WARRANT FOR TOWN MEETING.


NORFOLK, SS.


To either of the Constables of the town of Braintree,


GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the town of Braintree, qualified to vote in elections and town affairs, to meet at the Town Hall, in said town, on Monday, the fifth day of March next, at nine o'clock in the forenoon, to act on the following articles ; namely :


1st. To choose a Moderator to preside at said meeting.


2d. To hear the reports of the several town officers, and act thereon.


3d. To determine the manner of repairing the highways, townways, and bridges the ensuing year.


4th. To see if the town will restrain horses and neat cattle from running at large the ensuing year.


5th. To choose all necessary town officers for the ensuing year.


6th. To raise such sums of money as may be necessary to defray the expenses of the town the ensuing year, and make appropriations of the same.


7th. To raise such sums of money as may be deemed ex- pedient for the purpose of schooling, and to determine the


State - State Aid,

manner in which the same (and any other money to be drawn from the State and Town school funds the present year ) shall be divided among the several school districts.


8th. To see if the town will authorize the several school districts to choose their prudential committes, and authorize said committees to contract with their several teachers.


9th. To see if the town will authorize the Treasurer to borrow such sums of money as the Selectmen may direct.


10th. To see if the town will abolish the present school district system.


11th. To see if the town will accept the revision of the jury list, as made by the Selectmen.


12th. To see if the town will vote to accept the proposition made by General S. Thayer, for the establishment of a Public Library, and take such further action in relation to said matter as may be needful and proper.


13th. To see if the town will make the road from Washing- ton Street to Robert Weymouth's, and from there to West Street, a town road.


14th. To see if the town will authorize the Selectmen to build a fence around their Burial Ground on Plain Street.


15th. To choose any committee, or hear the report of any committee, and act thereon.


You are to give notice of this meeting by posting true and attested copies of this warrant at the usual public places in town, seven days at least before the said meeting.


Hereof fail not, and make return of this warrant, with your doings thereon, to the Town Clerk, before the time of said meeting.

We present upon the preceding pages a detailed statement of the Receipts and Expenditures of the town of Braintree for the year ending February 1, 1866.


We have made a close and thorough examination of the books and accounts of the several town officers, and found them kept so accurately and systematically that our duties have been comparatively easy.


Learning that it was the intention of the Chairman of the Board of Selectmen to retire at the close of the present term from the position which he has for the past twelve years so faithfully, efficiently, and acceptably filled, we made a very careful and thorough examination of all matters pertaining to the Selectmen's Department; and we are gratified in being able to state, as the result of our examination, that we found the books and accounts correctly kept, all orders drawn

properly numbered, with a record of the date, amount, and purpose for which they were drawn, vouchers filed for all payments made, and such a general arrangement of all the town business as to be easily understood and comprehended by the next Board.


We made the customary visit to the Almshouse on the 1st day of February, took an appraisal of all the property con- nected therewith, and made a thorough examination of its affairs.


The establishment is under the superintendance of Mr. Thomas Penniman and his wife, who, we believe, discharge their duties faithfully and judiciously.


The unfortunate inmates receive at their hands every care and attention necessary to render their condition as pleasant and comfortable as their circumstances will permit. A com- parison of the accounts of this department, with the report of last year, shows a considerable increase in its expenses ; yet, notwithstanding the extremely high cost of all articles necessary for subsistance, the weekly cost will compare favorably with those years when the " necessaries of life" were much lower than they now are. There has been, during the year, a large num- ber temporarily admitted to the house, and provided with food and lodgings. But a great proportion of the increase was incurred in the case of a single inmate, who was compelled from his helpless condition, caused by a freezing of the limbs, to enter the Almshouse, in order that he might receive proper care and medical treatment. The expenses in this case alone for nurses, board, medical attendance, and other expenses, amounting to upwards of three hundred and fifty dollars. There was received from him, and paid into the Treasury, by the Overseers of Poor, the sum of two hundred dollars. It was suggested to us, by the Superintendent, that there are slight alterations necessary in the house, in order to better accommodate the necessities of the inmates when sick. There is

now but one room of adequate size set apart known as the sick room.


. As it is often the case that two or more, and of both sexes are sick at the same time, it seems to be proper that there should be such alterations as to allow another room to be set apart, and devoted to the use of the inmates when sick. He also suggested the necessity of building a new chimney, which would greatly improve the facilities for labor in the house; and as these improvements can be made at a trifling expense, and seem to be required, we commend the matter to the next board of Overseers.


The calls for assistance for " Poor Out of House " have been urgent and pressing, and have increased the expenses of this department considerably in excess of the appropriation. Many of these calls are from the families of those who have died in the service of the country. We all recognize the justice of generously responding to such calls upon us for aid and assistance.


A settlement was made with the Treasurer, and a balance found in his hands of $1,424.85. We found his books correctly cast, with vouchers for all payments made by him.


We would respectfully suggest that it would tend greatly to simplyfy the accounts of the town, if the Treasurer should be required to make no payments from the Treasury except upon orders duly drawn by the Selectmen. As the Treasurer is only authorized to borrow money under their direction, and subject to their approval, we think that they should keep a record of all notes given, with the amount, date, and time of payment, and when these notes or the interest upon them is paid, it should be by orders drawn by them upon the Treasury.


A reference to the financial condition of the town, which will be found in connection with the Treasurer's Account, shows an increase in the town debt compared with last year's report. The debt at that time was $19,989.12 (nineteen thousand nine hundred and eighty-nine dollars and twelve cents), while at the

close of the present year, it is $22,543.92 (twenty-two thousand five hundred and forty-three dollars and ninety-two cents), an increase of $2,554.80; which, considering the expenditures of the past year, is probably a more favorable exhibit than most of our citizens were led to expect. The town voted at a legal meeting, held in July last, under authority of a law passed by the Legislature of 1865, to reimburse all those individuals who contributed money during the year 1864, to procure volunteers, to answer the requisitions made upon the town by the State for men, without recourse to a draft.


The amount thus subscribed and paid as appears by the report of a committee chosen by the town to audit the accounts of the Citizens' Recruiting Committee, was $9,495.00 (nine thou- sand four hundred and ninety-five dollars. Of this amount, $3,500 was raised during the year by taxation, and six thousand dollars borrowed by the Treasurer by authority and in accord- ance with a vote of the town. Eight thousand one hundred and seven dollars has already been reimbursed, leaving a balance due from the town of $1,388.00.


The liability thus incurred by the' town, with $700 paid thus far for the building of the new road between Braintree and Quincy, and other items to be found under the head of Miscel- laneous Expenses, at once shows the reasons for the increase in the debt of the town.


It is hoped and expected, now that the war has so happily ended, and peace once more prevails throughout our land, that there will be such a reduction in expenses, that the burden of taxation, which now bears so heavily upon all classes of our citizens, will soon be materially lessened. The financial condition of the State is such that the State tax will undoubtedly be much smaller another year than the last. Our military expenses have been greatly reduced, and we see no reason why the rate of taxation cannot be correspondingly lessened ; although we would renew the recommendation of the Auditors

of last year, that an appropriation be annually made for the reduction of the town debt.


By order of the town, we print a list of persons whose taxes remain unpaid at the time of making up this report, procured from the books of the Collector.


We are under obligations to the Town Clerk for the statistics contained in appendix.

The undersigned, appointed at a legal meeting of the citizens of the town, held on the 1st day of July last, to audit the accounts of the "Citizens' Recruiting Committee," have attended to the duty assigned them, and have made a careful examina- tion of the books and accounts of Levi W. Hobart, Esq., Treasurer of the Committee, and find that the whole amount received by him was $9,495.00, and that he has paid out the same amount, for which he has vouchers, as follows : -

Auditors, the same individuals being reimbursed, by a vote of the town, the amounts which they subscribed and paid in. Neither did we think it advisable to publish the names of those persons who were assessed and refused to pay their assessments. In many instances, these persons were unable to pay, and many of them were not liable to military duty, from physical disability and other causes. There were several of them who refused to pay, but afterwards voluntarily entered the service of the country.


Those persons who were able to pay, but refused, were so few, and are so well known to the community, that your Com- mittee deem further publicity unnecessary.
