IN FIVE YEARS.


Some of the more important things that have happened in connection with the schools during the past five years are briefly mentioned Delow.


The average membership has increased from 552 for the school year ending in February, 1898, to 702 for the school year ending in June, 1903.


The number of regular teachers employed has increased from nineteen to twenty-three.


The number of college graduates employed as teachers has increased from one to four.


A supervisor of music has been engaged.


A course of study has been printed.


Four years of instruction are now offered in both high schools.


Students are passing from the schools of Chelmsford directly into institutions of collegiate rank.


The graduates of the Centre High School have organized an Alumni Association.


Two new school houses have been opened, one at North Chelmsford, and one at East Chelmsford.


RECOMMENDATIONS.


In thinking over the needs of the schools, I wish to make the following recommendations, hoping that they may receive favorable consideration.


1. The increase in the length of the school year to thirty- eight weeks, thus making it of the same length as that of other towns contiguous to Lowell.


2. The employment of a supervisor of drawing.


3. The relieving of the crowded condition at West Chelmsford.


4. Liberal appropriations for all school purposes.


CONCLUSION.


In concluding this, my fifth annual report, I desire to thank all with whom my official duties have brought me in contact for their continued courtesy.

Report of the Trustees of the Adams Library.

The Board of Trustees of the Adams Library herewith submits its annual report.


The Board of Trustees organized for the year by electing Mr. J. Adams Bartlett chairman, Mr. Albert H. D'avis secre- tary, and Rev. Wilson Waters treasurer. Mr. Chas. H. Green- leaf was appointed librarian.


The usual committees were appointed for the different needs of the Library.


By the death of Mrs. Harriet M. Bartlett early in the year, the Board lost one of its most efficient members, whose active interest in the Library had from the beginning been exerted for its welfare. To fill the vacancy thus occasioned, the Board of Trustees in joint session with the Board of Selectmen elected Miss Frances Clark.


The Library is indebted to Miss Mary T. Biden for a gift of twenty-five dollars for the purchase of books. The Town could scarcely be better served by its friends than by thus putting the best literature within the reach of its people.


Thanks are also extended to the various other donors.


A large and handsome mural tablet of bronze has been placed in the reading room by the Loyal Legion to the memory of Capt. Charles E. A. Bartlett, a prominent citizen of the Town, and a benefactor of the Library.


The Librarian reports to the Trustees that the circulation during the past year has been 11,393 volumes; the number of borrowers, 440.


The character of the circulation has been: fiction, 69 per cent .; general work, 13; travels and description, 3; literature, 1; biography, 3; natural science, 3; useful arts. 1; fine arts, 1; religion and philosophy, 1; sociology, 1; history, 4.

The Library has been open to the public 199 sessions, or 813 hours.


Number of volumes purchased and added to the Library, 236; number of volumes at present in the Library, 7,197; pur- chased to replace worn-out books, 7 volumes; withdrawn from circulation, 1 volume; destroyed on account of contagion, 2 volumes.


In the future a finding list will be printed with every pur- chase of books, and this can be inserted in the catalogues.


The Trustees again express their appreciation of the excellent work done by the Librarian, much of which is gratuitous.


In view of the approaching 250th anniversary of the incor- poration of the Town, they would call the attention of individuals who may have old documents, papers, or other relics of early times, to the cases in the Library for the care and preservation of such articles, which if left in the cupboards and attics of private houses are almost certain, in time, to be lost or destroyed.


The thanks of all concerned are due to Emerson and Co. of South Chelmsford, for taking charge of and distributing books in that part of the Town.


The Treasurer's report will be found herewith. No money has been drawn from the Joseph Warren fund, which amounted to $667.26, or from the Adams-Emerson fund, which amounted to $84.33, at the making up of the last quarter of the City Institution for Savings.

Report of the North Chelmsford Library Association.


The North Chelmsford Library Association, in its annual statement to the town, has to report that, at its annual meeting held April 1st, 1903, the following officers were elected:

Borrowers have been supplied with printed lists of volumes added during the year.


All the books are in excellent condition.


The shelves are becoming so crowded, and there is such need of additional floor space, that the Library is greatly hampered in its work.


During the Librarians absence, patrons have been served most acceptably by Mrs. Onie M. Dolloff and her assistant, Miss Gertrude Jones.


The Library is again indebted to Mr. Marcus H. Winship and his daughter for the care and distribution of the books sent to the West Village.


During the past year the Association has suffered a great loss in the decease of its President, Mr. Luther H. Sargent, who has been connected with the Library continuously since it was organized, January 19, 1872. Being a great lover of books, and also a persistent reader of them, his service for the Library in aiding in the selection and cataloguing of new books has been invaluable.


The financial transactions of the year are shown in the Treasurer's report which follows.

COMMONWEALTH OF MASSACHUSETTS.

To either of the Constables of the Town of Chelmsford, in said County. GREETING:


In the name of the Commonwealth aforesaid, you are hereby required to notify the legal voters of said Chelmsford to meet in the Town Hall at Chelmsford Centre, on Monday, the twenty-eighth day of March: current, being the fourth Monday in said month, at eight o'clock in the forenoon. The polls will be opened at 8.15 and may be closed at 1.15, and they are then and there to act upon the following articles, viz:


Article 1. To choose a Moderator.


Art. 2. To bring in their votes for Town Clerk for two years; five Selectmen for one year; Town Treasurer and Col- lector of Taxes for one year; one School Committee for three years; one School Committee for two years; two Trustees of Adams' Library for three years; one Trustee of Adams' Library for one year; three Auditors for one year; seven Constables for one year; one Highway Surveyor for one year; one Cem- etery Commissioner for three years; one Tree Warden for one year; also to vote on the following question:


"Shall license be granted for the sale of intoxicating liquors in this town?"


All on one ballot.


Art. 3. To choose all other town officers necessary to be chosen by hand vote or act in relation thereto.

Art. 4. To hear reports of town officers and committees and act thereon.


Art. 5. To raise and appropriate such sums of money as may be required to defray town charges for the current year.


Art. 6. To see if the town will authorize the Treasurer to borrow, subject to the approval of the Board of Selectmen, such sums of money as may be required for the demands upon him in anticipation of the taxes of the current year and payable therefrom.


Art. 7. To see if the town will authorize the Treasurer to borrow such sums of money as may be necessary to meet payments on the proposed bridge over the Stony Brook R. R. at North Chelmsford or act in relation thereto.


Art. 8. At the request of H. S. Perham and others to see what action, if any, the town will take to prepare for the observance of the two hundred and fiftieth anniversary of the town's incorporation.


Art. 9. At the request of Rev. Wilson Waters and others to see if the town will adopt the necessary measures to secure the preparation and publication of a History of Chelmsford.


Art. 10. At the request of Capt. J. J. Monahan and others to see if the town will raise and appropriate the sum of One Hundred and Fifty Dollars ($150.00) to be expended for the care and maintenance of the Rifle Range.


Art. 11. To see if the town will raise and appropriate a sum of money for the purpose of putting in improved sanitary arrangements at the Centre Town Hall.


Art. 12. To see what action, if any, the town will take in regard to an improved system of Street Lighting.


Art. 13. At the request of John M. Agnew and others to see if the town will raise and appropriate or borrow the sum of Five Thousand Dollars ($5,000.00) for the purpose of adding two rooms to the school house building at West Chelmsford, and making such other additions and alterations in this building as may be required.

a. To determine the manner in which the above mentioned Five Thousand Dollars shall be raised and appropriated or borrowed.


b. To determine the manner in which the above Five Thousand Dollars shall be expended.


Art. 14. At the request of George E. Spaulding and others to see if the town will raise and appropriate a sum of money to be used to locate street lights in North street, from the present last location to McLarney's Corner, and continuing to a point near the residence of Perley P. Perham.


Art. 15. At the request of J. E. Warren and others to see if the town will instruct the Selectmen to replace the old guide- post that formerly stood in front of the Centre Town Hall, and properly repair all posts of a similar nature or act in relation thereto.


Art. 16. At the request of M. A. Queen and others to see if the town will vote to raise and appropriate a sum of money for the purpose of paving Main street with granite blocks fron the Moore Spinning Company's side track to a point opposite Gay street.


Art. 17. To see if the town will appropriate the sum of One Hundred Dollars ($100.00) for the observance of Memorial Day or act in relation thereto.


Art. 18. To see if the town will make an appropriation of Four Hundred Dollars ($400.00) for the North Chelmsford Library Association, on condition that the books of said Library be free to all inhabitants of the town; and also to see if the town will authorize the appropriation committee to hereafter include in their recommendations a sum for this purpose or act in relation thereto.


Art. 19. To act in relation to the list of jurors prepared by the Board of Selectmen.

Art. 20. At the request of William H. Noyes and others to see if the town will raise and appropriate a sum of money to build a fence to enclose the school house grounds at East Chelmsford or act in relation thereto.


Art. 21. At the request of Francis Day and others to see if the town will grant permision to Francis Day, his successors and assigns, to use for the purpose of private burial, a certain lot or parcel of land owned by hin and situated on the north- easterly side of road, which leads from Chelmsford Centre to Billerica, about one and one-half miles from Chelmsford Centre, and containing ten acres, or act in relation thereto.


Art. 22. To see if the town will vote to accept the gift of One Hundred Dollars ($100.00) in trust, from the heirs of Charles Sweetser, the income of same to be expended in forever keeping in repair the Charles Sweetser burial lot in Forefathers' Cemetery.


Art. 23. To see if the town will accept the sum of One Hundred Dollars ($100.00) in trust, from the estate of the late Alvah H. Richardson, the income of said sum to be annually expended for the perpetual care of the family lot of Elijah and Alvah H. Richardson in Forefathers' Cemetery.


Art. 24. To see if the town will accept the sum of One Hundred Dollars ($100.00) in trust, from the estate of the late D. C. Perham, the income of said sum to be annually expended for the perpetual care of the D. C. Perham burial lot in Fore- fathers' Cemetery.


Art. 25. To see if the town will accept the sum of One Hundred Dollars ($100.00) in trust, from Charles W. Parker, the income of said sum to be annually expended for the per- petual care of the Eli P. Parker lot in Forefathers' Cemetery.


Art. 26. To see if the town will authorize the Treasurer to accept, subject to the approval of the Cemetery Commissioners, trust funds, in sums not less than One Hundred Dollars ($100.00). The income from same to be used for the perpetual care of burial lots in our several cemeteries.

AND YOU ARE DIRECTED to serve this Warrant, by posting up attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford, West Chelmsford, and at the school house at East Chelmsford, ten days at least before the time appointed for holding said meeting.


HEREOF FAIL NOT, and make return of this Warrant with your doings thereon, to the Town Clerk at the time and place of holding the meeting aforesaid.


GIVEN UNDER OUR HANDS this twelfth day of March in the year of our Lord nineteen hundred and four.
