Voted, That the report of the committee appointed July 29, to investigate the water department, be received, and that the Water Commissioners be instructed to make no settlement with the Hydraulic Construction Co. of New York without first submitting the matter to the town.
Voted, That a committee of five be appointed to recom- mend an amendment to the by-laws to regulate the collec- tion of electric light and water rates, and the regulation of special appropriations ; the approving of bonds of the sev- eral town officers, and to regulate special town meetings, as to the number of voters required to be present and voting when money is to be appropriated or the town put to any expense. Said committee to report at a special town meet- ing ; said meeting to be called at least thirty days previous to next March meeting.
ART. 8 (taken up). Voted, To instruct the Selectmen to grant the Boynton Bicycle Railroad a location as asked for, with such restrictions as shall protect the town from damage.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Braintree qualified to vote in town affairs to meet at the town hall, in said Braintree, on Wednesday the seventh day of September, 1898, at 8 o'clock in the evening to act on the following articles, namely :

ARTICLE 1. To choose a Moderator to preside at said meeting.
ART. 2. To see if the town will vote to extend the water main from Stetson street, junction of Liberty street to a point near Mrs. S. Buker's on Liberty street, as surveyed by the Superintendent of Water Works and to appropriate a sum of money for the same.
ART. 3. To see if the town will accept the laying out as townways of Lowell street, so called, and that portion of Park street running east from the aforesaid Lowell street to Cedar street as laid out by the Selectmen and appropriate a sum of money to build the same.
ART. 4. To see what action the town will take in rela- tion to widening Commercial street as ordered by the County Commissioners.
You are to give notice of this meeting by posting up true and attested copies of this warrant in not less than nine pub- lic places in this town seven days at least before the time of said meeting and by publishing the same once in the Brain- tree Observer.

ARTICLE 2. Laid on table.
ART. 3. Voted, To accept Lowell street and Park street as laid out by the Selectmen and that the sum of five hundred dollars ($500.) be appropriated to build the same.
ART. 4. Voted, To appropriate a sum not to exceed eighty-five hundred dollars ($8,500) to carry out the order of the County Commissioners to widen and straighten Com- mercial street.
Voted, That the Selectmen be instructed to ask for bids and let by contract to the lowest responsible bidder, the blasting and crushing of the stone on Commercial street, ser- viceable for the roads and the building of retaining walls, suitable culverts ; and the grading from a point near Shaw street to the Weymouth line, and that the Selectmen be in- structed to place a clause in the contract that preference be given the town laborers on said work and that the remaining work on said street be done under the direction of the high- way department.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Braintree, qualified to vote in elections, to meet at the Town Hall in said Braintree, on Tuesday, the eighth day of November, 1898, at six o'clock in the forenoon, to bring in their votes to the Selectmen for Governor of the Com- monwealth, Lieutenant-Governor, Secretary, Auditor, At- torney-General, Councillor, Senator, two Representatives in the General Court, one County Commissioner, two Special Commissioners, District Attorney, Register of Probate and Insolvency, Sheriff, and a Representative in Congress. All of the above votes to be on one ballot.
The polls will be kept open until one o'clock P. M.

The petition of C. F. Hill Crathern and others praying for a recount of the ballots deposited in the Town of Braintree, Nov. 8, 1898, for Representatives in the General Court for the Sixth Norfolk Representative District was filed in the office of the Town Clerk of Braintree, Nov. 11, 1898. The several candidates voted for, were notified according to law. The Board of Registrars were notified of said petition and they proceeded to recount the votes, as provided for in Sec- tion 264, Chapter 548, of the Acts of the Legislature of the year 1898, on the 15th day of Nov. 1898. ART. 2. To see if the town will vote to make an appro- priation to extend the water main in Liberty street from the junction of Stetson street to near the house of Mrs. S. Buker.

REPORT OF THE BOARD OF WATER COMMISSIONERS.
In accordance with the usual custom the Board of Water Commissioners respectfully present the following report of the Water Department, for the year 1898. :-
The appropriations for the year were as follows : For hy- drant service, $4,150 ; for water loan sinking funds, $5,120 ; for extension of main in Liberty street, $2,000.
At the annual town meeting in March, Dr. T. Haven Dear- ing was re-elected as a member of the Board for the term of three years.
The Board organized early in the year by the choice of the same officers as for the year previous.
The Board has been peculiarly unfortunate the past year, having lost by death its Secretary and Collector and also its Treasurer. We extend to the families of the deceased our sincere sympathy for their loss.
At a town meeting held on the 7th. day of September, Mr. John Kelley was elected as Water Commissioner and a Com- missioner of Sinking Funds, to fill the vacancy caused by the death of John V. Scollard.
The Board has chosen Mr. Benjamin F. Dyer, to fill the vacancy in the office of Treasurer and Mr. HI. A. Monk as Secretary and Collector, both of these offices are filled tem- porarily.

The Board would recommend the town to pass a vote or adopt a by-law, making the Town Treasurer the custodian of all securities belonging to the various sinking funds and also all moneys of this department which may be collected and paid over to him. We believe the Town Treasurer should have the custody and be held responsible for all town money and securities.
The management of the mechanical part of the business, as also the maintenance and extensions, are under the direc- tion of Mr. William E. Maybury, Superintendent, who we have continued in that position, as we believe he has given the utmost satisfaction to the people of the town in that posi- tion for a number of years. We believe he has attained the highest efficiency in his department and he has the unquali- fied approval of the Commissioners.
EXTENSIONS.
We are of the opinion that good business judgment de- mands that the business of the department should be gradu- ally enlarged to meet the natural growth and to promote the development of the town especially when an adequate income from the expenditures can be obtained. We are of the opinion that for the coming year the income from water rates in addition to the balance on hand will be amply sufficient for all needed extensions.
DRIVEN WELLS. .
The board has effected a settlement with the Hydraulic Construction Company of New York, of its claim amounting to $2,750 for the sum of $1,250, thus ending all contention between the town and said company. The commissioners feel some degree of satisfaction that they were able to make such a favorable settlement as the committee of investiga- tion appointed by the town had recommended that the town offer the sum of $2,000 in settlement of the claim of said

Hydraulic Construction Company so that by the settlement made the town has been saved $750 from what the committee was willing to pay and leaving to the town a system of wells that as an addition to their former supply will be adequate to furnish all the water needed for several years to come at a comparatively small cost.
COLLECTIONS.
The board calls the attention of water takers to the fact that much trouble and loss have arisen in the past, from the delay in the payment of water rates, more from negligence than intention, we believe. We ask your co-operation in the enforcement of the by-laws of the town and the rules of the department. We have established an office at the town house where water rates will be received anytime during business hours, any information relating to the business will be cheerfully given or orders be received.
