ART. 20. Voted that the sum of one hundred and . fifty dollars ($150) be appropriated for the use of the committee on school accommodations to enable them to perform their mis- sion.
ART. 32. Under this article the following motion was offered : That the town instruct the Water Commissioners to extend its water system in and through Mayflower Park to the Holbrook line and raise and appropriate the sum of $9000 for that purpose.
A substitute motion to adopt the report of the Appropria- tion Commitnee, viz: that the town do not extend the water system to Mayflower Park except under the terms of the vote of the town requiring a guarantee of 5 per cent. on the cost was rejected.
An amendment that the guarantee should be reduced to 4 per cent. was also rejected.

ART. 32. Voted that the Town Treasurer is hereby auth- orized to raise the sum of nine thousand dollars for the extension of the town water service to the Mayflower Park district, so called, by issuing under the direction of the Board of Select- men, ten (10) notes of the town of nine hundred dollars each dated Sept. 1st, 1903, to bear interest at the rate of 3 1-2 per cent. per annum, payable semi-annually March 1st and Sept. 1st, and one of said notes to be payable yearly from Sept. 1st, 1904, to Sept. 1st, 1913 inclusive.
The selectmen are hereby instructed to raise by taxation each year as named above a sum sufficient to pay each note as it falls due, together with the amount of accrued interest on each note remaining unpaid, provided, however, that the inter- est on said notes shall be paid from the revenues of the Water Department if they are sufficient to do so.
· Voted that the Board of Water Commissioners are hereby instructed to make no extension of the water system' when in their judgment the income of such extension, will not be five per cent. per annum on the cost of such extension, unless a satis -

factory bond be filed with said commissioners guaranteeing said five per cent. by the parties applying for such extension.
ART. 26. Voted to accept Academy street as a town way as laid out by the Selectmen.
ART. 27. Voted to accept Bellevue Road as a town way as laid out by the Selectmen.

Voted to instruct the Board of Assessors in making their next annual report, to publish a full statement of eich taxpay- er's posessions, real and personal, describing each parcel of property, its location and valuation, keeping separate the resi- dent, non-resident and those assessed only a poll tax.
ART. 20. Voted to appropriate the sum of one hundred and fifty dollars ($150) to carry out the above vote.
ART. 3. Voted that a committee of three (3) from each precinct nine (9) in all, be appointed by the Moderator, no person holding any town office to be appointed on said commit- tee, the committee to serve without pay, who shall have full power and authority to examine and investigate all depart- ments of the town, and for that purpose shall have full and free access to all Books and Records of all Town Officers, or their agents or representatives including the Assessors' Department, with a view of securing a more equitable valuation of the Town, the School Department, the Water Department, the Highway Department, the Overseers of the Poor, and the Electric Light Department, and this committee shall report the result of their investigation with such recommendations as they deem essen- tial to promote the interests of the town, reduce the rate of tax- ation, prevent expenditures not absolutely required, such report to be made at a special meeting of the town to be held at least thirty days prior to the next annual meeting.
Voted that the Moderator have time to appoint said com- mittee and when ready he file the same with the Town Clerk and that this conmtttee have the power to fill vacancies.
Moderator appointed F. Eugene Dyer, Edward Shay, Wil- liam T. Rogers, Frank H. Dearing, Willis H. Martin, Lewis F. Small, Albert E. Avery, Charles T. Crane, David G. Doane.
Voted that the Town Clerk be instructed to procure from the Clerk of Courts at Dedham such records and descriptions as will complete the list of layouts of the highways in Brain- tree made by the County Commissioners.
Voted that seventy-five hundred dollars ($7500) from the

Bank and corporation tax be applied to pay appropriations heretofore made.
Voted that the town appropriate in the aggregate the sum of one hundred and twelve thousand eight hundred and eighty 25-100 dollars ($112,880.25) and that ninety-four thousand two hundred and ninety-seven and 16-100 dollars ($94,297.16) . of that amount be raised by taxation.
Voted that a committoe of five (5) be appointed to act in conjunction with the Board of Selectmen to consider the mat- ter of removing buildings from the town lands, that the Select- men are hereby instructed if the committee report favorable to remove said buildings and pay the expense from the appropria- tion for miscellaneous expenses. Moderator appointed John Kelley, Henry W. Mansfield, I. W. Gammons, John Cavanagh, and Arza II. Keith.
Voted to accept the report of the town officers.

Norfolk, ss. To either of the Constables of the Town of Brain- tree. Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in Elections therein, to meet at the Town Ilall on Monday, the thirteenth day of April, 1903, at six o'clock in the forenoon, then and there to elect by ballot, a Moderator to preside at said meeting, and to bring in to him their votes on one ballot for one Selectman, one Assessor, one Overseer of the Poor and one Highway Surveyor, to fill the vacancy caused by the death of Ansel O. Clark.

Also to vote Yes or No on the following Article, namely: Shall Sections one to fourteen inclusive, of Chapter twenty- eight of the Revised Laws authorizing cities and towns to lay out public parks within their limits, be accepted.
The polls shall be open at six o'clock in the forenoon and' may be closed at twelve o'clock, M.
You are directed to serve this warrant by posting attested copies thereof, in not less than nine public places in this Town, seven days at least before said 13th day of April, 1903, and by publishing the same once in the Braintree Bee.

The town met in accordance with the foregoing warrant, for the purpose of electing a Selectman, Assessor, Overseer of the Poor and a Highway Surveyor, and also to vote on the Park question.
The warrant was read by the Town Clerk and the polls opened for the election of a Moderator.

BRAINTREE, June 1, 1903.
In accordance with the foregoing warrant the Town met at the place specified. The meeting was called to order at 7.50 o'clock and the warrant was read by the Town Clerk.
ARTICLE 1. Upon ballot with the use of the check list B. Herbert Woodsum was chosen Moderator and was sworn by the Town Clerk.
ART. 2. Voted to hear the report of the committee on school accommodations.
Voted that the report be recommitted to the committee. with instructions to prepare plans and estimates of the cost of two new school buildings and report at some future meeting.
Voted that three be added to the committee and that they be practical building mechanics. Moderator appointed Paul Monaghan, Edward G. McGill and Charles A. Hayward. Motion was made to reconsider the vote passed to recommit the report to the committee.
Voted to adjourn to Monday, June 22, 1903 at 7.45 o'clock P. M.

BRAINTREE, Oct. 12, 1903.
The town met in accordance with the foregoing warrant at the time and place specified. The meeting was called to order by the Town Clerk, who read the warrant and the officer's return thereof.
ART. 1. Upon ballot with the use of the check list B. Herbert Woodsum was elected Moderator and sworn by the Town Clerk.
ART. 3. Taken up. Voted to refer the whole matter con- tained in this Article to the Selectmen with full power to act according to their judgment.
ART. 2. The following motion was offered by Mr. Wallace Wilson and seconded by Mr. Daniel E. Cain : That the Board of Water Commissioners of Braintree be, and they hereby are instructed to forthwith take the necessary steps to provide a sufficient water supply for the residents of Mayflower Park so called, in South Braintree, either directly, by extending the present system to the Holbrook line, or by purchasing such additional water supply from the town of Holbrook. If said Commissioners shall provide such water supply direct from the Braintree water system, they are instructed and directed to raise the stand-pipe and to make any other alterations or additions to any part of the town's water system that may be necessary to increase the pressure sufficient to deliver water in the second story of the residences in said Mayflower Park district.
An amendment to the foregoing motion was offered by Mr. C. C. Mellen : That action be postponed until the next annual meeting. The amendment was rejected.
Upon the original motion sixty-two gentlemen voted in the affirmative and thirteen in the negative and the motion was declared carried.
The following motion was offered by the same gentlemen : That the sum of fourteen thousand dollars [$14,000] be and hereby is appropriated for the purpose of carrying out the fore- going vote to supply water in the Mayflower Park district, and any part of said sum not needed and used for that purpose shall

be returned to the Town Treasury. Upon this motion 48 gentle- men voted in the affirmative and 11 in the negative. There not being a sufficient number in the affirmative to conform to the Town by-laws the motion was declared rejected.
Voted that the Town Treasurer be, and he hereby is in- structed and directed to borrow in behalf of the Town the sum of fourteen thousand dollars [$14,000] the same to be used to carry out the purpose of the preceding votes of this meeting, viz : To provide a water supply for the Mayflower Park dis- trict in said Braintree, and said Town Treasurer is instructed and directed to issue for the money so borrowed ten notes of the town of Braintree, equal in amount, aggregating the afore- said sum of $14,000, payable one in each year for ten years ; said sums to be raised in each year by taxation, except that any sums appropriated for providing a water supply for Mayflower Park not used for that purpose and returned to the Town Treasury,. shall be applied in payment of the note or notes next there- after maturing. Fifty-two voted in the affirmative and seven: in the negative.
Voted to reconsider the vote relating to the appropriation of fourteen thousand dollars [$14,000], previously decided not in compliance with the by-laws.
Voted that the sum of fourteen thousand dollars [$14,000] be, and hereby is appropriated for the purpose of carrying out. the foregoing vote to supply water in the Mayflower park dis- trict, and any part of said sum not needed and used for that purpose shall be returned to the Town Treasury. Fifty-two voted in the affirmative and eight in the negative.
Voted that this meeting now adjourn.

COMMONWEALTH OF MASSACHUSETTS.
Norfolk, ss. To either of the Constables of the Town of Brain- tree. Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in elections therein, to meet at the polling places in their respective Precincts, to wit :
Polling place in Precinct No. 1, Town Hall,
Polling place in Precinct No. 2, Hose House, Hollis ave,
Polling place in Precinct No. 3, Hose House, Allen st.,
on Tuesday, the third day of November, 1903, at six o'clock in the forenoon, then and there to bring in to the Wardens of their respective Precincts their votes on one ballot for a Gov- ernor, Lieutenant Governor, Secretary, Treasurer, Auditor, Attorney General, Councillor, Senator, two representatives in the General Court, County Commissioner, Register of Probate and Insolvency, Register of Deeds, County Treasurer.
Also to vote on the same ballot on the acceptance of Chap- ter 454, Acts of 1903, entitled : "An Act to provide for Joint Caucuses or Primaries of all Political and Municipal Parties."
The polls will be kept open until one o'clock in the after- noon.
You are directed to serve this warrant by posting true and attested copies thereof in not less than three public places in each Precinct in said Town seven days at least before the said Third day of November, 1903, and by publishing the same once in the Braintree Observer-Reporter and Braintree Bee.

BRAINTREE, November 3, 1903.
In accordance with the foregoing warrant the voters as- sembled in the several Precincts to cast their ballots for State and County officers. All of the Election officers of Precinct One, except one, and also the Wardens of Precincts Two and Three were sworn by the Town Clerk, the remainder by the Warden of their respective Precincts. The official ballots were delivered to each of the Wardens. The polls were opened in each of the Precincts at six o'clock, A. M., and closed as fol- lows : Precinct One at one o'clock P. M., Precinct Two at one o'clock and thirty minutes P. M. and in Precinct Three at one o'clock and thirty minutes P. M.
The ballots were then counted, the declaration of the rc- sult made in each Precinct, the ballots, check lists etc., were then sealed up, the returns made up and forwarded to the office of the Town Clerk where they were canvassed by the Selectmen and Town Clerk and the result of the total vote pub- licly announced.
