WARRANT FOR SPECIAL TOWN MEETING
At Upper Town Hall, Chelmsford Centre Friday Evening, October 9, 1942 COMMONWEALTH OF MASSACHUSETTS
Middlesex, ss.
To Daniel E. Haley, a Constable of Chelmsford.
GREETING :
In the name of the Commonwealth as aforesaid, you are hereby required to

notify and warn the legal voters of said Chelmsford to meet in the Upper Town Hall at Chelmsford Centre on Friday, the Ninth day of October, 1942, at eight o'clock in the evening, then and there to act on the following articles, viz: Article 1.
To see if the Tom will vote to raise and appropriate, by transfer from the Excess and Deficiency Account, or from any available unexpended balance, a sum of money sufficient to enable the school committee to engage a Supervisor or Physical Education, who shall also coach and supervise athletic teams of the High School, and to procure the necessary equipment for physical education and athletic activities; or take any action relative thereto.
Article 2.
To see if the Town will vote to appropriate and transfer from the Highway Account, the sum of Twenty-Five Hundred Dollars ($2500), from the Oil Account, the sum of Three Thousand Dollars ($3000), from the Machinery Account the sum of Fifteen Hundred Dollars ($1500), and from the Rail Salvage Account, the sum of Four Hundred Fifty-Five Dollars ($455), all to the W. P.A. Account for the pur- pose of purchasing tools, material and equipment to continue W.P.A. projects; or take any action relative thereto.
Article 3.
To see if the Town will vote to appropriate and transfer from the Account entitled Infirmary Account the sum of Two Hundred Sixteen Dollars ($216) for the purpose of paying the salary of the Administrator of the Rationing Board; or take any action relative thereto.
Article 4.
To see if the Town will vote to appropriate and transfer from the account entitled Infirmary Account the sum of Seven Hundred Fifty Dollars ($750) to the Snow Removal Account; or take any action relative thereto.
Article 5.
To see if the Town will vote to amend the Vote taken under Article 3 of the Warrant for the Special Town Meeting held on July 23, 1942 by adopting the follow- ing amendment:
"The Selectmen be and are hereby authorized to rent or lease the Infirmary land and buildings for such rental and terms that their judgment deems best during the period that the Town owns said pre- mises up until the time said premises are sold, as directed under Article 3 of the aforesaid Special Town Meeting held on July 23, 1942; " or take any action relative thereto.
Article 6.
To see if the Town will vote to appropriate and transfer from the Soldiers' Benefit Account a certain sum of money to the Outside Relief Account; or take any aotion relative thereto.
Article 7.
To see if the Town will vote to appropriate and transfer from the Excess and Deficiency Account a certain sum of money to the Old Age Assistance Account.
AND YOU ARE DIRECTED to serve this Warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford, and West Chelmsford, and at the School House, East Chelmsford, and the Golden Cove School House, Westlands, seven days at least before the time appointed for holding

SPECIAL TOWN MEETING
FRIDAY EVENING, OCTOBER 9, 1942
At a special town meeting held in the Upper Town Hall at Chelmsford Centre on Friday Evening, October 9, 1942 at 8 P.M. the following business was transacted. The meeting was called to order by Moderator Walter Perham, who requested Town Clerk, Harold C. Petterson to read the Warrant, After the Warrant was partly read, on a motion made by Wendell Harvey, it was voted to waive the further read- ing of the Warrant.
Under Article 1.
On a motion made by Mrs. Marjorie M. Kiberd, it was voted to raise and ap- propriate the sum of Six Hundred Dollars ($600) for the purpose of enabling the School Committee to engage a Supervisor of Physical Education and Athletic Coach for the High School, and to provide the necessary equipment for physical education and athletic activities; and to meet said appropriation; that the sum of Three Hundred Fifty Dollars ($350) be and is hereby transferred from the Excess and de- ficiency Account, two Hundred dollars ($200) from School New Equipment and Fifty Dollars ($50) from Playgrounds.
Under Artiole 2.
On a motion made by Stewart Mackay to appropriate and transfer from the High- way General account, the sum of Twenty Five Hundred Dollars ($2500), from the Oil Account, the sum of Three Thousand Dollars ($3000), from the Machinery account, the sum of Fifteen Hundred Dollars ($1500) and from the Rail Salvage Account the sum of Four Hundred Fifty Five Dollars ($455), all to the W.P.A. On a motion made by Karl M. Perham, it was voted to reconsider this article and again the voters voted in the negative, and appeal was made by James A. Grant to again reconsider this article and vote, and the Moderator ruled that no further action could be taken under this article.
Under Article 3.
On a motion made by James A. Grant, it was voted to appropriate from the Account entitled Infirmary Supt. Salary, the sum of Two Hundred Sixteen Dollars ($216) for the purpose of paying the salary of the Administrator of the Rationing Board.
Under Article 4.
On a motion made by James A. Grant, it was voted to appropriate and transfer from the account entitled, Infirmary Maintenance Account, the sum of Seven Hund- red Fifty Dollars ($750) to the Snow Removal Account.

In regard to renting and leasing the Town Infirmary, on a motion made by James A. Grant, it was voted to dismiss this article.

Shall the proposed measure which provided that the present statutes which make it a crime punishable by fine or imprisonment knowingly to advertise, print, publish, distribute or circulate any matter containing reference to any person from whom or place where any drug, instrument or means whatever, or any advice or information may be obtained, for the purpose of preventing pregnancy, or to sell, lend, give away, exhibit, offer or advertise any drug, medicine, instrument of other article for the prevention of conception, or to write or print informa- tion of any kind stating when, where, how, of whom, or by what means such article can be obtained, or to manufacture or make such article, shall not apply to treat- ment or prescription given to married persons for protection of life or health by or under the direction of registered physicians nor to teaching in chartered med- ical schools nor to publication or sale of medical treatises or journals, which was disapproved in the House of Representatives by a vote of 77 in the affirmative and 133 in the negative and in the Senate by a vote of 16 in the affirmative and 18 in the negative, by approved?

WARRANT FOR SPECIAL TOWN MEETING
At Upper Town Hall, Chelmsford Centre Friday Evening, December 11, 1942
COMMONWEALTH OF MASSACHUSETTS
Middlesex, ss.
To Ralph Hulslander of Chelmsford, or any other suitable person,
GREETING:
In the name of the Commonwealth as aforesaid, you are hereby required to notify and warn the legal voters of said Chelmsford, to meet in the Upper Town Hall at Chelmsford Centre on Friday, the eleventh day of December, 1942 at eight o'clock in the evening, then and there to act on the following articles, viz:
Artiole 1. To see if the Town will vote to transfer and appropriate from the

account entitled Sale of Street Car Rails the sum of Six Hundred Thirty-five and 57/100 Dollars ($635.57), from the account entitled Highway General the sum of Twenty-Two Hundred four and 33/100 Dollars ($2204.33), and from the account en- titled Oil Account the sum of Thirty-five Hundred Dollars ($3500), all to the account entitled W. P.A. Account; or act in relation thereto.
Article 2.
To see if the Town will vote to transfer and appropriate from the account entitled Highway General the sum of Three Hundred Dollars ($300) to the aocount entitled Claims for Personal Injuries; or act in relation thereto.
AND YOU ARE DIRECTED to serve this Warrant by posting attested copies there- of at the Post Offices in the Centre of the Town, South Chelmsford, North Chelms- ford and West Chelmsford, and at the School House, East Chelmsford and the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the meeting aforesaid.
HEREOF FAIL NOT, and make return of this Warrant, with your doings thereon, to the Town Clerk at the time and place of holding this meeting aforesaid.
Given under our hands this Third day of December in the year of our Lord nineteen hundred and forty-two.
