ARTICLE 14. To see what sums of money the Town will vote to raise and appropriate to pay interest and maturing debt and the charges, expenses and outlay of the Water Department the same to be taken from the revenues of the Water Department and the unex- pended balance of 1949, or take any action relative thereto .- No action necessary.


ARTICLE 15. To see if the Town will vote to appropriate from the income of the Electric Light Department, the sum of Three Hundred ($300.) Dollars for the salaries of the Electric Light Commissioners .- No action necessary.


ARTICLE 16. To see if the Town will vote to include in the tax levy for electricity used for street lighting, the sum of Eleven Thou- sand Five Hundred ($11,500.00) Dollars as appropriated under Arti-

cle 8 of the warrant for the year 1950 Annual Town Meeting, and that said sum together with the income from sales of electricity to private consumers or for current supplied to Municipal buildings or for Municipal power, and from the sales of appliances and jobbing during the current fiscal year be appropriated for the use of the Municipal Light Plant the whole to be expended under the direction and control of the Municipal Light Board for repairs, removals, new construction and operating expenses of the Plant for the fiscal year, as defined in Section 57, Chapter 164 General Laws and that if


said income shall exceed the expense for the fiscal year such amount in excess as is deemed necessary by the Municipal Light Board shall be transferred to the construction fund of said plant and ap- propriated and shall be used for such additions to the plant as may thereafter be authorized by the Municipal Light Board and any re- maining amount paid into the surplus of the Town Treasury .- So voted.


ARTICLE 17. To see if the Town will vote to raise or borrow and appropriate any sum or sums of money to be expended by the Board of Sewer Commissioners for the construction of sewers for sanitary purposes, or take any action relative thereto.


Voted: That there be raised and appropriated the sum of $125,- 000.00 for the construction of additional sewers for sanitary purposes under the direction of the Sewer Commissioners and that to meet said appropriation the sum of $75,000.00 be taken from available funds in the Treasury and $50,000.00 be included in the tax levy of the current year.


ARTICLE 18. To see what sums the Town will vote to raise and appropriate to meet the cost of a sewerage pumping station to be .- constructed to serve the State-Aided Housing Project No. 200-I and also to serve certain other properties.


Voted: That there be raised and appropriated for the use of the Braintree Housing Authority the sum of $13,900.00 to be ex- pended by the Braintree Housing Authority for the construction of a sewage pumping station to serve that portion of the State-Aided Housing Project No. 200-I, known as the Commercial Street Site, such construction to be acceptable to the Braintree Sewer Com- mission.


ARTICLE 19. ON PETITION. To see if the Town will instruct the Sewer Commission not to assess betterments and to abate those already levied on property on or opposite which the sewer has been constructed at private cost, or take any action relative thereto .- No action.


ARTICLE 20. ON PETITION. To see if the Town will vote to instruct the Sewer Commission to apply for extended authority under G. L. Chap. 58 Sec. 8 and upon receipt of such authority to abate all sewer assessments on Lawnview Drive in excess of the actual cost to the town in installing and connecting said sewer, or take any other action relative thereto .- No action.


ARTICLE 21. ON PETITION. To see if the Town will vote to raise and appropriate a sum of money for the extension of sewer- age pipes from the brow of Elmlawn Road, along Elmlawn Road to Roberts Street, thence to, and including Conrad Street, so that those not now served by town sewers may connect into sewerage line. thus

overcoming the potential health menace and sewerage disposal diffi- culties now experienced in the area, or take any necessary action relative thereto.


Voted: Reference to the Sewer Commissioners.


ARTICLE 22. To see if the Town will vote to take appropriate action to discontinue or relocate that portion of Washington Park Road, so-called, running Easterly from Washington Street to Tenney Road, or take any action relative to said way including the ac- ceptance of any layout duly made by the proper officers or board of the Town relocating said portion of Washington Park Road.


Voted: That Article 1 of the warrant for the Special Town Meeting be taken up in conjunction with Article 22.


ARTICLE 1. Special Town Meeting. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the purchase or taking by eminent domain for a site for a public library of the land, with the buildings thereon. on Washington Street in that part of Braintree known as South Braintree being Plot 5 on Assessors' Plan 1005 of the Town of Braintree which plot is immediately contiguous on the South to land already acquired for said purpose and which plot is supposed to contain about 10,840 square feet of land, or take any action relative thereto.


Voted: That there be raised and appropriated the sum of $10,- 500.00 for the purchase for library purposes, of the land and build- ing on the easterly side of Washington Street, being Piot 5 on Assessors' Plan 1005 and immediately contiguous on the south to land already acquired for said purpose and authorize the Selectmen at the time of such purchase to enter into an agreement with the owner thereof for the continued occupancy of the premises by said owner or her surviving spouse for such period of time as may be agreed upon by said Selectmen and said owner or survivor.


ARTICLE 23. To see if the Town will vote to raise and appro- priate such sums of money as may be necessary for the purpose of constructing, furnishing and equipping a new Public Library building, and authorize the Treasurer, with the approval of the Selectmen, to borrow all or any part of said sums, in accordance with the provisions of any general or special Act authorizing the Town to borrow for such purposes, or take any action relative thereto.


Voted: That there be raised and appropriated the sum of $50,- 000.00 for the purpose of constructing. furnishing and equipping a new public library building, of which sum $77.18 be raised by by transfer from Hollingsworth Post-War Rehabilitation Fund, $1,- 295.63 be raised by transfer from Post-War Rehabilitation Fund, $25,000.00 be raised by transfer from available funds in the Treasury and the balance of $23,627.19 to be raised from the tax levy for the current tax year said sum to be expended under the direction of the Library Building Committee appointed pursuant to vote under Article 20 of the warrant for the 1949 Annual Town Meeting, and that said Committee be and hereby is authorized to act for and on behalf of the Town with full power to employ architects, secure

bids and let contracts in the name of the Town and any acts neces- sary to construct, furnish and equip said building within the fore- going appropriation.


ARTICLE 24. ON PETITION. To see if the Town will vote to amend Article X-A of the "Revised By-Laws of the Town of Brain- tree, Massachusetts 1940", which article was duly inserted therein after the original adoption of said By-Laws, by adding after the word premises the following:


"Except that the transfer of an existing license located within the 500 feet limit, may be granted within the said 500 feet limit, provided the distance between the location or premises to which the transfer is to be made and the nearest church or school premises is not less than the distance be- tween the existing location and the nearest church or school premises."


so that said Article as amended will read as follows:


"No license in any form other than a renewal shall be granted by the Selectmen or Licensing Board for the sale of alcoholic beverages at any location within the Town within 500 feet of any church or school premises, except that the transfer of an existing license located within the 500 feet limit, may be granted within the said 500 feet limit provided the dis- tance between the location or premises to which the transfer is to be made and the nearest church or school premises is not less than the distance between the existing location and the nearest church or school premises."-Unanimously carried.


ARTICLE 25. To see if the Town will vote to strike out- Sections 1 and 3 of Article 1 of the "Revised By-Laws of the Town of Braintree, Massachusetts, 1940" and insert in place of said Sec- tion 1 the following:


Section 1. The annual town meeting for the transaction of all business except the election of such officers and the de- termination of such matters as by law are required to be elected or determined by ballot, shall be held on the first Monday of March in each year, at seven o'clock, P.M. In case all such business shall not have been transacted on said first Monday the meeting shall stand adjourned until the suc- cceding day at the same hour and may thereafter stand ad- journed from time to time by vote of said meeting. The Annual election of such officers and the determination of such matters as by law are required to be elected or determined by ballot shall be held on the third Monday of March in each year .- No action.


ARTICLE 26. To see if the Town will vote to amend the By- Laws by substituting for Article 13-A adopted at the Annual Town Meeting of 1941 a new Article 13-A the substance of said Article to be the Building Code as revised by the Committee authorized for that purpose by the 1949 Annual Town Meeting and contained in its report on file with the Town Clerk and appropriate a sum of money for the publication thereof, or take any action relative thereto.


Unanimously voted: To accept and adopt the Building Code Committee report to amend the By-Laws by substituting for Article 13-A, adopted at the Annual Town Meeting of 1941, a new Article

13-A, the substance of said Article to be the Building Code as l'e- vised by the Committee authorized for that purpose by the 1949 Annual Town Meeting and contained in its report on file with the Town Clerk and to raise and appropriate the sum of $500.00 for the Committee's expense for advertising and printing 2000 copies of the amended code, said code to be available from the Building Inspector at a charge of 25c per copy.


ARTICLE 27. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the purchase and installation of a fire-detection system in the Brain- tree High School, or take any action relative thereto.


Unanimously voted: That the sum of $36,900.00 be raised and appropriated for the purchase and installation of a complete fire sprinkler system in the Braintree High School and gymnasium- said sum to be expended under direction of the School Committee.


ARTICLE 28. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the acquisition of a site or sites for future elementary schools, or take any action relative thereto.


Unanimously voted: That there be raised and appropriated from available funds in the treasury the sum of $17,200.00 for the purchase, for school purposes, of the following described property : Beginning at a point on the northerly side of Lakeside Drive, 390 feet more or less westerly from the intersection of the westerly sideline of Walnut Street and the northerly sideline of Lakeside Drive; thence by the land now or formerly of Campanelli Con- struction Company, northerly, easterly and westerly by a series of lines 1034 feet more or less to the center of the brook and land of John Williams; thence westerly by said brook and land of said Williams and Mattie Kaukola 720 feet more or less to a point; thence southerly 930 feet more or less by the land of the Lakeside Park Realty Company to a point in the northerly side of Lakeside Drive; thence easterly by the northerly side of Lakeside Drive 525 feet more or less to a point of beginning: Containing about 1212 acres, according to sketch of land owned by the Lakeside Park Realty Company, drawn by Schuyler Clapp Company, February 2, 1950, filed with the Town Clerk, of which sum $2,200.00 shall not be paid until the owners of the property shall lay. water mains, satisfactory to the Water Department, in Lakeside Drive covering the entire frontage of the property and of which sum $2,500.00 shall not be paid until said owners shall construct Lakeside Drive along said entire frontage in a manner satisfactory to the Planning Board.


ARTICLE 29. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for repair- ing and remodelling sections of the Abraham Lincoln School, or take any action relative thereto.


Voted: That there be raised and appropriated the sum of $28 - 500.00 for repairing and remodelling sections of the Abraham Lin- coln School, such sum to be expended under the direction of the committee appointed under Articles 33 and 34 of the Warrant for the 1948 Town Meeting.

ARTICLE 30. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds to provide emergency facilities to care for classes that cannot, in the judgment of the School Committee, be accommodated in regular classrooms, or take any action relative thereto .- No action.


ARTICLE 31. ON PETITION. To see if the Town will vote to continue the operation of Union Village to May 23, 1954 as pro- vided by Chapter 469 of the Acts of 1949 .- Sc voted.


ARTICLE 32. ON PETITION. To see if the Town will vote to raise and appropriate the sum of Four Thousand ($4,000.00) Dollars to construct on the accepted Public Highways the necessary con- necting facilities to the State Aided Veterans Housing Development No. 200-I.


Voted: That there be raised and appropriated the sum of $2 - 000.00 for materials only, labor to be furnished by the Highway Department, to construct on the accepted public highways connecting facilities for State-Aided Veterans Housing Developments, which sum is to be expended under the direction of the Highway Depart- ment.


ARTICLE 33. To see if the Town will raise and appropriate the sum of $300.00 to be used for playground supervision at Union Village, to be expended under the direction of the Union Village Project Manager .- No action.


ARTICLE 34. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the eradication and prevention of "Dutch Elm" disease, so-called, or take .- any action relative thereto.


Voted: That there be raised and appropriated for the eradica- tion and prevention of Dutch Elm disease, the following sums:


Prevention Dutch Elm Disease $300.00 Removal of trees as listed on page 27 of Finance Committee's recommen- dations 430.00

such sums to be expended under the direction of the Moth Depart- ment.


ARTICLE 35. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds to cover or pipe the Smelt Brook in Weymouth Landing, or take any action relative thereto.


Voted: That there be appropriated the sum of $5,000.00, to be raised from available funds in the treasury, said sum to be ex- pended under the direction of the Selectmen for the covering or laying of pipe in the East Braintree town-owned parking area in Washington Square, but to be so expended only on condition that the Town of Weymouth provides a similar sum for such work.


ARTICLE 36. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the

purchase or taking by eminent domain of an easement for drainage through land now or formerly of Industrial Properties, Inc., as shown on plan entitled "Town of Braintree, Drain Easement through Land of Industrial Properties, Inc.," dated Jan. 1950, John J. Drink- water, Town Engineer, and for the construction of a drain in said easement, or take any action relative thereto.


Unanimously voted: That there be raised and appropriated the sum of $9,861.00 for the purpose of purchasing or taking by eminent domain an easement for drainage through the land now or formerly of "Industrial Properties, Inc.," as shown on a plan entitled "Town of Braintree, Drain Easement Through Land of In- dustrial Properties Inc." dated January 1950, John J. Drinkwater, Town Engineer, and for the construction of a drain in said easement.


ARTICLE 37. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the construction of a sidewalk on the Northerly side of Marshall Street from Middle Street to Hamilton Street, or take any action relative thereto .- No action.


ARTICLE 38. ON PETITION. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the laying of a sidewalk on Blanchard Blvd., commencing at Elm Street and to continue to the end of Blanchard Blvd., or take any action relative thereto .- No action.


ARTICLE 39. ON PETITION. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the construction of a sidewalk on Howard Street from the junction of Howard and Hayward Streets to the junction of Howard and Shaw Street, or take any action relative thereto.


Voted: That the subject matter be referred to the Selectmen.


ARTICLE 40. ON PETITION. To see what sums of money the Town will vote to raise and appropriate for the widening of the bridge on Jefferson Street, South Braintree, or take any action rela- tive thereto .- No action.


ARTICLE 41. To see if the Town will vote to accept as and for a Town Way, Walnut Street from Parkside Avenue to Howie Road, 450 feet as laid out by the Selectmen .- So voted.


ARTICLE 42. To see if the Town will vote to accept as and for a Town Way Lawnview Drive north from Elm Street, 1,480 feet, as laid out by the Selectmen .- So voted.


ARTICLE 43. To see if the Town will vote to accept as and for a Town Way Pinecrest Road from Lawnview Drive to Blanchard Blvd. 200 feet as laid out by the Selectmen .- So voted.


ARTICLE 44. ON PETITION. To see if the Town will vote to accept as and for a Town Way Walnut Street from Howie Road to the end of construction for a distance of 1130 feet, layout of which was approved by the Planning Board June 21, 1949 in ac- cordance with Chapter 41, General Laws, Section 81 A-Y, said ap- proved plan on file in the office of the Town Clerk .- So voted.


ARTICLE 45. ON PETITION. To see if the Town will vote to accept as and for a Town Way Reservoir Circle for a distance of

120 feet, layout of which was approved by the Planning Board June 21, 1949 in accordance with Chapter 41, General Laws, Section 81 A-Y, said approved plan on file in the office of the Town Clerk. -So voted.


ARTICLE 46. ON PETITION. To see if the Town will vote to accept as and for a Town Way Reservoir Avenue for a distance of 300 feet, layout of which was approved by the Planning Board June 21, 1949 in accordance with Chapter 41, General Laws, Sec- tion 81 A-Y, said approved plan on file in the office of the Town Clerk .- So voted.


ARTICLE 47. ON PETITION. To see if the Town will vote to accept as and for a Town Way Blake Road for a distance of 365 feet, layout of which was approved by the Planning Board June 21, 1949 in accordance with Chapter 41, General Laws, Section 81 A-Y, said approved plan on file in the office of the Town Clerk.


Voted: That the Town accept for a Town Way, Blake Road for a distance of 300 feet, layout of which was approved by the Plan- ning Board February 21, 1950, in accordance with Chapter 41, Gen- eral Laws, Section 81 A-Y, said approved plan on file in the office of the Town Clerk.


ARTICLE 48. ON PETITION. To see if the Town will vote to accept as and for a Town Way Lake Street for a distance of 650 feet layout of which was approved by the Planning Board, September 20, 1949 in accordance with Chapter 41. General Laws, Section 81 A-Y, said approved plan on file in the office of the Town Clerk .- So voted.


ARTICLE 49. ON PETITION. To see if the Town will vote to accept as and for a Town Way Lakeside Drive for a distance of 310 feet, layout of which was approved by the Planning Board June 21, 1949 in accordance with Chapter 41, General Laws, Section 81 A-Y said approved plan on file in the office of the Town Clerk .- So voted.


ARTICLE 50. To see if the Town will vote to authorize and direct the Selectmen to transfer the Town's title to the Traffic signal on Washington Street, (Route 37) at Thayer Place to the Depart- ment of Public Works of the Commonwealth and to request the said department to assume the maintenance of said signal .- So voted.


ARTICLE 51. To see if the Town will vote to raise and appro- priate or transfer from available funds a sum of money for the pur- pose of chlorinating that portion of Sunset Lake comprising the bathing area during the summer of 1950 and designate the depart- ment which shall be responsible for such expenditure of such appro- priation, or take any action relative thereto.


Voted: That there be raised and appropriated the sum of $1,- 700.00 to be expended under the direction of the Water Department, for the purpose of chlorinating that portion of Sunset Lake com- prising the bathing area during the summer of 1950.


ARTICLE 52 To see if the Town will vote to transfer Plot No. 1 on Assessors' Plan No. 1046 at the corner of Washington and Han- cock Streets now owned by it as a result of tax title foreclosure to

the Board of Park Commissioners, or take any action suitable to create a public park or recreation center at that location .- No action.


ARTICLE 53. ON PETITION. To see if the Town will vote to establish a Recreation Commission, determine the number of mem- bers of said commission and the method of choosing such members.


Voted: That the question of establishing a Recreation Com- mission be referred to the committee that is to be appointed by the Moderator to study the park commissioners' activities, organized play, etc.


ARTICLE 54. ON PETITION. To see if the Town will decide if the powers conferred by Section 14 of Chapter 45 of the General Laws as most recently amended by Chapter 256 of the Acts of 1949 or any of said powers shall be exercised by a Recreation Commission if such a commission shall have been established .- No action.


ARTICLE 55. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the construction of a bath house and toilet facilities at Swift's Beach, or take any action relative thereto .- No action.


ARTICLE 56. ON PETITION. To see what sums of money the Town will raise and appropriate for the establishment and mainte- nance of dressing rooms at Sunset Lake as recommended by the Massachusetts Department of Public Health, or take any action rela- tive thereto .- No action.


ARTICLE 57. ON PETITION. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $1,000.00 to be expended by the Braintree Airport Commission for improvements to existing air strip, or take any action relative thereto.


Voted: That there be raised by transfer from available funds the sum of $1.000.00 to be expended by the Braintree Airport Com- mission for improvements to existing air strip.


ARTICLE 58. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds to enable the members of the Municipal Retirement System, and such other town officers and employees as may be eligible, to be covered by Group Life Insurance, as defined in Section 133 of Chapter 175 of the General Laws, as amended, or take any action relative thereto. -No action.


ARTICLE 59. To see if the Town will vote to use all or part of the Post-War Rehabilitation Fund established under the authority of Section 1 of Chapter 5 of the Acts of 1943 to meet appropriations voted under any of the articles of this warrant for any purpose per- mitted by said Chapter 5 .- No action.


ARTICLE 60. To see what disposition the Town will vote to make of the income of the Thayer Fund .- No action necessary.


ARTICLE 61. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds to meet the payment of certain bills contracted prior to January 1, 1950, or take any action relative thereto.

Unanimously voted: That there be raised and appropriated the sum of $384.47 to meet the payment of certain bills contracted prior to January 1, 1950.


ARTICLE 62. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the purchase, installation and maintenance of Traffic Signals at, or in the vicinity, of Norfolk Square, East Braintree, or take any action relative thereto .- No action.
