REPORT OF THE FIRE COMMITTEE


The committee wishes to report that the new fire truck arrived on April 23, 1958, and was checked, tested and accepted.


The truck seems to be very satisfactory, and has added good fire protection to Myricks, also additional protection to the entire town of Berkley.

CIVIL DEFENSE


A Civil Defense operations plan has been drawn up by your director and submitted to State and Federal C. D. Agen- cies for approval.


Several citizens have joined the agency including your selectmen. Many more are needed including those with boats, trailers, trucks, and beach wagons.


Berkley needs Civil Defense. This will be fully explained at the town meeting.

REGISTRARS OF VOTERS


The 1958 street listing concluded with the names of 468 men and 475 women for a total of 943 persons 20 years of age and over resident of Berkley as of January 1, 1958.


In 1958 registrations of voters took place for four elections. New voting lists containing the names of 450 men and 391 women were printed and several names were added after printing.


The registrars conducted two recounts during the year. The first followed a tie vote for the office of Highway Sur- veyor at the annual town election between Herbert J. Flint and Stanley F. Hadro, and resulted in no change. The second followed the November state election and resulted in a change of one vote in the contest between J. Robert Tickle and Fred H. Kingsley for the office of Representative in the General Court from the Fifth Bristol District.

In addition to the foregoing list of receipts was a court judgment item on motor vehicle excises for which $161.52 was paid to the town treasurer.


Perhaps it is beating one's head against a wall, but I again urge the town and its officials to consider very strongly fur- nishing office facilities for the convenience of its taxpayers, with a full time person on duty. The collector's office alone handled

over $110,000.00 in 1958, an increase over 1957 of $24,000.00. The town should not expect a tax collector to furnish space, heat, electricity, telephone, etc., without cost; this is a relic of colonial times and a $5.00 tax rate, and I suggest to the next collector that he include rent in his budget. This furnishing of space has been a deterrent to many qualified persons who might otherwise seek the office. While I speak only as tax collector, I think as a matter of convenience to the public most town offices should be under one roof. One major diffi- culty nowadays causing inconvenience to many is that of . obtaining abatements and making payment of motor vehicle excises, a big problem since the amounts have increased a great deal and are still increasing, and many refunds have had to be made.


Two cases of non-payment are being processed in small claims court; at this writing, shortly after the end of 1958, one of these has been settled in full.


Costs on overdue taxes and excises, excepting poll taxes, were increased by state law in 1958. Every effort has been made to acquaint taxpayers with these added penalties before imposing them.


This is my fifteenth and last report as collector of taxes and I would be remiss if I did not acknowledge my indebtedness to many taxpayers with whom my relations have been most pleasant. They have made it possible to endure the difficulties of collecting from the very minor few. Special appreciation is due Deputy Collector John Flynn and Attorney Anthony Mas- tromarino for their valued assistance at small remuneration. The co-operation of Treasurer Richard Perry was cheerfully given and gratefully received. Many people have helped me a great deal over the years; my wife, my family and my friends; I have been most fortunate in this respect, and offer my humble thanks.
