becoming better companions to themselves and to others. But it is undoubtedly the case that many who have this desire in a not very strong form become discouraged by meeting with obstacles at the outset.
The Trustees hope that they have made what will prove to be a valuable addition both for this class and for all other readers, by placing on a table in the reading-room a cyclo- paedia and two quarto dictionaries. They hope they will be freely used, especially by those who desire to form a taste for instructive reading. There is nothing more stimulating to the desire for general knowledge than the free use of a cyclopaedia. The pleasure that is experienced in finding out by one's own search in books exactly what one wants to know is akin to that of the prospecting miner who digs a nugget out of the earth. One nugget never satisfied a miner. One successful search in a cyclopaedia will never satisfy a true son of Eve.
The Trustees are happy to be able to state that a plan for the foundation of a Natural History Museum which has for a long time been maturing in the mind of Mr. Francis G. Sanborn is likely to take shape and substance during the present year. Mr. Sanborn has very generously offered his time and services for the arrangement of such a collection, and also the loan of a large number of valuable specimens. Mr. George W. W. Dove has also given two large cases of stuffed birds, which will put the ornithological department on a good footing at the outset, and at the same time be a permanent object of beauty and interest.
It was with regret that the Board learned the decision of Mr. Samuel Raymond to remove his residence to New York. Mr. Raymond has been a most constant and efficient friend of the Library from its beginning. He first served on the Building Committee, and subsequently in the capacity of Secretary and Treasurer, gratuitously, giving much time and labor to the interests of the institution. Mr. James B. Smith was chosen to fill the vacancy in the Board, and Mr.

Warren F. Draper has filled the office of Secretary and Treasurer.
The annual January examination has shown the library and other property to be in good condition.

Report of Fishing Committee.
The Committee appointed at a meeting hield Sept. 6, 1879, to prepare Regulations for fishing in Haggett's Pond, have attended to that duty and present the subjoined Regulations which have received the formal' approval of the State Fish Commissioners. They recommend the appointment annually, by the Selectmen, of a committee of three or five citizens, to serve without pay, whose duty it shall be to cause these Reg- ulations to be observed, and protect the rights of the public in the premises.

REGULATIONS FOR FISHING IN HAGGETT'S POND, ANDOVER.
Haggett's Pond in Andover, will be open to the inhabitants of Andover only, for the purpose of fishing during the months of August, September, and October, in each year, until fur- ther order be taken concerning the same, under the following Regulations, to wit :
1. Fishing will be allowed only on Tuesday of each week in August, Thursday of each week in September, and Satur- day of each week in October, from sunrise to sunset.
2. No means other than ordinary hook and line shall be used for taking fish, and no more than one hook and line shall be used at the same time by the same person.
3. No person shall be permitted to take fish from said Pond for the purpose of selling the same.
4. No person or family shall be permitted to take more than ten (10) pounds of fish from said Pond in any one day.
5. No person shall fish in said Pond without first obtain-

ing from the Town Clerk a permit fer such fishing, which permit shall bear date of its issue, the name of the person to whom it is issued, and shall be good and valid only to the person whose name it bears. Such permits shall be good for the entire fishing season of the year in which they are issued.
6. If Black Bass are caught of less weight than one-half pound, and are not seriously injured, they shall be imme- diately restored to the Pond.
7. Any person wilfully violating any of these regulations may be deprived of all right to fish in said Pond for the re- mainder of the season at the discretion of the Fish Committee of the Town, and may be prosecuted under the laws of the Commonwealth.

ESSEX, SS. To either of the Constables of the Town of Andover, GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Mon- day, the First Day of March, 1880, at 12 o'clock, M., to act on the following Articles, namely :
Article 1st. - To choose a Moderator to preside at said meeting.
Article 2d. - To hear and act on the Report of the Selectmen.
Article 3d. - To choose Town Clerk and Treasurer, Selectmen, Assessors, Overseers of the Poor, One member of School Committee for Three Years, Constables, Highway Surveyors or Road Commissioners, Fence Viewers, One Trustee of Memorial Hall for Seven Years, and all other Town Officers.
Article 4th. - To see what action the Town will take in regard to unexpended appropriations.
Article 5th. - To see what sum of money the Town will appropriate for the use of the several Departments the cur- rent year, to wit : Schools, School-houses, Highways and Bridges, Removing Snow, Town Officers, Fire Department, Miscellaneous, Abatement of Taxes, Printing and Stationery, Cemetery, Interest on Notes and Funds, County Tax, State Tax, Discount on Taxes, Street Lamps, Decoration Day, State Aid, Disabled Soldiers and Sailors Aid, Town House,

Hay Scales, Expenses of Almshouse, Relief out of Alms- house, Repairs on Almshouse, and Reservoirs.
Article 6th. - To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary, upon approval of the Selectmen.
Article 7th. - To see what method the Town will adopt · for the collection of Taxes the current year.
Article 8th. - To see what compensation the Town will pay the Firemen for their services the current year.
Article 9th .- To see if the Town will pay to the Treasurer of the Memorial Hall the money received from the County Treasurer for Dog-Licenses, to aid in the support of the Library and Reading-room.
Article 10th. - To see if the Town will accept and revise the List of names for Jurors, as prepared and posted by the Selectmen.
Article 11th. - To hear the report of Committee on Town House, and see what sum of money they will appropriate therefor.
Article 12th. - To hear the report of Committee on Reservoirs, and see what sum of money the Town will appropriate therefor.
Article 13th. - To hear the report of Committee on Fish- ing, and act thereon.
Article 14th. - To see if the Town will build a Culvert on Main Street, from the land of Cornelius Crowley to the Rail- road Bridge, on petition of George W. W. Dove and others, and see what sum of money the Town will appropriate therefor.
Article 15th. - To see if the Town will build a piece of Road from the old Ferry Road across land of Geo. G. Love- joy to the River Road, so-called, as laid out by the Selectmen, on petition of Stephen Hardy and others, and see what sum of money the Town will appropriate therefor.
Article 16th. - To see if the Town will appropriate a sum of money to purchase a Safe for the preservation of im- portant and valuable books and records belonging to the Town, on petition of the Trustees of Memorial Hall.

Article 17th. - To see what sum of money the Town will raise by taxation to defray the Necessary Expenses the current year
Article 18th. - To act on any other business that may legally come before the meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
