary. The whole work has been carefully and thoroughly done, and will, we believe, give permanent satisfaction. The whole cost of the improvements in and around the building has been,

At the regular January meeting of the Board a, communication was received from John Smith, Esq., to the effect that the sum of One Thou- sand Dollars was placed at its disposal for the purchase of books, the con- ditions of the gift to be the same as those attending his former gift of three thousand dollars. By this generous addition to our resources we are enabled to continue the regular supply of new books, and the time when it will be necessary to appeal to the Town for an additional appropriation has been happily removed into the future.


The regular annual examination of the Library has shown it to be in a good state of preservation. As five years have now elapsed since the founding of the Library, we append a statement of the receipts and expenditures of these five years, together with the cost of the building and land, as prepared by the Treasurer.

Town Warrant.


ESSEX, SS. To either of the Constables of the Town of Andover, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, and No. Andover, so far as relates to the election of a Board of Five Trustces for the Punchard Free School, qualified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Monday, the fourth day of March, 1878, at 12 o'clock, M., to act on the following Articles, namely :


Article Ist. - To choose a Moderator to preside at said meeting.


Article 2d. - To hear and act on the Report of the Selectmen.


Article 3d. - To choose Town Clerk and Treasurer, Selectmen, Assessors, Overseers of the Poor, One member of School Committee for Three Years, Constables, One Road Commissioner for Three Years, Fence Viewers, One Trustee for Memorial Hall for seven years, Board of Five Trustees for Punchard Free School for three years, and all other Town Officers.


Article 4th. - To see what action the Town will take in regard to unexpended appropriations.


Article 5th. - To see what sum of money the Town will appropriate for the use of the several departments the current year ; to wit : Schools, School-houses, Highways and Bridges, Removing Snow, Town Officers, Fire Department, Miscellaneous, Abatement of Taxes, Printing and Stationery, Cemetery, Interest on Notes and Funds, County Tax, State Tax, Discount on Taxes, Street Lamps, Decoration Day, State Aid, Town House, Hay Scales, Expenses of Almshouse, Relicf out of Almshouse, Repairs on Almshouse, Reservoirs, Hardy Road, and copying Ancient Town Records.


Article 6th. - To sce if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary, upon approval of the Selectmen.


Article 7th. - To see what method the Town will adopt for the collection of Taxes the current year.


Article 8th. - To see what compensation the Town will pay the Firemen for their services the current year.


Article 9th. - To see if the Town will pay to the Treasurer of the Memorial Hall the money received from the County Treasurer, for Dog-licenses, to aid in the support of the Library and Reading-room.


Article 10th. - To see if the Town will build a Stone Bridge crossing the Shawshin River on the Turnpike, and what sum of money the Town will appropriate therefor.

Artiele 11th. - To see if the Town will build a Reservoir in the immediate vicinity of the Punehard Free School and Grammar School-houses, on petition of Moses Foster and others, and what sum of money they will appropriate therefor.


Article 12th. - To see if the Town will build upon the rear end of the Town House to provide for Fire-escape, Ante-rooms, Water-closets, and Fire-alarm, and what sum of money the Town will appropriate therefor.


Artiele 13th. - To hear the report of Overseers concerning the heating of Almshouse by steam and fitting up Bath-rooms.


Article 14th. - To see if the Town will accept of a Road as laid out by the Road Commissioners, commeneing on the easterly side of Main Street, nearly opposite the easterly end of Chestnut Street, and terminating as set forth in said Commissioner's Report, and to see what sum of money the Town will appropropriate therefor.


Article 15th. - To see if the Town will convey to James H. Smith a certain portion of land situated on Park Street, in consideration for Land taken by the Town owned by said Smith for the construction of a Street or Highway leading from Punehard Avenue to Park Street, as laid out by the Road Commissioners.


Article 16th. - To see if the Town will build a Receiving Tomb at Spring Grove Cemetery, and if so what sum of money they will appropriate therefor, on petition of William Marland and others.


Article 17th. - To see what aetion the Town will take on the following eom- munication from C. F. P. Baneroft, Clerk of Trustees of Phillips Academy, to wit : Voted that the Trustees respectfully invite the Town of Andover to par- tieipate in the celebration of the completion of the first century of Phillips Academy, at Andover, June 5th and 6th, 1878.


Article 18th. - To see if the Town will build a Reservoir on Main Street, near the Railroad Bridge, on petition of Roger Sweeney and others, and what sum of money the Town will appropriate therefor.


Artiele 19th. - To see if the Town will accept and revise the list of names for Jurors, as prepared and posted by the Seleetmen.


Artiele 20th. - To see what sum of money the Town will raise by taxation to defray the necessary Expenses the current year.


Artiele 21st. - To aet on any other business that may legally come before the meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
