Under Article 12. On a motion made by J. Carroll Monahan to dismiss this Article in regards to grading and resurfacng Marshall Road so-called. This motion was carried and the Article defeated.


Under Articles 13-14-15-16-17-18 and 19. On a motion made by Se- lectman George Rigby it was voted to lay these Articles on the table until after the noon recess.


Under Article 20. · On a motion made by George Rigby, in regards to building a shed in the rear of the Chelmsford Centre Town Hall, it was voted to dismiss this Article.


Under Article 21. On a motion made by Selectman Robert W. Barris, it was voted to accept and allow Oak Knoll Ave. so-called, in East Chelmsford as laid out by the selectmen as shown in their report duly filed in the office of the town clerk.


Under Article 22. Regarding the acceptance and allowance of Manning Road so-called in East Chelmsford, on a motion made by Se- lectman George Rigby it was voted to dismiss this Article.

Under Article 23. In regards to the allowance and acceptance of Stearns Street so-called in East Chelmsford on a motion made by Se- lectman George Rigby it was voted to dismiss this Article.


Under Article 24. On a motion made by Selectman George Rigby, it was voted to discontinue so much of the Twiss Road so-called, as is located between Main Street, otherwise known as the West Chelms- ford Road, on the north and a line marked by two stone bounds at the southerly terminus of the Twiss Road as relocated, known as the new Twiss Road on the south and the same is hereby discontinued as public way.


Under Article 25. On a motion made by Selectman George Rigby it was voted to allow and accept that part of the new Twiss Road, so-called as laid out by the selectmen on Jan. 29, 1927, as shown in their report duly filed in the office of the town clerk.


Under Articles 26 and 27. It was voted to lay these Artcles on the table until after the noon recess.


Under Article 28. On a motion made by Selectman George Rigby, it was voted that the control and management of the town dump so- called, off Warren Ave., be transferred from the Board of Selectmen to the Board of Health.


Under Article 29. In regards to refunds being credited to the Board of Health accounts, on a motion made by J. Clark Osterhout to dismiss this Article. It was so voted.


Under Articles 30-31. It was voted to lay these Articles on the table until after the noon recess.


Under Article 32. On a motion made by Selectman George Rigby, it was voted to appoint a committee to consider and report at the next Annual Town Meeting as to what changes and improvements if any should be made at Vinal Square at North Chelmsford and the following committee is appointed: Dr. Fred E. Varney, J. Carroll Monahan and George W. Day.


Under Article 33. On a motion made by Selectman George Rigby that a committee be appointed to consider and report at the next Annual Town Meeting the advisability of constructing a sidewalk on Gorham street so-called at East Chelmsford, and that the following committee be and are hereby appointed: Selectman Robert W. Barris, James A. Grant and Patrick S. Ward. Mr. Barris made an amendment that the Tyngsborough Road be included and Mr. Shanks made an amendment that Chelmsford Street be added. Mr. Shanks' amendment carried and it was so voted. '


On a motion made by George Rigby that Article 38 be taken up at this time. A two-thirds vote was necessary and 91 voted yes, and 2 voted no.


Under Article 38. On a motion made by Selectman George Rigby, it was voted to raise and appropriate the sum of $2000.00 as a reserve fund to be used as provided in General Laws Chapter 40, Section 6, under the discretion of the Finance Committee.

On a motion made by George Rigby to take up Article 39, a two- thirds vote being necessary, 72 voted yes and no one voted no.


Under Article 39. On a motion made by Selectman George Rigby, it was voted to raise and appropriate the sum of $400.00 for State Aid.


At this time it was voted to hold a noon recess and the meeting was adjourned until 1 p. m.


At 1 p. m. the meeting was called to order by Moderator Walter Perham and it was voted to take from the table Article 2.

Under Article 10. Regarding the transferring of the jurisdiction of a certain tract of land at the town farm to the town forestry committee. It was voted to dismiss this Article.


It was voted at this time that all Articles that were laid on the table until afer the noon recess be taken up in their regular order.


Under Article 13. In regards to the appropriation of $1200.00 with which to grade the Westlands school grounds, it was voted to dismiss this Article.


Under Article 14. In regards to appropriating $2200.00 for the pur- pose of grading and installing macadam walks and drips at the Quessy school. It was voted to dismiss this Article.


Under' Article 15. It was voted to raise and appropriate the sum of $3500.00 for the purpose of installing a flush toilet system at the Quessy School, the money to be expended by the School Committee.


Under Article 16. It was voted to raise and appropriate the sum of $2800.00 with which to install a new heating system at the South Chelms- ford School House, the money to be expended by the School Commit- tee.


Under Article 17. Under this Article it was voted to appoint the School Committee, Dr. Fred E. Varney, and Royal Shawcross a commit- tee to study the general school housing conditions at North Chelms- ford and the possible erection of a new grade school at North Chelms- ford and to report their conclusions and recommendations at some sub- sequent meeting.


Under Article 18. It was voted to appoint Mr. Fred Mosely, Mr. James Hill and Mr. Frank J. Lupien a committee of three to investigate and report at the next Town Meeting whether Annual or Special, the matter of procuring additional land for playground purposes at the East Chelmsford School so-called.

Under Article 19. It was voted that the sum of $6000.00 be raised and appropriated to be expended as follows: $1000.00 to be expended on the Littleton Road so-called from the termination of the present state highway to the N. Y., N. H. & H. R. R. tracks, $2000.00 to be expended on the Acton Road and $3000.00 to be expended on Chelmsford Street so- called, or sometimes called the Lowell Road, beginning at the termin- ation of the present macadam road near Wilson Street and going in the direction of the Chelmsford-Lowell line to the present state high- way line, under the specific conditions that the Commonwealth of Mas- sachusetts and the County of Middlesex contribute a like sum, namely, $6000.00 each.


Under Article 26. The committee appointed to report on improv- ing the Common at Chelmsford Centre reported through its chairman, Fred L. Fletcher and said that upon obtaining estimates from the plan which they had drawn, for the purpose of grading said Common it would cost between $4000.00 and $5000.00 to grade the entire area, they believing that at this time the town was not in a financial condition to stand the full amount, recommended that the town appropriate for this purpose $500.00 which would grade a portion around the monument.


Mr. Fred L. Fletcher made a motion that the sum of $500.00 be raised and appropriated for the purpose of grassing and grading and improving the Common at Chelmsford Centre. An amendment to this motion was made by Mr. Fred E. Varney that $1000.00 be raised and appropriated for this purpose. The amendment was defeated and the original motion of Mr. Fred L. Fletcher was carried.


Under Article 27. In regards to changing the layout of Central Square Park, so-called it was voted to dismiss this Article.


Under Article 30. It was voted to accept with gratitude from Fred E. Varney, M. D., the gift of a certain lot of land containing about six acres located on the shore of Leach's Pond in that part of Chelmsford known as North Chelmsford, the same to be conveyed by his deed which has been exhibited at this meeting dated Dec. 23, 1926, subject to the express reservations and conditions that said land is to be forever kept open as and for a public playground or recreation center under the provisions of Chapter 45, Section 14 of the General Laws, and to be named and known as "The Varney Playgrounds."


Under Article 31. On a motion made by Dr. F. E. Varney it was voted to dismiss this Article in regards to an appropriation for grading the plot of land accepted in the previous Article.


Under Article 34. It was voted to accept the following report and place the same on file, as follows: At a Special Meeting held on Wed- nesday Evening, June 9th, 1926, under Article 12, a committee of three were appointed namely, Harry L. Shedd, Edward J. Robbins and Bay- ard C. Dean to procure plans and specifications for a fire house at North Chelmsford and report at the next Annual Town Meeting, your committee respectfully submits the following report: Your committee met at North Chelmsford on June 14, 1926, and organized as follows,' Harry L. Shedd, chairman and Bayard C. Dean secretary. A tour of in- spection of fire houses was made by the full committee and in addition to the committee Chief Ryan of North Chelmsford department. Several fire houses were viewed. Your committee decided that a fire house in

Billerica Centre came the nearest to fulfilling the requirements at North Chelmsford. Several architects were invited to submit plans and speci- fications, but only one responded, Mr. Albert MacNaughton of Arlington, who furnished plans and specifications for the Billerica fire house. Your committee received bids from six different contractors. The bids ranged from $24,875.00 for two story and $21,400.00 for one story, without heat, to $13,900.00 two story $11,600.00 one story complete. You will note in Article No. 34 that an appropriation of $19,000.00 is asked for. This was necessary because we did not have any official bids to go by, all we had was an estimate. Your committee recommended that an appropriation of $15,000.00 if it is decided to build the two story house and $12,500.00 if the one story house. The committee will leave plans and specifications in the hands of the Moderator so that any citizen who wishes may view them.

On a motion made by Mr. Shedd to raise and appropriate the sum of $12,500.00 for the purpose of building a new fire house at North Chelmsford the motion was defeated.


· Under Article 35. In regards to the appointment of a committee to build a fire station at North Chemlsford this Article became automati- . cally dismissed.


Under Article 36. In regards to remodelling the old grammar school on the North Road at the Centre for fire house purposes it was voted to dismiss this Article.


Under Article 37. In regards to the appointment of a committee to remodel the old grammar school on the North Road at the Centre this Article became automatically dismissed.


It was voted to appropriate from the excess and deficiency account the sum of $10,000.00 to be used by the assessors as free cash to apply toward appropriations made in 1927.


On a motion made by Selectman Robert W. Barris a rising vote of appreciation was given the Finance Committee for the untiring effort and splendid explanation made by them in their report and recom- mendations.


Voted to adjourn at 4.05 p. m.

WARRANT FOR SPECIAL TOWN MEETING COMMONWEALTH OF MASSACHUSETTS

To John E. Johnson, a constable of the Town of Chelmsford: GREETING :


In the name of the commonwealth aforesaid, you are required to notify and warn the legal voters of said Chelmsford, to meet in the Upper Town Hall, at Chelmsford Centre, on Monday, the Twelfth day of December current, at eight o'clock in the evening, then and there to act upon the following articles, viz .:


ARTICLE 1. To see if the town will vote to authorize the school com- mittee to sell and convey in behalf of the town, by a good and suf- ficient deed the old North Row School, so-called, including both land and buildings and being the same premises conveyed to the town by Asa and Elbridge G. Spalding by deed dated July 2, 1875 and recorded in the Middlesex North District Registry of Deeds, Book 110, Page 352, to Frank J. Garvey, of North Chelmsford, Massachu- setts, for the sum of five hundred and fifty dollars; or act in rela- tion thereto.


And you are directed to serve this Warrant by posting attested copies thereof at the Post Offices in the Centre of the town, South Chelmsford, North Chelmsford, West Chelmsford, at the school house in East Chelmsford and at the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the meeting aforesaid.


Hereof fail not, and make return of this Warrant with your doings thereon, to the Town Clerk, at the time and place of holding the meet- ing aforesaid.

SPECIAL TOWN MEETING December 12, 1927


At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote in town affairs, held pursuant to Warrant at the Upper Town Hall, at Chelmsford Centre, Monday Evening, Dec. 12, 1927, at 8 o'clock p. m., the following business was transacted, to wit:


The meeting was called to order by Town Clerk Harold C. Petter- son, who stated that the Moderator being absent, the first business to come before the meeting would be the election of a Moderator pro-tem, Mr. Rigby nominated John J. Monahan and no other nominations being made, it was unanimously voted that John J. Monahan be elected mod- erator pro-tem.


After qualifying as Moderator, Mr. Monahan called the meeting to order and the Warrant was read by the Town Clerk, Harold C. Petter- son.


Under Article 1. On a motion made by Robert W. Barris, it was voted unanimously that the School Committee of the Town of Chelms- ford be authorized and empowered to sell and convey in behalf of the Town of Chelmsford, by a good and sufficient quitclaim deed to Frank J. Garvey, of North Chelmsford, for the sum of five hundred and fifty dollars, the old North Row School House, so-called, including both land and buildings and more particularly described in a deed from Asa and Elbridge G. Spalding to the Town of Chelmsford, dated July 2, 1875, and recorded wth the Middlesex North District Registry of Deeds, Book 110, Page 352.


Voted to adjourn at 9.45 P. M.
