As the Excess and Deficiency account seems to be a puzzle to many voters, I have included an analysis of the account in this year's report. The balance of this account at the end of the year represents the town's surplus revenue; when the out- standing real estate, personal, and poll taxes are deducted, the resulting balance is the "free cash" in the treasury; and, as cer- tified by the Director of Accounts on January 25, 1956, after an examination of the town's balance sheet, is $40,867.73. As may be readily seen by an examination of the "statement", the unusually large amount of unexpended appropriation balances, which go into the account at the end of the year through the revenue account, have increased the balance in the account to a tremendously greater extent than in other years. This also in spite of a deficit in the "Estimated Receipts" account, as the collections of the town did not quite reach the amount used by the assessors to offset the 1955 tax rate.


The efficiency of the treasurer's office has increased con- siderably in 1955 because of the addition of a part time clerk, Mrs. Bernice M. Hogan having been appointed to that posi- tion following the 1955 annual town meeting when the appro- priation was increased to provide for such a clerk.
