Town Warrant.
ESSEX, SS. To either of the Constables of the Town of Andover.
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, qualified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Monday, the seventh day of March, 1887, at 12 o'clock, M., to act on the following Articles, namely :
Article 1st. - To choose a Moderator to preside at said meeting.
Article 2d. - To choose Town Clerk, Treasurer, Collec- tor of Taxes, Selectmen, Assessors, Overseers of the Poor, a Board of Health, One member of the School Committee for Three Years, One Trustec of Memorial Hall for Seven Years, Constables, Fence Viewers, Field Drivers, Surveyors of Lumber, One or more Highway Surveyors, or a Board of Three Road Commissioners, Pound Keeper, Street Lamp Committee, and one or more Auditors of Accounts.
Article 3d. - To see what action the Town will take on the following question : "Shall licenses be granted for the sale of intoxicating liquors in this Town ?"
Article 4th. - To see what action the Town will take in regard to unexpended appropriations.

Article 5th. - To see what sums of money the Town will appropriate for the use of the several Departments the cur- rent year, namely : Schools, School-houses, School Books and Supplies, Highways and Bridges, Sidewalks, Removing Snow, Town Officers, Town House, Fire Department, Street Lamps, Printing and Stationery, Spring Grove Cemetery, Memorial Day, State Aid, Indigent Soldiers and Sailors' Aid, Almshouse Expenses, Relief out of Ahnshouse, Repairs on Almshouse, Hay Scales, State Tax, County Tax. Adjust- ment of Taxes, Discount on Taxes, Abatement of Taxes, Interest on Notes and Funds, Insurance, and Miscellaneous.
Article 6th. - To see if the Town will authorize the Town Treasurer to hire money for the use of the Town when necessary, upon the approval of the Selectmen.
Article 7th. - To determine the method of collecting the Taxes the current year.
Article 8th. - To fix the pay of the Firemen for the cur- rent year.
Article 9th. - To see if the Town will revise and accept the List of names for Jurors, as prepared and posted by the Selectmen.
Article 10th. - To determine the disposition of the Dog- License money received from the County Treasury.
Article 11th. - To hear and act on the Reports of the Selectmen and other Town Officers.
Article 12th. - To hear the Report and recommendations of the Committee on the Centre Primary School and School- house, the Phillips School, and the proposed new Grammar School Building, and see what action the Town will take thereon, and what sum of money shall be appropriated there-

Article 13th. - To see if the Town will accept the pro- visions of sections 74, 75, 76, and 77 of Chapter 27 of the Public Statutes, relating to Road Commissioners, and deter- mine the compensation of such officers, if the Town shall choose them.
Article 14th. - To see if the Town will accept and allow a way laid out by the Selectmen, on petition of Moses Foster, Rev. M. J. Murphy, John L. Smith, and others, leading from School Street, westerly, near to and nearly parallel with the Boston and Maine Railroad, to a point on Central Street near the house of T. F. Pratt, and appropriate a sum of money therefor.
Article 15th. - To see if the Town will accept and allow a way laid out by the Selectmen, on petition of William S. Jenkins, Edward Taylor, M. C. Andrews, E. K. Jenkins, and others, extending from the easterly end of Pike Street to a point on Chestnut Street, as a continuation or extension of Pike Street to Chestnut Street, and appropriate a sum of money therefor.
Article 16th. - To see if the Town will accept and allow a way laid out by the Selectmen, on petition of F. G. Haynes, Joseph Shaw, B. F. Haynes, and others, leading from a point on the Wilmington Road near the house of Alfred H. Hill, to the house of Joel Craig, near the Lowell Junction on the Boston and Maine Railroad, and appropriate a sum of money therefor.
Article 17th. - To see if the Town will vote to finish the graveling and grading of Maple Avenue which was begun in

1884, and appropriate a sum of money therefor, on petition of James Grosvenor, James Middleton, George S. Cole, H. A. Bodwell, and others.
Article 18th. - To see if the Town will vote to grade and repair Walnut Avenue, otherwise known as " Carmel Lane," and appropriate a sum of money therefor, on petition of J. M. Bradley, Francis H. Johnson, Moses Foster, and others.
Article 19th. - To see if the Town will vote to build a sidewalk Foot-bridge on the west side of the Main Street Bridge over the Shawshin River, and appropriate two hun- dred and fifty dollars ($250) therefor, on petition of George W. W. Dove, Joseph W. Smith, George H. Torr, William C. Donald, William H. Jowett, Joseph W. Poor, and others.
Article 20th. - To hear the Report and recommendations of the Water Committee, and see what sum of money the Town will appropriate in pursuance thereof.
Article 21st. -- To see if the Town will appropriate a sum of money to introduce a system of Fire Alarm, for the purpose of increasing the power and efficiency of the Fire Depart- ment, on petition of Leverett Bradley, Horace H. Tyer, George S. Cole, Felix G. Haynes, and others.
Article 22d. - To see if the Town will authorize the Engineers of the Fire Department to sell the old Hand Fire- Engine " Shawshin," on petition of said Engineers.
Article 23d. - To see if the Town will vote to purchase an Excavator Tank-Wagon, and Apparatus for sanitary pur- poses, and appropriate a sum of money therefor, on petition of John H. Soehrens, Moses Foster, J. Tyler Kimball, Joseph A. Smart, S. K. Johnson, F. H. Johnson, George L. Abbott, and others.

Article 24th. - To see if the Town will grant and vote a sum of money to be expended in planting shade trees on the public squares and highways of the Town.
Article 25th. - To see what sum of money the Town will vote to raise by taxation to defray the necessary expenses the current year.
Article 26th. - To transact any other business that may legally come before the meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
