ARTICLE 5. To see what action the Town will take to establish the salaries of the elective Town Officers.


Voted: That Article 5 be considered in conjunction with Article 6.


ARTICLE 6. To see what sums of money the Town will raise and appropriate or transfer from available funds to pay interest and ma- turing debt, and for charges, expenses and outlays of the several Town Departments and for a Reserve Fund for the ensuing year. (For amounts appropriated, see Town Accountant's Report, Recapitulation.)


ARTICLE 7. To see if the Town will appropriate the sum of $200,000.00 from available funds in the treasury to be used by the Assessors in determination of Tax Rate for 1953, or take any other action relative thereto.


Voted: To authorize and instruct the Assessors to use the sum of $25,000.00 in a special reserve fund created by transfer from the Electric Light Department Construction Account, in determination of the tax rate for 1953, and to appropriate said sum for the purpose of reducing the tax rate.


ARTICLE 8. To see if the Town will vote to appropriate from the income of the Electric Light Department the sum of Three Hun- dred Dollars for the salaries of the Electric Light Commissioners .- No action necessary.

ARTICLE 9. To see if the Town will vote to include in the tax levy for electricity used for street lighting, the sum of Thirteen Thou- sand Eight Hundred Dollars as appropriated under Article 6 of the warrant for the year 1953 Annual Town Meeting, and that said sum together with the income from sales of electricity to private consumers or for current supplied to Municipal buildings or for Muniipal power, and from the sales of appliances and jobbing during the current fiscal year to be appropriated for the use of the Municipal Light Plant the whole to be expended under the direction and control of the Municipal Light Board for repairs, renewals, new construction and operating expenses of the Plant for the fiscal year, as defined in Section 57, Chapter 164, General Laws and that if said income shall exceed the expense for the riscal year such amount of excess as is deemed neces- sary by the Municipal Light Board shall be transferred to the con- struction fund of said plant and appropriated and shall be used for such additions to the plant as may thereafter be authorized by the Municipal Light Board and any remaining amount paid into the sur- plus of the Town Treasury,-So voted.


ARTICLE 10. To see if the Town will vote to raise and appro- priate or transfer from available funds a sum of money to assist in defraying the expenses of Memorial Day, or take any other action relative thereto .- No action necessary.


ARTICLE 11. To see if the Town will vote to raise and appro- priate or transfer from available funds a sum of money for the Brain- tree Post, No. 1702, Veterans of Foreign Wars of the United States, for rent of hall to conduct meetings and other functions of the Post, or take any other action relative thereto .- No action neessary.


ARTICLE 12. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for Civilian Defense, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $6,500.00 for Civilian Defense, said sum to be expended under the direction of the Director of Civilian Defense as follows: Administrative expenses $1,750.00; Radiological Dept. $200.00; Communications $1,000.00; Aux- iliary Fire Department $670.00; Auxiliary Police Department $2,880.00.


ARTICLE 13. To see if the Town will vote to raise and appro- priate or transfer from available funds a sum or sums of money to reimburse Battery "C" 126th AAA AW BN (SP) MAISS. N. G. for expenses of drill grounds, firing range and incidental expenses, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum $325.00 to reimburse Battery "C" 126th AAA AW BN for expenses of drill grounds, firing range and incidental expenses, said sum to be expended by the Selectmen.


ARTICLE 14. To see if the Town will vote to raise or borrow and appropriate any sum or sums of money to be expended by the Board of Sewer Commissioners for the construction of sewers for sanitary purposes, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $199,- 500.00 for the construction of additional sewers for sanitary purposes under the direction of the Sewer Commissioners and that to meet said appropriation the sum of $99,500.00 shall be raised in the tax

levy and that the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of $100,000.00 and to issue bonds or notes of the Town therefor payable in accordance with the Provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than 10 years from the date of issue of the first bond or note, or at such earlier time as the Treasurer and Se- lectmen may determine.


ARTICLE 15. To see if the Town will vote to accept a legacy of Three Hundred Dollars under the will of the late Minerva P. W. Martin for the care of a lot in Plain Street Cemetery .- So voted.


ARTICLE 16. To see what sum or sums of money the Town will vote to raise and appropriate or transfer from available funds for Hydrant maintenance and service, or take any action relative thereto.


Voted: That there be raised and appropriated the sum of $14,250.00, said sum to be paid to the Water Department for Hydrant Service during 1953.


ARTICLE 17. To see if the Town will vote to amend the Zoning By-Laws and the Zoning Map dated May 2, 1940 by providing that the area of approximately 500 acres in the southeastern part of the Town, as shown on plan and description filed with the Town Clerk and posted with this warrant at the town hall, shall be classified as a Residence B district .- No action.


ARTICLE 18. To see if the Town will vote to amend Par. 1, Sec. 1 of the Zoning By-Law so that the zoning map dated May 2, 1940, as previously amended be changed to provide that the "Zoning" of the following described area be changed from Zone C to Industrial Zone: "The land shown at Plot 7 on Assessors' Maps 3008 and 3017 consisting of 17,000 square feet being a triangular section of land adjacent to present Industrial area bounded by the N.Y., N.H. & H .- Old Colony R.R. right of way on the north side, by Allen Street on the south side and property now or formerly owned by Avery on the west side."-So voted.


ARTICLE 19. To see if the Town will vote to amend Par. 5, Sec. VIII of the Zoning By-Law to insert the words "provided that in no case the width of lot at the street line be less than 50 feet," after those words in the ninth line of paragraph 5 which read "where the lot is narrowest."-So voted.


ARTICLE 20. To see if the Town will vote to establish a full- time Building Inspection Department and to appropriate a sum of money for its use, or take any other action relative therto. - No action.


ARTICLE 21. To see if the Town will vote to establish a schedule of fees for wire inspections under the provisions of Chapter 166, Sec. 32, General Laws or authorize the Selectmen to establish such a schedule, or take any other action relative thereto.


Voted: That under the provisions of Chapter 166, Section 32 General Laws, the Board of Selectmen be hereby authorized to es- tablish a schedule of wire inspection fees.


ARTICLE 22. To see if the Town will authorize the Library Building Committee upon completion of its work to turn over control to Trustees of Thayer Public Library, or take any other action relative thereto. - So voted.

ARTICLE 23. To see if the Town will vote to establish the James W. Colbert Library in East Braintree, to appropriate a sum of money for the construction of a building therefor from the funds left for the purpose under the will of James W. Colbert, or otherwise, or take any other action relative thereto .- No action.


ARTICLE 24. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of constructing a new stand- pipe and authorize the Treasurer, with the approval of the Selectmen, to borrow all or any part of the said sum in accordance with the Pro- visions of any General or Special Act authorizing the Town to borrow for such purposes, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $75,- 000.00 for the purpose of constructing a new standpipe to replace the one now in use on Hollingsworth Avenue, and that to meet said ap- propriation the sum of $28,000.00 be transferred from the Water De- partment Reserve, and the Treasurer with the approval of the Select- men be and is hereby authorized to borrow the sum of $47,000.00 and to issue bonds or notes of the Town therefor. Said bonds or notes to be issued pursuant to Chapter 44 of the General Laws and to be payable in accordance with the provisions of Section 19 thereof so that the whole loan shall be paid within not more than 20 years from the date of issuance of the first bond or note, or at such earlier date as the Treasurer, with the approval of the Selectmen, may determine, and that the Water Commissioners shall fix sufficient rates to meet the expense of maintaining and operating the water supply system, in- cluding the interest and debt charges as they mature on the indebted- ness herein authorized.


ARTICLE 25. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for the purpose of chlorinating that portion of Sunset Lake comprising the bathing area during the summer of 1953 and designate the department which shall be responsible for such expenditure of such appropriation, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $1,900.00 to be expended under the direction of the Water Department for the purpose of chlorinating that portion of Sunset Lake comprising the bathing area during the summer of 1953.


ARTICLE 26. To see if the Town will vote to amend Section 3 of Article VI of its By-Laws by striking out the words "Five Hundred Dollars" and inserting in place thereof the words "One Thousand Dol- lars."-No action.


ARTICLE 27. To see what sums of money the Town will vote to appropriate from Parking Meter Reserves for any lawful purpose, or take any other action relative thereto .- No action necessary.


ARTICLE 28. To see if the Town will vote to accept Chapter 624 of the Acts of 1952 entitled "An Act Relative to Increasing the Amounts of Pensions, Retirement Allowances and Annuities Payable to Certain Former Employees."-So voted.


ARTICLE 29. To see if the Town will vote to raise and appro- priate a sum or sums of money, by transfer from available funds or otherwise, for the purpose of paying part of the premiums for Group Life Insurance for permanent Town Employees in accordance with the provisions of Chapter 239 of the Acts of 1952 .- No action.

ARTICLE 30. To see if the Town will vote to accept Chapter 488 of the Acts of 1952 providing Annual Vacation of four weeks to em- ployees with ten years or more continuous service and three weeks to those with five years .- No action.


ARTICLE 31. To see if the Town will vote to authorize the necessary and proper officers of the Town in consideration of the sum of One Dollar, to grant to the Algonquin Gas Transmission Co., or its assignees, an easement for the transmission of natural gas over lines where permits for that purpose have already been granted by the various Town Departments, or take any other action relative thereto.


Voted: To authorize the Selectmen to sell to the Algonquin Gas Transmission Company, or its assignees, for the sum of $1.00, an ease- ment for the transmission of natural gas over locations in which permits for that purpose have been granted by the Water Department, or any other department of the Town in control of said property.


ARTICLE 32. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the acquisi- tion of a site or sites for future schools, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $15,000.00 for the purchase or taking by eminent domain, which purchase or taking is hereby authorized, for school purposes of a parcel of land shown as Plot 8 on Assessors Plan 3025 consisting of 6.30 acres more or less owned by John P. Granahan:


And that there be raised and appropriated the sum of $500.00 for the purchase or taking by eminent domain, which purchase or taking is hereby authorized, for school purposes of a parcel of land now owned by Daniel A. Brown, Jr., Trustee, and described substantially as follows: A portion of Lot D shown on Assessors Plan 3025 be- ginning at a northwest point in the said lot which is bounded on the west by land now owned by Mary R. Walker and others; thence run- ning about 100 feet easterly, thence turning and running northerly about 470 feet to the point of beginning, containing 1.1 acres more or less, this being all of said measurements more or less:


And that the Town authorize, empower and direct the Selectmen to purchase or take by eminent domain for school purposes a certain parcel of land described substantially as follows: A portion of Plot 1 shown on Assessors Plan 3025 consisting of 3 acres more or less now owned by Mary R. Walker and others, beginning at a northwest point in said lot opposite Lincoln Street, thence running about 280 feet easterly, thence turning and running about 470 feet southerly on land bounded by a parcel now owned by Daniel A. Brown, Jr., Trustee, thence turning and running about 206 feet westerly thence turning and running about 347 feet along a "way to water tower," so called, to the point of beginning and that there be appropriated for said pur- chase or taking and expense incident thereto, the sum of $3,000.00.


ARTICLE 33. To see if the Town will transfer the sum of $1200.00 appropriated under Article 26 of Annual Town Meeting of 1949 for the preparation of school plans under direction of the Com- mittee appointed pursuant to the vote under Articles 33, 34 of the Warrant for the 1948 Annual Town Meeting, to be expended under the direction of the School Study Committee appointed by the Moder- ator under resolution of the Annual Town Meeting of 1952, said com-

mittee to have same powers as conferred on the 1948 committee .- So voted.


ARTICLE 34. To see if the Town will vote to raise and appro- priate a sum of money for the purpose of remodeling, reconstructing. or repairing the Hollis School building, determine how the money shall be provided for, by borrowing, by appropriation from available funds. in the Treasury, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $100,- 000.00, of which $10,358.54 shall be transferred from the New Element- ary School Account (Ross School) and the balance of $89,641.46 shall be raised in the tax levy for the purpose of remodeling, reconstructing and repairing the Hollis School building, the same to be expended under the direction of a committee of five members to be appointed by the Moderator, to be known as The Hollis School Development Com- mittee.


ARTICLE 35. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the purpose of preparing working plans and securing bids for the construction of an addition to the Hollis School building, or take any other action relative thereto.


Voted: That the sum of $40,000.00 be raised and appropriated for the preparation of plans, specifications, drawings, and reports. and securing bids for the construction of an addition to the Hollis School Building, under the direction of The Hollis School Development Committee, with full power to employ architects, consultants, secure bids in the name of the Town and to do all and any acts necessary toward securing the above mentioned plans, specifications, drawings, reports and bids within the aforesaid appropriation, and report to the Town at the 1954 Town Meeting or at a Special Town Meeting called earlier.


ARTICLE 36. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the purpose of preparing working plans and securing bids for the construc- tion of a new elementary school building in the Perkins area, or take any other action relative thereto.


Voted: That the sum of $7,500.00 be raised and appropriated for the preparation of plans, specifications, drawings and reports, and se- curing bids for the construction of a new elementary school building in the Perkins area, under the direction of a committee of five to be appointed by the Moderator, and to be known as the Perkins Area Development Committee, with full power to employ architects, con- sultants, secure bids in the name of the Town and to do all and any acts necessary toward securing the above mentioned plans, specifica- tions, drawings, reports and bids within the aforesaid appropriation and report to the Town at the 1954 Town Meeting or at a Special Town Meeting called earlier.


ARTICLE 37. To see what sums of money the Town will vote to laise and appropriate or transfer from available funds for the purpose of completing the development of grounds at the Foster School, or take any other action relative thereto .- No action.


ARTICLE 38. ON PETITION. To see what sum or sums of money the Town will vote to raise and appropriate or transfer from

available funds for the improvement of the Josephine B. Colbert School grounds, or take any other action relative thereto .- No action.


ARTICLE 39. ON PETITION. To see what sum or sums of money the Town will vote to raise and appropriate or transfer from available funds for the improvement of the Noah Torrey School grounds, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $4,995.00 for the purpose of constructing a driveway, play area, a chain link felice at the Noah Torrey School, as follows: Driveway-2,015 square yards-$3,160.00; Play Area-900 square yards-$1,160.00; Chain Link Fence-275 feet-$675.00; This sum to be expended under the direc- tion of the School Committe.


ARTICLE 40. ON PETITION. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the purpose of improving the grounds at the Abraham Lincoln School, or take any other action relative thereto.


Voted: That the sum of $3500.00 be raised and appropriated for the purpose of improving the grounds at the Abraham Lincoln School. This sum to be expended under the supervision of the School Com- mittee.


ARTICLE 41. To see if the Town will vote to raise and appro- priate a sum of money for the purchase and installation of equipment and the purchase of supplies for the purpose of fluoridation of the Town's water supply, or take any other action relative thereto.


Voted: That Article 41 be referred to the next Annual Town Meeting.


ARTICLE 42. To see if the Town will vote to purchase or take by eminent domain a certain parcel of land for a site for a Fire Sta- tion in the Braintree Highlands district, or take any other action relative thereto .- No action.


ARTICLE 43. To see what sum or sums of money the Town will vote to raise and appropriate or transfer from available funds for the erection, furnishing and equipping a new Fire Station in the Braintree Highlands district, and to appoint a committee therefor, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $19,- 800.00 for the erection, furnishing and equipping of a new addition to the existing Braintree Highlands Fire Station, and that a committee of five be appointed by the Moderator, and known as the Highlands Fire Station Committee, and that said committee shall be authorized to act for and in behalf of the Town with full power to employ architects, secure bids and let contracts in the name of the Town and do all and any acts necessary to construct said Fire Station within the aforesaid appropriation.


ARTICLE 44. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the up- keep of the First Parish Cemetery,, or take any other action relative thereto.


Voted: That the sum of $499.00 be taken from tax levy for the upkeep of the First Parish Cemetery, said sum to be used at the discretion of the First Parish Cemetery Association, Inc.

ARTICLE 45. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the eradica- tion and prevention of "Dutch Elm" disease so-called, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $5,000.00 for the eradication and prevention of "Dutch Elm" disease, said sum to be expended under the direction of Highway Department.


ARTICLE 46. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for "Gypsy Moth" control, or take any other action relative thereto.


Voted: That there be raised and appropriated the sum of $1,500.00 for "Gypsy Moth" control, $500.00 of said sum to be for salary of Moth Superintendent and $1,000.00 to be expended under the direction of said Superintendent in conjunction with Highway Department.


ARTICLE 47. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the eradica- tion of Mosquitoes, or take any other action relative thereto.


Voted: That the sum of $6,000.00 be raised and appropriated to be used as the Town's contribution for 1953 to enable it to join and defray its share of the expenses of a South Shore Mosquito Control Project if the same shall be organized under the provisions of Chapter 2.52 of the General Laws or otherwise. If, however, the said project is not, in the judgment of the Selectmen promptly and seasonably or- ganized, the said sum shall not be expended for that purpose but $2,000.00 thereof may be expended for aerial spraying under the direc- tion of the Moth Superintendent.


ARTICLE 48. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the making of improvements to the Monatiquot River, or take any other action relative thereto .- No action necessary.


ARTICLE 49. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the widening of the bridge on Jefferson Street, South Braintree, or take any other action relative thereto.


Voted: That here be raised and appropriated the sum of $16,- 923.00 for the purpose of widening the bridge on Jefferson Street, South Braintree, said sum to be expended under direction of the Select- men.


ARTICLE 50. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the construction of Pearl Street, or take any other action relative thereto .- No action.


ARTICLE 51. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the con- struction of Hancock Street, or take any other action relative thereto .- No action.


ARTICLE 52. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the con- struction of a retaining wall on the easterly side of Ferncroft Road for a distance of approximately 80 feet from Glenrose Avenue, or take any other action relative thereto .- No action.

ARTICLE 53. To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the con- struction of a drain from the culvert on Common (Street to Cavanaugh Road, or take any other action relative thereto .- No action.

To see what sums of money the Town will vote to raise and appropriate or transfer from available funds for the laying of a sidewalk on Storrs Avenue commencing at the eastern intersection of Windemere Circle and Storrs Avenue and to continue to end of Storrs Avenue at Parkside Avenue, or take any other action relative thereto.
