We have examined the accounts of the Town Officers, and find them correct, with satisfactory vouchers for all payments made.


The Town Treasurer has on deposit in the Andover National Bank two thousand and twenty dollars and thirty- eight cents ($2020.38) to the credit of the water loan, and one hundred and ninety-five dollars and thirty-eight cents ($195.38) town funds.

Memorial Hall.


TWENTY-THIRD ANNUAL REPORT OF TRUSTEES.


The varied and valuable work of the Memorial Hall Li- brary has gone on for the year 1894. quietly. regularly, with- out interruption or special innovation. but we believe to the increa-ing acceptance and advantage to all classes of the community.


The arrangement for special delivery of books in the re- moter districts of the town. inaugurated during the year, has proved very satisfactory. One hundred and thirty-eight cards have been taken out in the four districts visited by the car- rier - mostly by new patrons of the library - and nearly twenty-five hundred volumes circulated.


Many of the teachers in the public schools have availed themselves of the privilege of drawing several volumes at once. for special use in their class rooms. A considerable number of books relating to the temperance reform has been recently added to the Library, on account of the special fund given by the Woman's Christian Temperance Union.


The trustees have received during the year from the estate of the late Mr. John Cornell his bequest of ten thousand dol- lars. and have invested the same, pending its appropriation to the purposes specified by him. A donation of $102 has also been received from the Andover Farmers' Club, on the occa- sion of the disbandment of that organization.


Maj. George T. Clark, a native of Andover, has presented to the Library, in a bound form, valuable pamphlets relating

to the early history of the " Andover and Wilmington Rail- road," an example, which if followed by other past or present citizens of Andover, might secure for preservation and refer- ence documents and articles of special interest in connection with the approaching anniversary celebration of the town.


Early in the year a letter was received from Mrs. John Byers, generously offering to furnish a complete card cata- logue of the Library. This offer was gratefully accepted. and an accomplished expert, employed by her, has been engaged for several months in preparing the catalogue, which will be probably finished during the present year.

Town Warrant.


ESSEX, SS. To either of the Constables of the Town of Andover. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover, and of North Andover as far as relate to the election of Trustees of the Punchard Free School, qual- ified to vote in town affairs, to meet and assemble at the Town House in said Andover, on Monday, the Fourth day of March, 1895, at Nine o'clock, A.M., to act on the follow- ing Articles, namely :


Article 1st. - To choose a Moderator to preside at said meeting.


Article 2d - To choose Town Clerk, Treasurer, Collector of Taxes, One member of the Board of Selectmen, Assessors and Overseers of the Poor for three years, Board of Health, three members of the School Committee for three years, one Water Commissioner for three years, one Sewer Commis- sioner for three years, One Trustee of the Memorial Hall for seven years, Five Trustees of the Punchard Free School for three years, One or more Auditors of Accounts, Constalles, Fence Viewers, Field Drivers, Surveyors of Lumber, a Pound Keeper, and any other officers the town may determine to choose.


Article 3d. - To take action on the following question : " Shall Licenses be granted for the Sale of Intoxicating Liquors in this Town ?"


Article 4th. - To determine what sums of money shall be appropriated for Schools, School-Houses, School Books and Supplies, Highways and Bridges, Sidewalks, Removing Snow, Horses and Drivers, Town Officers, Town House, Hay Scales, Fire Department, Insurance, Street Lighting, Printing and Stationery, Spring Grove Cemetery, Memorial Day, State Aid,

Military Aid, Waterworks, Interest on Bonds, Funds and Notes, State Tax, County Tax, Discount on Taxes. Abate- ment of Taxes, Almshouse Expenses, Relief out of Alms- house, Repairs on Almshouse, and other town charges and expenses.


Article 5th. - To hear the report of Sewer Commissioners and see what sum of money the Town will appropriate for the construction of a system of sewerage, and adopt the pro- visions of laws relating to sewers, and sewer assessments.


Article 6th. - To see if the Town will vote to discontinue the present Superintendent of Streets and appoint three high- way surveyors, on petition of John Sweeney, Jr., and others.


Article 7th .- To see if the Town will cause an incan- descent light to be erected at the corner of Park Street and Punchard Avenue and appropriate a sum of money to main- tain the same, on petition of T. J. Farmer and others.


Article 8th. - To see if the Town will authorize the issue of fifteen thousand dollars ($15000) of water bonds for the purchase of a new pumping engine, on petition of the Water Commissioners.


Article 9th. - To determine the method of collecting the taxes the ensuing year.


Article 10th. - To fix the pay of the Firemen for the ensuing year.


Article 11th. - To see if the Town will revise and accept the list of names for Jurors, prepared and posted by the Selectmen.


Article 12th. - To hear and act on the Reports of the Selectmen and other Town Officers.


Article 13th. - To hear and act on the Report and Rec- ommendations of the committee on the 250th anniversary of the incorporation of Andover.


Article 14th. - To see if the Town will appropriate a sum of money to transfer the scholars from the Holt District

School to the Centre Schools, on petition of the School Com- mittee.


Article 15th. - To see if the Town will revise and amend its By-Laws.


Article 16th. - To see if the Town will build a new School Building in the North District and appropriate a sum of money therefor, on petition of School Committee.


Article 17th. - To see what measures the Town will adopt for the better care of the public dump, and appropriate a sum of money therefor, if found necessary, on petition of Village Improvement Society.


Article 18th. - To see if the Town will appropriate a sum of money to be used to improve its land at the Railroad Station, on petition of Village Improvement.


Article 19. - To authorize the Treasurer to hire money for the use of the Town, in anticipation of taxes upon the approval of the Selectmen.


Article 20. - To determine the amount of money to be raised by taxation the ensuing year.


Article 21st .- To determine the disposition of unexpended appropriations.


Article 22d. - To transact any other business that may legally come before the meeting.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
