REPORT


OF THE


Selectmen and Assessors.


SCHOOLS AND SCHOOL-HOUSES.


The School Committee recommend the appropriation of the following amounts for the ensuing year : Schools, $13000 ; School-houses, $1800 ; School-books and supplies, $900.

PAY OF TOWN OFFICERS.


We suggest that the appropriation for Town Officers be increased to $4500, and that hereafter the Chief of Police and the night police be paid from this appropriation.


TOWN HOUSE.


If the present arrangements continue $600 will be enough on Town House account for the coming year.


The post-office room is too small and inconvenient for its present and prospective business. It is not probable that a suitable room will be provided outside the Town House for years to come, and it may be advisable to move the post- office into the lower hall. Door-ways can be made in place of present windows, giving through passage from side to side. By proper effort adequate rent can be obtained from the Government. The present post-office room is needed for Town offices. The Town business has outgrown its room, and changes must soon be made.

FIRE DEPARTMENT.


The Engineers ask for an appropriation of $2500 for running expenses.


We recommend the appropriation of $1500 additional for support of horses and pay of driver. The driver and horses to be under the direction of the Highway Surveyor or Road Commissioners, except when needed for fire-engine purposes. And we further recommend that the appropriation for High- ways and Bridges be $1000 less on that account.


HIGHWAYS AND BRIDGES.


In consideration of the proposed appropriation for horses and driver we recommend for Highways and Bridges, $7000 ; Sidewalks, $1000; removing snow, $800.


The purchase of gravel by the cart-load is unduly expen- sive, costing $200 or more per year. The Town ought to own gravel banks in all available localities where needed.


STREET LIGHTING.


The Street Lighting Committee will need $1500 to main- tain the present system, and place new lamps where needed.


PRINTING AND STATIONERY.


$500 will be required for these purposes.


STATE AID.


We think that $1400 will be sufficient. If more is required it must be paid, as this appropriation-and also the Military Aid-is expended under the direction of the Commissioners of State Aid.


MILITARY AID.


The appropriation for 1888 was overdrawn, therefore we ask for a larger amount for this year,-$750.

MEMORIAL DAY.


The yearly increased number of soldier's graves in our cemeteries requires a larger amount for the proper care thereof. We ask that this appropriation be increased to $200.


SPRING GROVE CEMETERY.


The Committee in charge ask for the usual amount, $300, and the avails of the sales of lots, grass, etc.


INSURANCE.


The insurance of the recently completed Grammar School House was not provided for at the last March meeting, and $400 will be required for insurance on that building, and re-insurance on other Town buildings.


HAY SCALES.


The usual appropriation of $50 will be sufficient. This is the only dividend-paying property owned by the Town. See the Treasurer's Account.


SHADE TREES.


The Committee of the Andover Farmer's Club has judi- ciously expended the Tree appropriations in the past, and we recommend that he be allowed the same amount this year,- $100.


STATE AND COUNTY TAXES.


The amounts which may be required under this head can only be estimated. The large unexpended balances of last year's appropriations indicate that smaller appropriations may be made for this year. State Tax, $6500; County Tax. $6000.

DISCOUNT ON TAXES.


The Discount appropriation of last year was not large enough to cover the amount allowed by the Collector. That was owing to the fact that the amount voted to be raised by taxation, $54000, was much larger than was anticipated when the appropriation was made. The discount allowed bears about the same proportion to the amount of tax year by year. About two thirds of the Bank Tax discount is repaid to the Town, being allowed on the tax on shares owned elsewhere.


We recommend an appropriation of $2500 for discount.


ABATEMENT AND REMISSION OF TAXES.


$450 will be sufficient for these purposes. Only the neces- sary amount will be used.


INTEREST ON NOTES AND FUNDS.


$1296 of this appropriation is paid yearly as interest on the Memorial Hall and Old Proprietors' permanent Funds, for which the Town is liable. The remainder of payments is interest on money borrowed by the Treasurer in anticipation of taxes.


$2000 will cover all payments of Interest this year.


MISCELLANEOUS.


The Chief of Police has been paid from this appropriation for several years past. If our suggestion that he be paid from the proper appropriation be adopted, $800 will probably defray the miscellaneous expenses of the current year.


$350 was added to this appropriation last year to pay the probable expenses of the Sadlier suit for damages against the Town. Due preparation was made to successfully defend the Town, and the suit was abandoned.

ASSETS AND LIABILITIES.


The Treasurers' Report shows the financial condition of the Town to be good. He was authorized to borrow $10000 on the New Grammar School House account, but less than $7000 was required.


THE LAWRENCE BRIDGES.


Under an act of the General Court the County Commis- sioners have awarded $3500 as Andover's proportion of the expense of rebuilding the Lawrence bridges.


The award must be paid, with interest from Feb. 1, 1889, and we advise that $3520 be appropriated therefor.


THE ANNUAL TOWN MEETING.


In view of the large and increasing amount of business to be transacted at the Annual Town Meeting the Selectmen think it would be wise to fix an earlier hour for the meeting. While it is within the province of the Selectmen to fix the hour for opening the meeting, it is thought best to obtain the sense of the Town on the subject.
