REPORT OF THE SUPERINTENDENT OF STREETS.
TO THE SELECTMEN OF THE TOWN OF ANDOVER :
Gentlemen, - I herewith present my third annual report of Highways and Bridges.
March 28, we began work at the railroad bridge on Main Street and graded toward Lawrence as far as Stimpson's bridge, repairing the sidewalks on both sides where needed. On the east side, at Mr. Donoran's, one hundred and eight (108) one-horse loads were carted away and used for filling north of Stimpson's bridge. This road between the two bridges required over 1000 loads of broken stones.
From there we began on Main Street where Morton crosses, stoning the road and filling the gutters, removing all pipe and bringing the sidewalks to grade as far as Benjamin Brown's store, at the square. The sidewalk at Edward Taylor's being low, it necessitated a grade of twenty inches.
Our next move was to take the crusher to Rufus Bailey's, on the River Road. Here we opened up a new pit, and found material enough to macadam the whole town of Andover if it were situated conveniently. Five hundred loads were taken from here and put on the road between Fish Brook and house of said Bailey, making a little over one- half mile of road.
While we were at work there the town teams began work on Bartlet Street. After having worked for a day and a half, the long looked for engineer arrived in the person of Mr. McClintock, Chelsea, Mass. I was ordered by the Select- men to meet them and said gentleman at the Town House at 8.30, A.M., which I did. A few moments later we all started up Main Street to Morton, over the piece of road just com- pleted. No change was suggested by said gentleman, except that a grate be put in where the water dropped from a culvert to the brook near Edward Taylor's house. From there we

went to School Street, then to Central, to a piece of road macadamized last year, over this to Pratt's Hill. This was in a bad condition, and written complaints had been made to the Selectmen. I asked the engineer how I should fix it. After looking it over for a few minutes he said, " Leave the grade just as it is, put on six inches of broken stone, and the job is done."
We next visited the Red Springs. He examined the material and pronounced it good. From there we went to Cuba Hill, near the old Cogswell place. I again asked his advice in regard to fixing this hill. From there we went to Marland Village to Stimpson's bridge, and looked over the piece of work done in April.
At this point the Selectmen asked Engineer McClintock his opinion. He replied, " Gentlemen, this is the common sense kind of roads, and I should build in the same way myself. It is the way we all build them."
We then repaired to the Town House, and in further con- versation he said, " I do not understand how your Superin- tendent obtained such good results without a roller. I shall have to come to him for points." This he repeated. It was very gratifying to me, after having been buried with the Fathers of the Town at Den Rock, underneath the stone crusher. The interview ended, and the engineer received his $25 and returned on the 12.20 P.M. train.
The governor having heard that he had been sent for from Andover appointed him on the State Board of Highway Commissioners.
August 18 the crusher was brought back to the Red Springs.
In repairing Pratt's Hill I did as the engineer suggested, only I put on nine inches instead of six. This we built twenty-two feet wide, leaving off at the Shawsheen Bridge. We also built twenty rods of new sidewalk on the south side of this road. This gives an unbroken line of stoned road from the river to the house of B. F. Smith on Central Street.

I had just commenced at B. F. Smith's to go to the South Church when the snow drove me off. Could I have com- pleted this, I should have had an unbroken stoned road to the house of William Brown, near the foot of High Street.
Forty-one cubic yards of stone have been carried to Ballard- vale, near the Congregational Church. From here we went to Cuba Hill. This was stoned as suggested by Engineer McClintock of Chelsea. Turning the corner, we stoned the Abbott Village Hill, down to the river bridge, grading the sidewalk where needed, and removed the culvert in front of Patrick Burke's.
School Street has been stoned from Essex to Railroad Street. At the Square one hundred and sixty-five dollars have been expended in laying drain-pipe, building manlioles, paving, raising the flag-stones, and grading. Park Street has been graded from Main to Punchard Avenue ; Bartlet from Park to Chestnut Streets; Chestnut from Bartlet to Punchard Avenue. The sidewalk on Bartlet Street has been filled to grade from Punchard walk, forty-two rods south re- quiring about fifteen inches of filling. Twenty rods have been graded on Porter Street. The entire street from Central to Woburn has been graded; also, twenty rods on Woburn Street.
One hundred and seven loads of gravel have been put on the road near Hardy Brothers' place in West Andover, and fifty-seven loads have been put on the hills near Daniel Trow's.
Nearly a mile of the old railroad has been graded with the scraper ; also from Washington Avenue to the North Ando- ver line by the same machine ; also one mile from the Wil- mington line, coming toward Andover, on the road leading to Foster's Pond.
More than three miles of road have been repaired in the same manner in the west part of the town. The hill on Lowell Street near Peter D. Smith's has been re-surfaced.
Bushes have been cut in West Andover, and in Frye Vil-

lage, Cape and Scotland Districts, and in Ballard Vale where needed.
The sidewalks on Marland Street, Ballardvale, have been graded from the top of the hill to the Methodist Church. About eight rods of new sidewalk have been laid from Patrick Conway's to Lowell Street, and the gutters have been cleaned on several streets.
The gutters have been cleaned on Main, Central, School, Essex, Brook, Pearson, Elm, and High Streets, and on Maple Avenue.
The trees have been trimmed on Maple and Punchard Avenues, Elm, School, and Central Streets. The large elm near Whiting's store has been removed, with several others.
Length of roads stoned, two miles and fifteen rods. Two hundred rods of this are thirty-six feet wide, being eighteen feet each side of the track; equal to one mile and eighty rods of single road.
Length of road gravelled, including work done with the road machine, eight and one-half miles.
The bridge at Frye Village has been new planked, and the Shawsheen bridge at Hartwell Abbott's has been repaired. Three culverts have been rebuilt.
Eight hundred and eighteen feet of railing have been put up in the following places : Haggetts Pond, Frye Village, Essex, Cuba, and School Streets.
Two thousand and thirty-eight loads of gravel have been used, and five thousand, three hundred and fourteen cubic yards of stone and gravel have been run through the crusher. Over three hundred loads of road-wash have been used for filling, and about the same number have been sold, and the money paid to the Town Treasurer.
Two hundred and six dollars have been received from the Boston & Maine Railroad Co. for grading, and paid to the Town Treasurer.
The stones have been raked away every two weeks during the season. Two men worked six weeks sinking the large stones that were in the roads about town.

Two hundred and twenty-seven loads of gravel have been placed on the road leading from Frank Cunningham's to War- ren Bailey's, known as the Warren Bailey lane (this gravel was given by said Bailey), several large stones have been re- moved, and the bushes have been cut.
