Governor, Lieutenant Governor, Secretary of the Commonwealth, Treasurer and Receiver General. Auditor of the Commonwealth, Attorney-General, Councilor for 2nd Councilor District, Senator for Norfolk Senatorial District, Representative in General Court for 6th Norfolk Representative District, County Commissioner for Norfolk County, Two Associate Commissioners for Norfolk County, District Attorney for Norfolk-Plymouth District, County Treasurer for Norfolk County to fill vacancy.


And for the Election of the following officers:


District Member of State Committee for each political party for Norfolk Senatorial District, 15 Members of the Democratic Town Committee, 24 Members of the Republi- can Town Committee, Delegates to State Conventions of both Political Parties.

WARRANT FOR SPECIAL TOWN MEETING


Commonwealth of Massachusetts


Norfolk, ss. To either of the Constables of the Town of Braintree, Greeting:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Braintree qualified to vote in town affairs, to meet at the Town Hall in said Braintree, on Monday, the twentieth day of October, 1919, at 7.45 o'clock, P. M. to act on the following articles, viz:


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To hear and act upon the reports of the Town officers or any committee, and to choose any com- mittee the Town may think proper.


Article 3. To see if the Town will vote to purchase additional portable school buildings and raise and approp- riate a sum of money for the same.


Article 4. To see if the town will vote to purchase or take land for school purposes and erect and furnish a new High School Building thereon, and raise and appropriate money for the same.


Article 5. To see if the Town will vote to raise and appropriate $16,717.56 assessed upon it August 5, 1919, under Chapt. of the Acts of 1916 for the construction of the Norfolk County Tuberculosis Hospital.

Article 6. To see if the Town will appropriate the sum of $5,000. toward the construction of the State highway on Washington, Franklin and Granite Streets, the Town to be reimbursed this sum by the County of Norfolk.

Article 7. To see what further sums of money the Town will vote to raise and appropriate for the Police Department, Collector's Department, Assessor's Depart- ment, Fire Department, Town Hall Maintenance and Repairs of Highways.


Article 8. To see if the Town will vote to accept Chap 293 of the General Acts of 1916 and acts in amendment or addition thereto, being an "Act to authorize the licensing by cities and towns of Motor Vehicles Carrying Passengers for Hire."


Article 9. To see if the Town will vote to raise and appropriate a sum of money to be expended under the direction of the Water Board for the extension of a 4 inch main on Arborway Drive and Argyle Road.


Article 10. To see if the Town will vote to raise and appropriate a sum of money for the extension of the water main on Granite Street from West Street to near the Dr. Simonds place, so called.


Article 11. To see if the Town will vote to raise and appropriate a sum of money for the extension of the water main on Plain Street from Liberty Street about 2000 feet to property of F. W. Nelson.


You are to give notice of this meeting by posting true and attested copies of this warrant in not less than nine public places in this Town, seven days at least before the time of said meeting, and by publishing the same once in the Braintree Observer-Reporter and Braintree Bee.


Hereof fail not, and make due return of this warrant with your doings thereon to the Town Clerk before the time of said meeting.

SPECIAL TOWN MEETING


Braintree, October 20, 1919.


In accordance with the foregoing warrant the Town met at the place specified.


The meeting was opened at 7:45 o'clock P. M. by the Town Clerk who read the warrant.


Article 1. By ballot Mr. William F. Rogers was elected Moderator and sworn by the Town Clerk.


Article 2. Voted that article 2 be considered in con- junction with all other articles.


Voted that a committee of five be appointed to investi- gate the old Union School Building, consider whether it can be utilized for any purpose by the Town, make any suggestion to the town of what can be done with it and report at some adjournment of this meeting or at a special meeting.


Moderator appointed E. E. Abercrombie, H. F. Knee- land, E. L. Emerson, P. H. Sullivan and Herbert Curtis.


Voted that when this meeting adjourn it be to December 1st next at 7:45 o'clock P. M.


Article 3. Voted to appropriate the sum of $3,000. for the purchase of additional Portable School Buildings.

Article 4. The committee appointed at the Annual Meeting to consider the matter of a new High School Building reported with recommendations (see files in Town Clerk's office.)


Voted to receive the report and tender the thanks of the town to the committee.


Voted to divide the question and first consider the matter of the purchase of land.


Voted to purchase the estate of Mr. N. E. Hollis on Washington Street for the sum of $16,000. according to his proposition made to the committee if the same can be done under the Revised Laws.


Voted by ballot to appropriate the sum of $16,000. for the above purpose.


Voted that the Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of $16,000. for the purpose of purchasing land upon which to erect a new schoolhouse and to issue bonds or notes of the town therefor; said bonds or notes to be pay- able in accordance with Sec. 14, Chap. 719 of the Acts of 1913 as amended, so that the whole loan shall be paid in not more than ten years from the date of issue of the first bond or note or at such earlier dates as the Treasurer and Selectmen may determine.

Voted to refer the remainder of the report to the same committee with instructions to reconsider the plan for the building with view to future accomodations.


Voted to add to the committee Benjamin Hawes, F. H. Merriam, F. W. Couillard as voting members and C. M. Flood, Superintendent of Schools as a non voting member.


Article 5. Voted by ballot that there be appropriated the sum of $16,717.56 to pay the town's share of the Norfolk County Tuberculosis Hospital and that the treasurer, with the approval of the selectmen, be and hereby is authorized to borrow the sum of $16,500. and to issue notes or bonds of the town therefor, said notes or bonds to be payable Two Thousand Dollars annually for seven years and $2,500. on the eighth year, so that the whole loan shall be paid in not more than ten years from the date of issue of the first note or bond.


The balance of said sum appropriated shall be taken from the surplus funds of the town. More than 50 voting in the affirmative.


Article 6. Voted to appropriate the sum of $5,000. towards the construction of the State Highway on Wash- ington, Franklin and Granite Streets, the town to be re- imbursed this sum by the County of Norfolk.

Acceptance of the rearrangement of the Constitution of the Commonwealth, submitted by the Constitutional Convention.


Acceptance of Chap. 311, General Acts of 1919, en- titled, "An Act relative to the establishment and main- tenance of continuation schools and courses of instruction for employed minors."


Acceptance of Chap. 116, General Acts of 1919, entitled "An Act to authorize savings banks and institutions for savings, and trust companies having savings departments, to place deposits on interests monthly." (Referendum.)


The polls will be closed at 1:30 o'clock in the afternoon.


You are directed to serve this warrant by posting attested copies thereof in not less than three public places in each Precinct in said Town seven days at least before said fourth day of November, 1919, and by publishing the same once in the Braintree Observer-Reporter and Braintree Bee.


Hereof fail not and make due return of this warrant with your doings thereon to the Selectmen before the time of said election.

Articles 2 and 4. Taken up. The committee on Hi: h School to whom the report and plans presented at the meeting of October 20, were recommitted with instructions to' reconsider the same.

The committee presented new plans for a High School Building and exhibited the same by lantern slides, and rendered its report with recommendations (see files). Mr. Graham moved that the Town adopt the Plans and Specifi- cations as presented by the architect and recommended by the committee. A long discussion ensued and various motions were made and rejected or withdrawn.


The following substitute motion, for any motion now before the meeting was made by Mr. Abercrombie.


That the Board of Selectmen be instructed to petition the Legislature for an Act to enable the Town to borrow money in excess of its Statutory Limit and that the plans of the proposed School Building and the report be returned to the committee with instructions to have the same printed and distributed to the voters.


Voted that the above question be divided.


Voted that the Board of Selectmen be and they are hereby instructed to petition the General Court of the Commonwealth for the passage of an Act, to authorize the Town of Braintree to borrow such sums of money in excess of the Statutory Limit as said Board of Selectmen may deem necessary for the construction and equipment of a new High School Building.


Voted that the plans and the report be returned to the committee with instructions to have the same printed and distributed to the voters.


Voted to extend the thanks of the Town to the com- mittee for its faithful services.

Pursuant to the foregoing warrant I hereby notify and warn the inhabitants of the Town of Braintree, qualified as therein expressed, to meet at the time and place mentioned for the purposes therein mentioned.

In accordance with the foregoing warrant the Town met at the place specified.


At 7:50 o'clock P. M. the meeting was called and the warrant read by the Town Clerk.


Article 1. By ballot, Mr. W. F. Rogers was chosen Moderator and sworn by the Town Clerk.


Voted that this meeting adjourn until after the comple- tion of the business of the adjourned meeting of Oct. 20.


Meeting again called at 10:40 o'clock P. M.

Article 2. Voted to indefinitely postpone all action under this article.

WARRANT FOR SPECIAL TOWN MEETING Commonwealth of Massachusetts


Norfolk, ss. To either of the Constables of the Town of Braintree, Greeting:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Braintree, qualified to vote in Town affairs, to meet at the Town Hall in said Braintree.


On Monday, the 29th day of December 1919, at seven forty-five o'clock in the evening, to act on the following articles, namely :


Article 1. To choose a Moderator to preside at said meeting.


Article 2. To see if the Town will vote to raise and appropriate $16,717.56 assessed upon it August 5, . 1919 under Chapter 286 of the General Acts of 1916 for the construction of the Norfolk County Tuberculosis Hospital and rescind all action taken on this matter at the Special Meeting of October 20th, 1919.
