SEWER DEPARTMENT


One thousand and seventy feet of six-inch sewer main were installed on Carmel Road from High Street to a point in front of the property of Mr. Frank Hughes. This work was done under Article 24 of the 1934 Warrant. The cost of the above for material, blasting, skilled labor and supervision was $1306.04. The E.R.A. labor amounted to $1473.88, making a total cost of $2779.92, or $2.60 per foot.

Five hundred and eighty-eight feet of six-inch sewer main were installed on Porter Road from the corner of Hidden Road to a point in front of Mr. Edmond Hammond's property. This work was done under Article 23 of the 1934 Warrant. The cost of the above for material, skilled labor and supervision was $702.83 and the E.R.A. labor $731.61, making a total of $1434.44, or $2.45 per foot.

Six hundred and twenty two dollars and seventeen cents of this balance was voted under Article 5 of the Special Town Meeting held October 1st to be spent for the partial construction of the Lowell Junction Road water line, leaving a balance of $50.00.


Two hundred and eighty-eight feet of eight-inch and six hund- red and thirteen feet of six-inch sewer main were installed on Corbett Street from the corner of Ayer Street to the property of Mr. Antonio Catanzaro. This work was done under Article 25 of the 1934 Warrant. The cost for material, skilled labor, super- vision and blasting was $1954.74 and the E.R.A. labor $1341.58, making a total of $3296.32, or $3.66 per foot.

PARK DEPARTMENT


The earth bank in the south east corner of the Playstead has been removed preparatory to the regrading of that section of the Playstead. An area south of the baseball bleachers has been filled in and will be used as a paddle tennis court for the children. The work of regrading the Ballardvale Playstead at the corner of Woburn Street and Andover Street and building a paddle tennis court at the playground across from the Fire Station at Ballard- vale has been started. The above is being done by E.R.A. labor.


Twenty-five hundred hemlock trees were planted in Carmel Woods to replace the deciduous trees that have been cut down. The entire area of Carmel Woods is now planted with white pines, red pines, and hemlocks.


Twenty red pines were planted on the discontinued section of Poor Street between Main Street and Union Street. The cost of the trees and the labor for planting was paid for by the Andover Village Improvement Society.

To our Fellow Towns people Warning


Your Finance Committee wishes first to rivet your attention to the following fact-viz-


Unless it pleases you to vote only an amount equal to the ap- proved appropriations your tax rate will exceed $30.00.


Special article appropriations, not approved total $71,615.00, equaling all or any part of an additional $4.47 tax rate or a total of about $34.50.


It is only after painstaking study of every departmental Bud- get, and after receiving the hearty cooperation of every depart- ment and after careful study of the merits of each special article, that we present to you our recommendations totaling $580,065.42 with a consequent tax rate of about $30.00 per M.


We advance for your serious consideration the following facts:


Your assessed valuation has shrunk from an average of $17,- 160,000.00 in 1929 and 1930 to the present figure of two years standing about $16,000,000.00


Your departmental expenses are of necessity somewhat greater due to greater demands upon them, either for service or protection, and it is obvious that unless valuation increases or expenses decrease, or both, you are facing a period of years with a tax rate of $30.00 or more.


WE RECOMMEND the appointment at this time of a com- mittee of not more than five members with instructions to investi- gate and study all Town Departments and expenses and to report recommendations to the next annual Town Meeting, regarding more economical operation of all Town departments. We refer specifically to consolidated buying of all Town supplies, to open competition on all purchases to the consolidation and perhaps the elimination of some departments and to many other subjects which will be apparent as their investigation progresses.

You will note that only the following active departments are calling for increased appropriations over those of last year,-

Library $7500.00 $8200.00 $700.00 Due partly to shrinkage in other income and partly to addition- al expense of operation.


Schools $148000.00 $152932.00 $4932.00 Due to increased upkeep and repair, transportation and fuel and increased teaching force.


Spring Grove Cemetery $7400 00 $8495.00 $1095.00 Due mostly to absolute necessity of installing adequate rest rooms.


Selectmen's combined budgets $184482.00 $204690.00 $20,208.00 Due to Increase in Insurance about $5.000.00, mostly in antici- pation of new school; Completion of Assessors Survey $3.183.00 Fire Department $1.100.00 for new transformer and general repairs; Interest $4.000.00: Bond Retirement $9.300.00; and offset somewhat by reduction of $2.000.00 for Election and Registration and lesser credits.

In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in Elections and Town Affairs to meet and assemble at the designated polling places in Precincts One. Two. Three and Four,

viz: The Town House in Precinct One; the Old School House, Ballard Vale, in Precinct Two; the Administration Building, Shawsheen Village, in Precinct Three; and the Phillips Club House, School Street, in Precinct Four, in said Andover, on MONDAY, THE FOURTH DAY OF MARCH, 1935 at 6:00 o'clock A.M., to act on the following articles :


ARTICLE 1 .- To elect a Moderator for one year, Town Clerk for one year, Treasurer for one year, Collector of Taxes for one year, one member of the Board of Selectmen for three years, one member of the Board of Assessors for three years, three members of the School Committee for three years, one member of the Board of Public Works for three years, one member of the Board of Health for three years, three Constables for one year, one Trustee of Memorial Hall Library for seven years, one Tree Warden for one year, one member of the Planning Board for five years, one member of the Planning Board for four years, to fill a vacancy; one member of the Planning Board for three years, to fill a vacancy ; one member of the Planning Board for one year, to fill a vacancy, and all town officers required by law to be elected by ballot.


All the above candidates to be voted on one ballot. The polls will be open from 6 o'clock a.m. to 6.30 o'clock p.m.


After final action on the preceding Article One, the said meet- ing shall stand adjourned by virtue of Section 20, Chapter 39, of General Laws, to Monday, March 11, at 1.30 o'clock p.m. at the Town Hall, then and there to act upon the following articles, namely :


ARTICLE 2 .- To elect all other officers not required by law to be elected by ballot.


ARTICLE 3 .- To establish the salary of elected Town Officers for the ensuing year.

ARTICLE 5 .- To see if the Town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1935, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in ac- cordance with Section 17, Chapter 44, General Laws.

ARTICLE 6 .- To determine what disposition shall be made of unexpended appropriations and free cash in treasury.

ARTICLE 7 .- To see if the Town will vote to appropriate a sum of money to be expended in conjunction with Emergency Relief Administration labor for the purchase of materials and for truck hire on approved projects.

ARTICLE 10 .- To see if the town will vote to appropriate a sum of money not in excess of $850.00 and authorize the Select- · men to purchase an automobile and an auto radio for the use of the Police Department as recommended by the Police Investiga- tion Committee.

NOTE: Articles No. 10, No. 11, and No. 12 are no doubt very good recommendations. However, in view of existing con- ditions as well as the fact, that if Article No. 10 is voted $50.00 insurance and $300.00 expense of car must be add- ed to department expense and if Article No. 11 is voted $172.00 must be added for electricity for balance of year, we feel the investment and operating cost is not war- ranted at this time.


ARTICLE 11 .- To see if the Town will vote to appropriate a sum of money not in excess of $500.00 and authorize the Select- men to purchase and install a pretimed set of traffic signals at or near the junction of North Main, Lowell, Poor and Haverhill Streets in Shawsheen Village Square so called with the provision that the State Department of Public Works will furnish a like amount, as recommended by the Police Investigation Committee. (Not approved)


ARTICLE 12 .- To see if the Town will vote to purchase and in- stall six Button traffic signs to be placed on streets entering Ando- ver Square and appropriate the sum of $300.00 to cover the cost of same as recommended by the Police Investigation Committee.

ARTICLE 13 .- To see if the Town will vote to appropriate the sum of $750.00 to be used for supervised play at the playstead to be expended under the direction of a committee of three to be ap- pointed by the Moderator, on petition of Samuel P. Hulme and others.

ARTICLE 14 .- To see if the Town will authorize the Board of Public Works to extend the water main from the corner of Lowell Street and Greenwood Road, along Greenwood Road to the pro- perty of J. H. Bourdelais, and appropriate the sum of $25,000.00 to care for this work, on petition of Anna Peterson and others.

ARTICLE 15 .- To see if the Town will authorize the Board of Public Works to extend the water main from the present dead end at the Disbrow farm on Chandler Rd. along Chandler Rd. to the residence of Charles Garabedian and appropriate the sum of $6700.00 to care for this work, on petition of Charles Garabedian and others.

ARTICLE 16 .- To see if the Town will authorize the Board of Public Works to extend the water main from the corner of Greenwood Rd. and Chandler Rd. along Chandler Rd. to the residence of Charles Garabedian and also extend the existing water main at the corner of Chandler Rd. and Greenwood Rd. a distance of 840 feet along Greenwood Rd. and appropriate the sum of $19,500.00 to care for this work, on petition of Ovagen Arakelian and others.

ARTICLE 17 .- To see if the Town will authorize the Board of Public Works to extend the water main from the present dead end on Salem St. near Wildwood Road along Salem St. to Jenkins Road thence along Jenkins Road northerly to the North Andover line and appropriate the sum of $15,010.00 therefor, on petition of John J. Sweeney and others.

ARTICLE 18 .- To see if the Town will vote to place the police and fire departments under Civil Service Rules by accepting sec-

tions 48 and 49 of Chapter 31 of the General Laws without the pension provision, on petition of William F. Barron and others.

ARTICLE 19 .- To see if the Town will vote to appoint a com- mittee to investigate the procedure and cost of installing a munici- pal light, heat, and power plant and report to the next annual Town Meeting, and that the sum of $25.00 be appropriated for said purpose, on petition of William F. Barron and others.

ARTICLE 20 .- To see if the Town will vote that all expenditures for materials amounting to $50.00 or over shall be made on a competitive bid, on petition of Roger H. Lewis and others.

ARTICLE 21 .- To see if the Town will vote that the purchase of all truck hire and materials used on the water system, highways, parks and playgrounds and sewer department be made by the Board of Public Works, on petition of Charles.B. Roberts and others.

ARTICLE 22 .- To see if the Town will authorize the Board of Public Works to construct a hard surface road and care for grass plots on Dufton Rd. and appropriate the sum of $2700.00, on pe- tition of George Dufton and others.

ARTICLE 23 .- To see if the Town will vote to accept Tantallon Road from Haverhill Street running north to a line three hundred and seventy-five (375) feet north of the northerly line of said Haverhill Street, on petition of A. Norman Warhurst and others.

ARTICLE 24 .- To see if the Town will vote to acquire by emin- ent domain a certain piece of land on the northeasterly corner of

Haverhill Street and Hillside Avenue for the purpose of widening said approach of entrance from Haverhill Street to Hillside Ave- nue and appropriate the sum of $200.00 for this purpose, on peti- tion of Edward Fleming and others.

ARTICLE 26 .- To see if the Town will instruct the Street Light- ing Committee to arrange for two lights on Corbett Street, one at curve in road near Topping's ledge and one, half way between Juliette Street and Lawrence line and appropriate $45.00 to cover cost of same, on petition of George R. Cairns and others.

ARTICLE 27 .- To see if the Town will instruct the Selectmen to ask the officials of the Eastern Massachusetts Street Railway Co. to reduce the fare on busses between Andover Square and Shawsheen Village from ten to five cents, on petition of J. Augustus Remington and others.

ARTICLE 28 .- To see if the Town will authorize the Board of Public Works to build a sidewalk on the East and West sides of Carmel Road a distance of 1612 feet at a cost of $1340.00 and also install a drain on Carmel Rd. a distance of 425 feet at a cost of $745.00, and appropriate the sum of $2085.00 to care for the above, on petition of Ralph L. Draper and others.

ARTICLE 29 .- To see if the Town will vote to rescind the vote establishing interim zoning, empowering the Selectmen to en- force certain restrictions therein, as set forth in Article 25 in the Town Warrant for the annual Town Meeting March 14, 1927, on petition of Mae D. Horne and others.

ARTICLE 30 .- To see if the Town will authorize the Board of Public Works to purchase two horses and appropriate the sum of $350.00 therefor, on petition of said Board.

ARTICLE 31 .- To see if The Town will vote to appropriate the sum of $4700.00 to care for changes and additions to the water system on Lowell Street due to the reconstruction of the road, on petition of the Board of Public Works.


(Approved) provided Lowell Street rebuilt this year $4700.00


ARTICLE 32 .- To see if the Town will vote to appropriate the sum of $1000.00 to complete contract Number 4484-A with the State and the County on River Road, which contract terminates May 15, 1935 and also to appropriate a sum not in excess of $5000.00 provided, however, a like amount of money is appropri- ated by the County of Essex and an amount of money equal to the sum of that appropriated by County and Town be appropri- ated by the Commonwealth of Massachusetts, for the improve- ment of River Road in West Andover, on petition of the Board of Public Works.


(We approve the appropriation of $1,000.00 only on above article, and we recommend that further construction on this project be deferred at least one year.)
