Fire Department.
REPORT OF THE CHIEF ENGINEER.
TO THE BOARD OF SELECTMEN :
Gentlemen,-In compliance with the regulations of the Fire Department, I submit the following report :
The force consists of four Engineers, twenty-two members of Steamer Co. No. 1, and B. F. Smith Hook and Ladder Truck, and ten members of the J. P. Bradlee Hose Co., No. 1.
The apparatus consists of two third-class steam fire en- gines with hose carriage for each, one two-horse hose wagon one hook and ladder truck, one one-horse hose wagon, and one supply wagon. There are about five thousand feet of hose in good condition.
There have been thirteen alarms of fire the last year :

Cemetery Committee.
The Cemetery Committee herewith submit their annual report with a statement of the receipts and expenditures for the year ending January 1, 1896.
The cemetery has been under the care of Mr. Vennard as Superintendent, and the grounds have never been kept in better condition than during the past year.
Much needed work has been done in clearing the under- brush and removing trees near the entrance. A new avenue at the entrance nearer Ballard Vale has been laid out and adorned with a double row of trees.
Many trees have been transplanted and the avenues and walks kept clean and attractive. As the receiving tomb is in a bad condition and will need to be partially rebuilt, your committee ask for an appropriation of $300.00 and the pro- ceeds of the sale of lots for the coming year.

Board of Health.
To the Honorable Board of Selectmen :
Your Board of Health elected as follows : Arthur Bliss, Charles E. Abbott, M.D., Howell F. Wilson, organized at its first meeting, Arthur Bliss chairman, Charles E. Abbott secretary ; and voted to use the same Regulations as published during the preceeding year, and said notice to be given of the same in the Andover Townsman. During the year 26 cases of nuisance have been investigated by the Board. Advice in regard to the location of six cesspools has been given. Two examinations and certificates for plumbers have been received, and one permit granted to keep a boarding house for infants.
The various slaughter houses and rendering establish- ments have been under the supervision of your Board and have been visited frequently. In the absence of a regular In- spector of Plumbing, the Chairman or Secretary has fixed and approved 38 plans for plumbing, and we trust with gen- eral satisfaction and no cost to the public. Numerous com- plaints in regard to the keeping of swine and hens have been received and attended to according to our Regulations,
The following cases of disease have been reported : Va- rioloid, 1; Diphtheria, 11; Scarlet Fever, 16; Typhoid Fe- ver, 3 ; total, 32.
The Board wishes to thank the various physicians who have carefully reported cases of contagious diseases, and to enlist the cooperation of the householder also in caring for these cases, from a sanitary point of view. The physician of

your Board is at all times ready and willing to aid, either in person or by advice, in the fumigation of infected apartments. Your Board has found it impracticable to take charge of the cleaning of vaults and cesspools, especially owing to the great amount of territory to be gone over, but advice, in regard to the same, will be gladly given. Your Board cannot urge too strongly the acceptance of some plan of sewage disposal at an early date. The sanitary condition of our public build- ings depends entirely upon this one question, and the erec- tion of more commodious dwelling houses to afford tene- ments for an ordinary rental is also dependent upon this point. The introduction of water has been a boon to many of our citizens, but its disposal has become a veritable night- mare. The subject of surface drainage is also strongly ad- vocated by your Board. In regard to complaints from the general public they are again requested to make their requests in writing in order that the same may be recorded.

Sewer Commissioners' Report.
To the Citizens of Andover :-
The only question of importance which has come before your Sewer Commissioners during the past year has been the method for disposal of the sewage of Andover. In our last report we recommended carrying the outlet sewer through a part of the town of North Andover and discharging the crude sewage directly into the Merrimack River, and were instructed by the town to petition the General Court for an act, giving the town authority to carry out the scheme. The bill, as ap- proved and presented to the Legislature by your Commis- sioners, was, in their opinion, every way desirable, but in the course of legislation, Section 15 of Chap. 386, Acts and Re- solves of the Legislature of Massachusetts for 1895, a copy of which accompanies this report, was introduced through the influence of our representative as an amendment, and incor- porated therein.
Inasmuch as the Merrimack River is specially exempt from the operation of the laws relating to the pollution of ponds and rivers, this section is looked upon by your Com- missioners as an unjust discrimination against the Town of Andover, and its operation and enforcement liable to create an entirely uncalled-for expense should Andover construct its sewer outlet into the Merrimack. It was therefore deemed advisable to make a careful study of other methods of dis- posal. Visits were made to Worcester and Brockton to ex- amine the operation of "Chemical precipitation " and of " Broad filtration."
