Tax possessions are owned outright by the town and may be sold at any time that an offer for same may be approved by the selectmen.
In 1945 there were no payments from the following ap- propriations :

It is with very great pleasure that I announce the two strides forward in the financial affairs of the town which took place in 1945. First is the installation of the state system of accounts, which I believe has now been installed in about 300 of the 351 cities and towns in the state. Most of the details of this system are given in the state audit report which appears in this town report. Full benefits of this system can be obtained by a complete understanding of it by all departments in the town, which takes time until we all gain experience in it. Briefly, benefits to be obtained are (1) a complete knowledge of the financial condition of the town at any time, (2) complete information as to the standing of appropriations by department heads at all times, (3) standard forms in use throughout the state, (4) uniform accounting resulting in lowering costs of audits.
The second step forward is the laying aside of surplus, to be used in times of emergency or depression. This was in the form of the setting up of a so-called "Post-war Rehabilita- tion Fund" by the purchase of war bonds. The money used in the purchase of these bonds was taken from surplus revenue in the treasury, thereby not affecting the tax rate. To keep the town in a sound financial condition in the years to come, it would be wise to lay aside a certain amount each year for future use, as permitted by act of the state legislature, thus stabilizing the tax rate in years of depressions. To act other- wise is to be "penny wise and pound foolish." A complete system of surfaced highways; full electrification of the town, including street lighting; a water system; an adequate fire department ; a town office building ; all perhaps controversial

issues at present-do they lie in the future? Dreams, per- haps ; and dreams they will remain, unless adequate planning is undertaken, and full advantage taken of our resources. A building boom, we hope, lies ahead; let us take steps to make our town of Berkley as attractive as possible to seekers of home sites ; yes, and to industry also.
Attached to this report is a statement of cemetery per- petual care trust funds, and a balance sheet showing the finan- cial condition of the town as of Dec. 31, 1945.
