AUDITOR'S REPORT
In auditing the town accounts for the year 1942, I examined the books of the tax collector and town treasurer, comparing the collections to the amount turned over to the treasurer together with tax titles and abatements granted by the assessors.
To verify the outstanding accounts, notices were sent to persons whose names appeared on the books as owing money to the town.
The treasurer's books were examined, comparing revenue to expenditures and balances, and checked in reference with duplicate statements issued to me from state, county, and town agencies.
WARREN M. IDE,
Town Auditor.

REPORT ON CIVILIAN DEFENSE
It is now nearly a year since Civilian Defense has been organized in earnest in Berkley. During that time a great deal has been done to acquaint people with the meaning of Civilian Defense.
The first step taken was to appoint leaders of the various divisions, and, in keeping with the spirit of patriotism inspiring people of all faiths and classes to volunteer for this phase of the war effort, I have en- deavored to appoint from among those showing inter- est by attendance at meetings, persons whom I believed best qualified, for varying reasons, without regard for race, politics, or creed, which have no place in the de- fense of our country against the common enemy.
A problem which confronted us was the warning signals to be used in the event of blackouts, air raids, etc. Several methods were tried, including large elec- tric sirens, but the large area of the town not served by electricity would not be well warned by these, while the cost was also a factor. It was finally decided to pur- chase inexpensive auto sirens, and to place these in strategic spots throughout the town. This method, while not entirely satisfactory, is the best yet devised to meet our conditions.
Protection against fire is one of Berkley's great- est problems. If a number of fires, or even one very large fire, were started, we would require outside help. Should this be unavailable, great damage might result. A number of hand sprayers were purchased to aug- ment our fire department's equipment, but a great deal can be done, providing equipment is available to fur- ther equip our fire department. Sabotage by fire is a favorite method of the enemy to destroy our resources, and to combat this I urge every man and woman, every school child to be on the alert through the coming spring and summer months. Be careful-be over- careful-with matches, outdoor fires, etc., and report at once any fire, however small, to Mr. Babbitt. Re- member, "Fire is the Friend of the Enemy."
63
ANNUAL REPORT
A number of persons have taken first aid courses. This training may be as invaluable in peace as in war, as a knowledge of first aid is very helpful when acci- dents occur, and may, and has, saved lives.
Several practice incidents and blackouts have been held, and response by all concerned has been very gratifying. Only a negligent number of violations of blackouts and dimouts have been noted, and warnings have usually brought results. Since the army is very strict on these matters, rigid enforcement is necessary.
The Public Information Division plans the open- ing of an information Center. Here, with the co-oper- ation of the War Services and Economy Divisions, in- formation on all parts of the war effort will be avail- able, including rationing, victory gardens, war sav- ings, canning, nutrition, farm equipment availability, and many others. Take your problems to the Inform- ation Center. Watch the papers for news of its open- ing.
To all chairmen; to all the willing volunteers who have given their time, gas, and tires, and without whom nothing could have been accomplished; and to the townspeople for their willing co-operation; I wish in the name of and under the flag of the United States of America, to express sincere thanks.
FRANCIS F. G. ANDREWS, Local Chairman.
