The polls will be open from 12 noon to 8 P. M. and to meet in the Town Hall at Chelmsford Centre on the following MONDAY, THE EIGHTH DAY OF FEBRUARY, at 10.00 o'clock, in the forenoon, then and there to act upon the follow- ing articles, viz. :
ARTICLE 1. To hear reports of Town Officers and commit- tees ; or act in relation thereto.
ARTICLE 2. To raise and appropriate such sums of money as may be required to defray Town charges for the cur- rent year.
ARTICLE 3. To see if the Town will authorize the Select- men to act as its agent in any suit or suits which may arise during the current year ; also in such other matters as may arise requiring in their judgment the action of such agent, and to employ counsel therefor; or act in re- lation thereto.
ARTICLE 4. To see if the Town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money in anticipation of the revenues of the current financial year.
ARTICLE 5. To see if the Town will vote to raise and ap- propriate a sum not exceeding Two Thousand Dollars to be used as a Reserve Fund at the discretion of the Finance Committee, as provided in General Laws, Chapter 40, Sec- tion 6 ; or act in relation thereto.
ARTICLE 6. To see if the Town will vote to raise and ap- propriate the sum of Four Hundred Dollars, or what other sum, for State Aid ; or act in relation thereto.

ARTICLE 8. To see if the Town will vote to authorize the Selectmen to contract with the Lowell Electric Light Cor- poration for the following additional lights and raise and appropriate sufficient money to defray the expense there- of, viz .:

ARTICLE 13. To see if the Town will vote to accept an ex- tension to Adams Street as daid out by the Selectmen as shown by the report and plan duly filed in the office of the Town Clerk; or act in relation thereto.
ARTICLE 14. To see if the Town will vote to raise and ap- propriate $1.200 or some other sum for the purpose of fill- ing the cellar of the old Grammar School located on the North Road ; or act in relation thereto.
ARTICLE 15. To see if the Town will authorize the Select- men to sell a motor cycle now used by the Police Depart- ment and authorize them to execute and deliver a good and sufficient bill of sale to same, and to raise and appro- priate $225 or some other sum for the purpose of purchas- ing a new motor cycle : or act in relation thereto.

ARTICLE 16. To see if the Town will vote to request the Department of Corporations and Taxation, Division of Accounts, to make an audit of the Town of Chelmsford Accounts at their convenience during the year 1932; or act in relation thereto.
ARTICLE 11. To see if the Town will vote to raise and ap- propriate the sum of $115 for the purpose of providing a typewriter and a typewriter table for use in the office of the Town Treasurer and Tax Collector ; or act in relation thereto.
ARTICLE 18. To see if the Town wlil vote to raise and ap- propriate the sum of $115 for the purpose of purchasing an adding machine for use in the office of the Town Ac- countant ; or act in relation thereto.
ARTICLE 19. To see if the Town will vote to raise and ap- propriate $50 or some other sum for the purpose of pay- ing an easement or the right to lay a drain on and through private property leading from Ripley Street ; or act in re- lation thereto.
ARTICLE 20. To see if the Town will vote to raise and ap- propriate $1,300 for the purpose of adjusting claim paid to Grace Walsh in the matter of a claim against the Town for personal injuries ; or act in relation thereto.
ARTICLE 21. To see if the Town will vote to raise and ap- propriate $10 for the purpose of paying medical expenses incurred by the Town in connection with the above en- titled matter ; or act in relation thereto.
ARTICLE 22. To see if the Town will vote to raise and ap- propriate the sum of $339.50, a portion of the whole sum of the Town of Chelmsford's share of the expense of con- structing and equipping a hospital situated in Waltham and partly in Lexington, now known as the Middlesex County Sanatorium ; or act in relation thereto.

To see if the Town will vote to borrow the sum of $20,000, a portion of the whole sum of the Town of Chelmsford's share of the expense of constructing and equipping a hospital situated in Waltham and partly in Lexington, now known as the Middlesex County Sana- torium ; or act in relation thereto.
ARTICLE ?4. To see if the Town will vote to raise and ap- propriate the sum of Fifty Dollars, or some other amount, and elect a Director, the money to be expended by and the Director to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provisions of Section 40 to 45, Chapter 128, General Laws of Massachusetts.
AND YOU ARE DIRECTED to serve this Warrant, by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the Schoolhouse, East Chelmsford, and the Golden Cove Schoolhouse, Westlands, seven days at least before the time appointed for holding the First meeting afore- said.

REPORT OF FINANCE COMMITTEE
To the Voters of the Town of Chelmsford :
The Finance Committee wish to call to the attention of the voters the following :
1. Our valuation has dropped to $6,161.159.00, a loss of about one million dollars since 1927.
2. We shall probably have a further loss during the com- ing year of from fifty to seventy-five thousand dollars.
3. During the period 1927-31, the expenses of the Town have remained about the same, and the strictest economy must be used to keep the tax rate where it now is.
In making its recommendations, the Committee has cut all expenses and appropriations in order to keep the tax as near last year's rate as possible without cutting wages, which action, the Committee feel, should be taken only when all other means fail. The Committee feel that unless enough new prop- erty is brought into the town during the coming year to bring the valuation to where it was in 1930, a reduction in all salaries and wages will have to be made next year. The Committee recommend that, in order to keep the salary and wage scales where they now are, all retained salaried employees of the town make a voluntary contribution of five percent of their salaries to the Department of Public Welfare Outside Relief Fund, until the period of depression is over.
If the recommendations of the Finance Committee are adopted, and there are no increases in appropriations, either at special or regular meetings, we estimate that the tax rate for the coming year will be about thirty-two dollars.
ARTICLE 2. To raise and appropriate such sums of money as may be required to defray Town charges for the cur- rent year.
The Finance Committee recommend that the following sums be raised and appropriated for the purposes of Article ?.

The Finance Committee recommend that the sum of Two Hundred and Sixty-seven Dollars and Fifty cents be raised and appropriated for the purposes of this Article.
ARTICLE 10. To see if the Town will vote to appropriate the sum of $2,000 or some other sum for the purpose of reconstructing River- neck Road; or act in relation thereto.
The Finance Committee recommend that the sum of Two Thousand Dollars be raised and appropriated for the purposes of this Article.
ARTICLE 14. To see if the Town will vote to raise and appropriate $1,200 or some other sum for the purpose of filling the cellar of the old Grammar School located on the North Road; or act in re- lation thereto.
The Finance Committee believe that this expenditure is unneces- sary and inadvisable at this time, and recommend that this article be laid over until the next annual meeting.
ARTICLE 15. To see if the Town will authorize the Selectmen to sell a motorcycle now used by the Police Department and authorize them to execute and deliver a good and sufficient bill of sale to same, and to raise and appropriate $225 or some other sum for the purpose of purchasing a new motorcycle; or act in relation thereto.
The Finance Committee believe this to be a necessary expendi- ture, and recommend that the sum of Tiro Hundred and Twenty- five Dollars be raised and appropriated.

The Finance Committee recommend that the sum of One Hundred and Fifteen Dollars be raised and appropriated for the purposes of this Article.
ARTICLE 18. To see if the Town will vote to raise and appropriate the sum of $175 for the purpose of purchasing an adding machine for use in the office of the Town Accountant; or act in relation thereto.
The Finance Committee recommend that the sum of One Hundred and Seventy-five Dollars be raised and appropriated for the pur- pose of this Article.
ARTICLE 19. To see if the Town will vote to raise and appropriate $50 or some other sum for the purpose of paying for an easment or the right to lay a drain on and through private property leading from Ripley Street; or act in relation thereto.
The Finance Committee believe this expenditure to be advisable, and recommend that the sum of Fifty Dollars be raised and appro- priated.
ARTICLE 20. To see if the Town will vote to raise and appropriate $1,300 for the purpose of adjusting claim paid to Grace Walsh in the matter of a claim against the Town for personal injuries; or act in relation thereto.
The Finance Committee are advised that this is a court order, as a result of an agreed settlement, and recommmend that the amount of Thirteen Hundred Dollars be raised and appropriated.
ARTICLE 21. To see if the Town will vote to raise and appropriate $10 for the purpose of paying medical expenses incurred by the Town in connection with the above entitled matter; or act in rela- tion thereto.
The Finance Committee recommend that Ten Dollars be raised and appropriated.
ARTICLE 22. To see if the Town will vote to raise and appropriate the sum of $339.50, a portion of the whole sum of the Town of Chelmsford's share of the expense of construction and equipping a hospital situated in Waltham and partly in Lexington, now known as the Middlesex County Sanatorium; or act in relation thereto.

The school year is divided into a fall term ending at the Christmas vacation, and three terms after the holidays.

NO SCHOOL SIGNAL
In case of extremely bad storms or of roads dangerous because of ice, a signal for no school is given on the fire alarms at the Center, North, West, South, and East, three blasts, repeated three times. When given at 7.15 there are no sessions for the day. The signal at 11.15 indicates no afternoon session for the grades.
