The Annual Town Meeting was called to order at 7:45 P. M. by Moderator, William F. Rogers. Voters checked.


Article 1. Voted to elect three Measurers of Wood and Weighers of Hay. Charles G. Sheppard, Wilford F. Woodsum and R. Allen Gage elected.


Article 2. Voted that the Town Treasurer, with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1932, and to issue a note or notes therefor, payable within one year and to renew such note or notes as may be given for a period of less than one year in accordance with Sec- tion 17, Chapter 44 of the General Laws. Any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Article 3. Voted that the Town Treasurer be and is hereby made custodian of all moneys of the several de- partments of the Town. The Board of Water Commis- sioners are hereby instructed to elect the Treasurer of the Town, Treasurer of the Water Department. The Electric Light Commissioners are hereby instructed to elect the Treasurer of the Town, Treasurer of the Electric Light. Department. The Selectmen are hereby instructed to re- quire from the Treasurer such a bond as in their judg- ment is necessary for the safety of such moneys ; that the Treasurer be held harmless on his bond from any loss caused by the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit, with the approval of the Board of Selectmen.


Article 4. Voted that the Tax Collector be held harm- less on his bond from any loss caused by the failure of any National Bank or Trust Company in which the funds of the Town may be on deposit with the approval of the Board of Selectmen.


Article 5. Moved that this Article be taken up in con- junction with the other articles in the Warrant. So voted.


Under Article 5: Mr. Horace R. Drinkwater made a complete report on the Central Fire and Police Station. Moved that this report be accepted and placed on file. Unanimous vote.


Mr. Cavanaugh moved a vote of thanks be extended to this building committee and that the Town Treasurer write a letter to each member, same to be signed by the Town Clerk and the Moderator. So voted 8:08.


Mr. Fred A. Philbrick offered the following Resolu- tion : That the tax rate for this year (1932) be set at $27.00 per $1,000.00 with no increase to be made in the valuation of property except where improvements or

additions have been made, and that money be appro- priated at this Town Meeting in accordance with said tax rate and other usual receipts. So voted 8:09.


Article 6. Voted to appropriate for the Reserve Fund for extraordinary or unforeseen expenditure during the current year-$10,000.00. Carried 8:10.


Article 7. No action.


Article 8. Mr. Fitzgerald moved indefinite postpone- ment under this article. So voted.


Mr. Hunt offered the following Resolution: Whereas, the question will come before this meeting under the several articles on the Warrant as to the amount of salaries to be paid to certain Town Officials and em- ployees ;


And, Whereas, any action with reference to a readjust- ment of any salary and wage scale should be, in the opinion of the Finance Committee, uniform except in such cases as are otherwise provided for in the Budget of said Committee ;


Be It Resolved that it is the sense and intention of this meeting, and so far as it may be necessary the instruc- tion of this meeting to be appropriate officials of the Town, to reduce the salaries and wages of all regular and special Town officers and employees by the amount of ten per centum per annum from the amount appro- priated for the same purpose in 1931; said readustment to be effective as of July 1, 1932, to effect that portion of the salaries and wages which may become due after that date.

ARTICLE 14. 1. Moved that the sum of $20,000.00 plus ledge work be appropriated and taken from the revenue of the Water Department provided that the Com- monwealth or one or more political sub-divisions thereof, authorize by legislative enactment or otherwise, the re- location and reconstruction of said Granite Street from Five Corners to the Quincy Line, during the year 1932 and commence said construction during that year. So voted 10:04.

2. Moved that there be appropriated the sum of $10,- 080.00 for bonds and interest and $70,950.00 for the maintenance and operation of the water supply system, laying and relaying of water mains, including $300.00 for the salaries of 3 water commissioners, the same to be taken from the surplus of the water revenues as shown on the books for the year 1931 and from the revenues of the department for the year 1932. So voted 10:05.


ARTICLE 15. Mr. Horace T. Cahill moved that this Article be laid on the table so that it can be considered after the present Selectmen have had an opportunity to have a conference with the Finance Committee. Carried 10:07.


ARTICLE 16. Moved that there be appropriated from the income of the Electric Light Department the sum of $300.00 for salaries of Electric Light Commissioners, the sum of $20,464.76 for Depreciation Fund, and the sum of $304,550.24 together with the unexpended balance of $5,428.42 of the year 1931 for operating expenses, re- newals, repairs and new construction. So voted 10:08.

The adjourned Town Meeting was called to order by Moderator, Wm. F. Rogers at 7:45 P.M. Voters checked.


Voted that the reading of the minutes of the last session be dispensed with.


Under Article 5: Mr. Oakman moved that there be made the following appropriations from the income of the Charles Thayer fund :


1. $100.00 for a hedge in Lakeview Cemetery in front of the Thayer lot.


2. $40.00 for upkeep of Dyer Hill Cemetery. The expenditures under these two items to be under the direction of Charles S. Marshall and the Town Treasurer.


3. $150.00 to each Park Commissioner to be expended in addition to the amount raised by the Town.


4. $300.00 to the Trustees of the Thayer Public Lib- ary for the purchase of books.

The Moderator called attention to the fact that March 20, 1932, was the 89th birthday of our former highly esteemed Town Clerk, Henry A. Monk. The meeting manifested their appreciation of his long and faithful service and wished him many happy returns of the day by rising. He was greeted with great applause, which he acknowledged.


Mr. Monk moved that we take up Article 45 at this time. Carried.


Article 45. Mr. Monk moved: That that part of the Town House now known as "Memorial Hall" be made a permanent Memorial Hall and that all Braintree Union Veteran organizations and their associate societies each be granted the free use of said Hall once each month, as long as they continue holding regular meetings.


Mr. Hubbard offered as an amendment to Mr. Monk's motion : And that it be called the Henry A. Monk Memor- ial Hall. Unanimously carried.


Moved : That that part of the Town House now known as "Memorial Hall" be made a permanent Memorial Hall and that all Braintree Union Veteran organizations and their associate societies each be granted the free use of said Hall once each month, as long as they continue hold- ing regular meetings and that it be called the Henry A. Monk Memorial Hall. Unanimously carried-7:55.


Mr. Poland offered the following Resolution : That the Tree Warden be requested to co-operate with the Civic Committee of The Philergians in the matter of the re- moval of trees. Carried 7:57.


Mr. Hunt moved to take Article 9-Item 4-from the table. Carried.

Mr. Hunt moved that there be raised and appropriated the sum of $122,000.00 for the purpose of paying the expenses and liabilities incurred or to be incurred under Chapter 17 of the Acts of 1930 in the construction of sewers for sanitary purposes with such connections and other works as may be required for a system of sewage disposal and that to meet the said appropriation the sum of $7,000.00 shall be included in the tax levy of the cur- rent year and the remaining $115,000. shall be raised by the issue of $50,000. bonds or notes of the town pursuant to Chapter 17 of the Acts of 1930 and $65,000. bonds or notes of the town pursuant to Chapter 44 of the General Laws. The treasurer with the approval of the selectmen is hereby authorized to issue and sell the said bonds or notes and each of the said classes of bonds or notes shall be payable in accordance with the provisions of section 19 of the said Chapter 44 and within thirty years from the date of the first bond or note as the treasurer with the approval of the selectmen may determine. The said

$50,000. bonds or notes shall bear on their face the words "Braintree Sewerage Loan, Act of 1930." The sum here- by appropriated shall be spent under the direction of the sewer commissioners. Not carried-10:00 P.M.

Resurfacing ADAMS STREET from Commercial St. to ELM ST. (on car track location) 3200 Ft. long 10 Ft. wide, removal of old ties and rails, ($1,075.00 for per- manent labor for this Construction is provided for under Item 5 of this Article) .$4,803.00


Elm St. From Braintree R. R. station to Middle St. (on car track location) 1700 Ft. long by 8 to 15 Ft. wide. ($763.00 for permanent labor for this Construction is provided for under Item 5 of this Article). .... $3,092.00


Moved to appropriate for work already completed on Liberty Street, Common Street, Park Avenue, Audubon Road, a total sum of $6,260.00. Carried.


Moved that the sum of $1,864.00 be appropriated to complete the work on Audubon Road from Quincy Avenue to Spencer Street. Carried.


Moved that the sum of $100.00 be appropriated for the completion of work already commenced on Cavanaugh Road from Cherry to Common Street. Carried-10:16.


Mr. Emerson moved that this meeting adjourn until 7:45 P.M. Monday night, April 4th. Carried-10:25 P.M.

The adjourned Town Meeting was called to order at 7:45 P.M. by Moderator William F. Rogers. Voters checked.


Mr. Hunt moved that the reading of the minutes of the last session be dispensed with. Carried.


Article 34-HIGHWAYS.


4. Mr. Horace T. Cahill moved: That there be raised and appropriated the sum of $40,000.00 for the purpose of constructing granolithic sidewalks; and to meet said appropriation there be raised in the tax levy of the cur- rent year the sum of $7,000.00 and the treasurer with the approval of the selectmen be and hereby is authorized to borrow the sum of $33,000.00 and to issue bonds or notes of the town therefor, said bonds or notes to be pay- able in accordance with Chapter 44 of the General Laws, so the whole loan shall be paid in not more than five years from the date of issue of the first bond or note, or at such earlier dates as the treasurer and selectmen may deter- mine.
