In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the town of Braintree, qualified to vote in elections therein to meet at the Polling Places in their respective precincts, to wit:


Polling place in Precinct No. 1, Town Hall.


Polling place in Precinct No. 2, Hose House, Hollis Avenue. Polling place in Precinct No. 3, Hose House, Allen Street.

You are hereby directed to serve this warrant by posting true and attested copies thereof in not less than three public places in each Precinct in said Town seven days at least before the said first day of May, 1917, and by publishing the same once in the Braintree Observer-Reporter and Braintree Bee. Hereof fail not and make due return of this warant with your doings thereon, to the Selectmen before the time of said election. Town Hall, Braintree, May 1, 1917


In accordance with the foregoing warrant, the voters as- sembled in the several Precincts to cast their ballots for Delegates to the Constitutional Convention. The Official Ballots were de- livered to the Wardens of the several Precincts and their receipts taken therefore. The polls were opened at 5:45 o'clock, A. M., and were closed at 1:30 o'clock P. M. The following Election Officers were present:

You are further directed to notify and warn the said inhabi- tants qualified to vote as aforesaid to meet at the Town Hall in said Braintree on Monday, the eighth day of October, 1917, at seven and one-half o'clock in the evening, then and there to act on the following articles namely :


Article 1. To choose a Moderator to preside at said meeting,


Article 2. To see if the Town will vote to petition the Bu- reau of Statistics of the State of Massachusetts for an audit and the installation of an accounting system in accordance with the provisions of Chapter 598 of the Acts of 1910.


Article 3. To see if the Town will authorize the appointment of a Town Accountant in accordance with the provisions of Chap- ter 624, Acts of 1910, as amended, and appropriate a sum of money therefor.


Article 4. To see what action the Town will take to extend a water pipe from the foot of Penn's Hill to the Quincy line on Commercial Street, and raise and appropriate a sum of money for the same.


Article 5. To see what action the Town will take to con- nect the two dead ends of the water pipe on Granite Street, and raise and appropriate a sum of money for the same.

Article of Amendment No. 1


The General Court shall have power to provide by law for voting by qualified voters of the Commonwealth who, at the time of an election, are absent from the city or town of which they are inhabitants in the choice of an officer to be elected or upon any question submitted at such election.


Article of Amendment No. 2


Article XVIII. Section 1. No law shall be passed pro- hibiting the free exercise of religion. 1


Section 2. All moneys raised by taxation in the towns and cities for the support of public schools, and all moneys which may be appropriated by the commonwealth for the support of common schools shall be applied to, and expended in, no other schools than those which are conducted according to law, under the order and superintendence of the authorities of the town or city in which the money is expended and no grant, appropriation or use of public money or property or loan of public credit shall be made or au- thorized by the commonwealth or any political division thereof for the purpose of founding, maintaining or aiding any school or in- stitution of learning, whether under public, control or otherwise, wherein any denominational doctrine is inculcated, or any other school, or any college, infirmary, hospital, institution, or educa- tioal, charitable or religious undertaking which is not publicly owned and under the exclusive control, order and superintendence of public officers or public agents authorized by the commonwealth or federal authority or both, except that appropriations may be made for the maintainance and support of the Soldiers' Home in Massachusetts and free pubic libraries in any city or town, and to carry out legal obligations, if any, already entered into; and no such grant, appropriation or use of public money or property or loan of public credit shall be made or authorized for the purpose of founding, maintaining or aiding any church religious denom- ination or society.


Section 3. Nothing herein contained shall be construed to prevent the commonwealth, or any political division thereof, from paying to privately controlled hospitals, infirmaries, or institutions for the deaf, dumb or blind not more than the ordinary and rea- sonable compensation for care or support actually rendered or furnished by such hospitals, infirmaries or institutions to such per- sons as may be in whole or in part unable to support or care for themselves.


Section 4. Nothing herein contained shall be construed to deprive any inmate of a publicly controlled reformatory, penal or charitable institution of the opportunity of religious exercises

therein of his own faith; but no inmate of such institution shall be compelled to attend religious services or receive religious in- struction against his will or if a minor, without the consent of his parent or guardian.


Section 5 This amendment shall not take effect until the October first next suceeding its ratification and adoption by the people.


Article of Amendment No. 3


The maintainance and distribution at reasonable rates, dur- ing time of war, public exigency, emergency or distress, of a suf- ficent supply of food and other common necessaries of life and the providing of shelter are public functions, and the Common- wealth and the cities and towns therein may take and may pro- vide the same for their inhabitants in such manner as the gener- al court shall determine.


The Polls will be closed at 1:30 in the afternoon.


You are directed to serve this warrant by posting true and attested copies thereof in not less than three public places in each Precinct in said Town seven days at least before said sixth day of November, 1917, and by publishing the same once in the Braintree Observer Reporter and Braintree Bee.


Hereof fail not and make due return of this warrant with your doings therein, to' the Selectmen before the time of said election.
