WATER DEPARTMENT
In accordance with the requirements of the By-Laws of the Town, the Board of Water Commissioners submits here- with a report of its work for the year ending Dec. 31, 1913.
Early in the year the improvements then being made at the Great Pond Pumping Station were completed. The new machinery that had been in operation successfully since early in December, 1912, was given its final test, proved its efficiency and was formally accepted by the Board, and the Town has in its Great Pond Station at the present time an equipment of which it may well be proud, and one equal in all respects to that of any city or town in this vicinity. The plant has been in constant operation for some thirteen months with entirely satisfactory results.
As stated in the report of this Board in 1912, the boilers at the Little Pond Station had reached the limit of usefulness, and as it was believed that this source of supply was too valuable to be abandoned, the Board asked the Town for an appropriation for renovating the Station, and the amount of $1500 was appropriated at the annual meeting in March. A new boiler has been installed and the plant otherwise reno- vated, and is now in readiness for any emergency that may arise. It should, however, be added that owing to the criti- cisms of the Water Board for their endeavors to secure to the consumers the purity of the water of the Little Pond supply, they caused an exhaustive examination of the water to be made by the State Board of Health, and their report to the Board was to the effect that the water in its present condition was not of a quality to be recommended for general domestic use. The Board are, however, of the opinion, after careful study of the whole matter, that the quality of the water may be so improved that in the event of any accident at the Great Pond plant or elsewhere in the system the water may be used without detriment to the health of the consumers.

A matter that has given the Board much annoyance is the slowness manifested by a large number of consumers in settle- ment of water bills, in consequence of which it has made it necessary to carry over to the new year unpaid bills for sup- plies this year amounting to nearly $2500. This is not cred- itable to the Town, and the Department has been much an- noyed by being dunned for payment of bills, which if consum- ers would settle bills promptly would not be the case. The Commissioners call attention of the citizens to Rule 20, of the Rules and Regulations governing the Department, as adopted by vote of the Town, which reads as follows :--
Rule 20. Water rates and meter rents must be paid at office of Water Board quarterly, the first day of January, April, July and October in each year, or as soon thereafter as meter read- ings can be taken. If bills for water rates and meter rents remain unpaid for twenty days after receipt of bill the water may be shut off ; and on all bills paid after the water has been shut off the sum of two dollars ($2), in addition to the bill, must be paid before the water will be let on again.
We earnestly request that promptness be the rule in pay- ment rather than otherwise, thereby enabling the Department to pay all bills as they become due and close each year with no bills outstanding. We anticipate a generous response to this request.
With the close of the year we believe we can assure the citizens of a well equipped plant in successful operation, and which will serve the interests of the people for some time to come without other than ordinary expenses of operation.
There is submitted herewith and made a part of this re- port the reports of the Treasurer, the Water Registrar and Collector and the Superintendent.
